The Bureau of Land Management (BLM) will file the plat of survey of the lands described below in the BLM Montana State Office, Billings, Montana, on March 29, 2012.

In accordance with the Federal Land Policy and Management Act and the Federal Advisory Committee Act of 1972, the U.S. Department of the Interior, Bureau of Land Management (BLM) Wyoming Resource Advisory Council (RAC) will meet as indicated below.

Under the provisions of 30 U.S.C. 188(d) and (e), and 43 CFR 3108.2-3(a) and (b)(1), the Bureau of Land Management (BLM) received a petition for reinstatement of oil and gas lease COC73670 from Hannon & Associates Inc., for lands in Huerfano County, Colorado. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.

In accordance with the National Environmental Policy Act of 1969 as amended, and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) has prepared a Draft Resource Management Plan (RMP) and Environmental Impact Statement (EIS) for the Eastern Interior Planning Area (Alaska), and by this notice is announcing the opening of the comment period.

The plats of survey of the following described lands are scheduled to be officially filed in the Bureau of Land Management Oregon/Washington State Office, Portland, Oregon, 30 days from the date of this publication.

Under the provisions of 30 U.S.C. 188(d) and (e), and 43 CFR 3108.2-3(a) and (b)(1), the Bureau of Land Management (BLM) received a petition for reinstatement of oil and gas lease CACA 50123 from West Coast Land Service. The petition was filed on time and was accompanied by all required rentals and royalties accruing from November 1, 2010, the date of termination.

Under the provisions of 30 U.S.C. 188(d) and (e), and 43 CFR 3108.2-3(a) and (b)(1), the Bureau of Land Management (BLM) received a petition for reinstatement of oil and gas lease COC30486 from Encana Oil & Gas (USA) Inc., for lands in Mesa County, Colorado. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.

In accordance with the Federal Land Policy and Management Act and the Federal Advisory Committee Act of 1972, the U.S. Department of the Interior, Bureau of Land Management (BLM) Central Montana Resource Advisory Council (RAC) will meet as indicated below.

This order withdraws 15 acres of National Forest System land from location and entry under the United States mining laws for a period of 20 years to protect the unique recreational and historical interpretive integrity of the Red Cloud Campground within the Cibola National Forest, and to protect a capital investment in the recreation area of approximately $750,000 in Federal funds.

In accordance with the Federal Land Policy and Management Act and the Federal Advisory Committee Act of 1972, the U.S. Department of the Interior, Bureau of Land Management (BLM) Western Montana Resource Advisory Council (RAC) will meet as indicated below.

The Bureau of Land Management (BLM) is segregating public lands located in Imperial County, California, from appropriation under the public land laws including the Mining Law, but not the Mineral Leasing or Material Sales Acts, for a period of 2 years for the purpose of processing a wind energy right-of-way (ROW) application for the Ocotillo Express Wind Project. The public land contained in this segregation totals approximately 12,436 acres.

The BLM published a Notice of Intent (NOI) on December 9, 2011 [76 FR 77008]. This Notice of Correction changes/clarifies the names of the regions that are coordinating the Environmental Impact Statements (EISs) and Supplemental EISs, extends the scoping period, and adds 11 Forest Service Land Management Plans (LMPs) to this process. The Eastern Region referred to in the previous NOI is now known as the Rocky Mountain Region; while the Western Region referred to in the previous NOI is now known as the Great Basin Region. In compliance with the National Environmental Policy Act of 1969 (NEPA), as amended, and the Federal Land Policy and Management Act of 1976 (FLPMA), as amended, the Bureau of Land Management (BLM) Palm Springs-South Coast Field Office intends to prepare a Draft Environmental Impact Statement (EIS) for a proposed land exchange between the BLM and the Agua Caliente Band of Cahuilla Indians (Tribe) in the Santa Rosa and San Jacinto Mountains National Monument (Monument). This notice announces the beginning of the BLM scoping process, invites public participation, and describes how the time and place of public scoping meetings will be announced.
