In accordance with the Federal Land Policy and Management Act (FLPMA) and the Federal Advisory Committee Act of 1972 (FACA), the U.S. Department of the Interior, Bureau of Land Management (BLM) Coeur d'Alene District Resource Advisory Council (RAC) will meet as indicated below.

The Bureau of Land Management (BLM) proposes to sell a 22.98- acre parcel of public land in Washakie County, Wyoming, by non- competitive (direct) sale to the town of Ten Sleep under the provisions of the Federal Land Policy and Management Act of 1976 (FLPMA), at no less than the appraised fair market value.

The Bureau of Land Management (BLM) has submitted an information collection request to the Office of Management and Budget (OMB) for a 3-year extension of OMB Control Number 1004-0162 under the Paperwork Reduction Act. The respondents are required to provide certain information in order to conduct onshore oil and gas geophysical exploration on lands managed by the BLM or by the U.S. Forest Service.

The Bureau of Land Management (BLM) will file the plat of survey of the lands described below in the BLM Montana State Office, Billings, Montana, on May 24, 2012.

As required by 43 CFR 2650.7(d), notice is hereby given that the Bureau of Land Management (BLM) will issue an appealable decision to Iqfijouaq Company. The decision approves for conveyance the surface estate in the lands described below, pursuant to the Alaska Native Claims Settlement Act (43 U.S.C. 1601, et seq.). The subsurface estate in these lands will be conveyed to Calista Corporation when the surface estate is conveyed to Iqfijouaq Company. The decision approves for conveyance the surface estate in the lands described below, pursuant to the Alaska Native Claims Settlement Act (43 U.S.C. 1601, et seq.). These lands lie entirely within Public Land Orders 2213 and 4584, Clarence Rhodes National Wildlife Range now known as the Yukon Delta Wildlife Refuge. The subsurface estate will be reserved to the United States in the conveyance to Chevak Company. The lands are in the vicinity of the village of Chevak, Alaska, and are described as:

This notice announces the relocation of the Bureau of Land Management's (BLM) Tucson Field Office (TFO) and the temporary closure of the office during the relocation.

The plat and field notes representing the dependent resurvey of U.S. Survey No. 4385, Alaska, has been accepted by the Chief Cadastral Surveyor for Alaska. In compliance with the National Environmental Policy Act of 1969, as amended, (NEPA) and the Federal Land Policy and Management Act (FLPMA) of 1976, as amended, the Bureau of Land Management (BLM) Egan Field Office, Ely, Nevada intends to prepare an Environmental Impact Statement (EIS) and by this notice is announcing the beginning of the scoping process to solicit public comments and identify issues. The proposed project is located in White Pine County, about 50 miles west of Ely near Newark Valley.

Notice is hereby given that certain coal resources in the South Porcupine Coal Tract described below in Campbell County, Wyoming, will be reoffered for competitive lease by sealed bid in accordance with the provisions of the Mineral Leasing Act of 1920, as amended.

On March 30, 2012, the Bureau of Land Management (BLM) published a Notice of Availability of the Draft Integrated Activity Plan (IAP)/Environmental Impact Statement (EIS) for the National Petroleum Reserve-Alaska and Announcement of Public Subsistence-Related Hearings in the Federal Register (77 FR 19318). The BLM inadvertently stated that the comments on the Draft IAP/EIS must be received by May 31, 2012. The BLM will accept public comments on the Draft IAP/EIS until June 1, 2012.

In compliance with the National Environmental Policy Act of 1969 (NEPA), as amended, and the Federal Land Policy and Management Act of 1976 (FLPMA), as amended, the Bureau of Land Management (BLM) Rawlins Field Office (RFO), Rawlins, Wyoming, intends to prepare a Resource Management Plan (RMP) amendment with an associated Environmental Assessment (EA) for the RFO and by this notice is announcing the beginning of the scoping process to solicit public comments and identify issues.

The Bureau of Land Management (BLM) has officially filed the plats of survey of the lands described below in the BLM Idaho State Office, Boise, Idaho, effective 9 a.m., on the dates specified.

As required by 43 CFR 2650.7(d), notice is hereby given that the Bureau of Land Management (BLM) will issue an appealable decision to Calista Corporation. The decision will approve conveyance of the surface and subsurface estates in certain lands pursuant to the Alaska Native Claims Settlement Act (43 U.S.C. 1601, et seq). Per 30 U.S.C. 188(d), ABACO Energy LLC, Brent Clum, Cody Oil & Gas Corporation, Earthstone Energy Inc., Global Gas & Oil LLC, Hill LP, Jerry Jones, MBI Oil & Gas LLC, Vincent Melashenko, Missouri River Royalty Corporation, Northern Energy Corporation, Panther Energy Company LLC, David Peterson, Rainbow Energy Marketing Corporation, Red Willow Great Plains LLC, Slawson Exploration Company Inc., Stewart Geological Inc., Sunshine Pacific Corporation, United Energy Trading LLC, WHC Exploration LLC and Wolfe Exploration LLC timely filed a petition for reinstatement of competitive oil and gas lease NDM 95190, McKenzie and Williams counties, North Dakota. The lessee paid the required rental accruing from the date of termination. No leases were issued that affect these lands. The lessees agree to new lease terms for rentals and royalties of $10 per acre and 16-2/3 percent. The lessees paid the $500 administration fee for the reinstatement of the lease and the $163 cost for publishing this Notice. The lessees met the requirements for reinstatement of the lease per Sec. 31 (d) and (e) of the Mineral Leasing Act of 1920 (30 U.S.C. 188). We are proposing to reinstate the lease, effective the date of termination subject to the: Original terms and conditions of the lease; Increased rental of $10 per acre; Increased royalty of 16-2/3 percent; and $163 cost of publishing this Notice.

In compliance with the National Environmental Policy Act of 1969 (NEPA), as amended, and the Federal Land Policy and Management Act of 1976 (FLPMA), as amended, the Bureau of Land Management (BLM) Central California District, Sacramento, California and California Desert District, Moreno Valley, California intend to prepare an Environmental Impact Statement (EIS) which may include amendments to the California Desert Conservation Area (CDCA) Plan, Bishop Resource Management Plan (RMP), Caliente/Bakersfield RMP, and Eastern San Diego County RMP for the areas that are within the planning boundary of the proposed Desert Renewable Energy Conservation Plan (DRECP). These potential plan amendments will be analyzed in the DRECP Draft EIS and CDCA Plan Amendment (PA), as noticed in the Federal Register on November 20, 2009 (74 FR 60291) and August 29, 2011 (76 FR 45606). In compliance with the National Environmental Policy Act of 1969 (NEPA), as amended, and the Federal Land Policy and Management Act of 1976 (FLPMA), as amended, the Bureau of Land Management (BLM) Las Cruces District Office, Las Cruces, New Mexico, intends to prepare an Environmental Impact Statement (EIS) analyzing the impacts of the proposed Southline Transmission Line Project (Project), a 345-kilovolt (kV) and 230-kV transmission line, and addressing associated potential land use plan amendments. This notice announces the beginning of the scoping process to solicit public comments and identify issues. Western Area Power Administration (Western) is a joint lead agency with BLM for preparing the EIS. Western is a power-marketing agency within the Department of Energy (DOE) and is proposing to participate in the Project with the applicant, Southline Transmission, LLC (Southline).
