The Bureau of Land Management (BLM) has signed a report titled ``Grays Lake Administrative Navigability Determination and Omitted Lands and Avulsions Decisions'' dated August 15, 2011, in the BLM Idaho State Office. This report contains two survey decisions related to Grays Lake. This decision document will be considered filed for the purposes of survey decisions contained therein on December 19, 2011.

The surface owner, George Sullivan, filed an application on April 5, 2010 for the conveyance of the federally-owned mineral interests of a 10.98 acre tract of land in Kern County, California. Publication of this notice temporarily segregates the mineral interests in the land covered by the application from appropriation under the mining and mineral leasing laws for up to 2 years to determine the suitability of the federally-owned mineral interests for conveyance pursuant to Section 209 of the Federal Land Policy and Management Act of October 21, 1976.

The plats of survey described below are scheduled to be officially filed in the New Mexico State Office, Bureau of Land Management, Santa Fe, New Mexico, thirty (30) calendar days from the date of this publication.

In accordance with the Federal Land Policy and Management Act (FLPMA) and the Federal Advisory Committee Act of 1972 (FACA), the U.S. Department of the Interior, Bureau of Land Management (BLM) Eastern Montana Resource Advisory Council (RAC), will meet as indicated below.

The Bureau of Land Management (BLM) published a document in the Federal Register of October 24, 2011, concerning announcement of the BLM Alaska Resource Advisory Council (RAC) meeting on November 29 and 30, 2011. The document contained incorrect dates and times.

The Bureau of Land Management (BLM) published a Notice of Intent to Prepare a RMP Amendment and Associated Environmental Assessment for the Castle Rocks and Cedar Fields Areas in the Federal Register on August 23, 2011 [76 FR 52687] initiating the public comment period. In response to multiple requests, the BLM is extending the public comment period for the RMP Amendment and Associated Environmental Assessment for the Castle Rocks and Cedar Fields Areas until December 16, 2011.

In accordance with the National Environmental Policy Act of 1969 (NEPA), as amended, and the Federal Land Policy and Management Act of 1976 (FLPMA), as amended, the Bureau of Land Management (BLM) announces the availability of its Record of Decision (ROD) to issue a land-use permit authorizing the construction, display, and removal of the proposed Over The River \TM\ Art Project (OTR). The ROD is effective immediately upon publication of this notice.

The Bureau of Land Management (BLM), Hollister Field Office, proposes to sell a parcel of public land consisting of approximately 15.97 acres, more or less, in Santa Clara County, California. The public land would be sold to Mariposa Peak, LLC, a California Limited Liability Company, for the appraised fair market value of $16,000.

The reversionary interest held by the United States in the land described in SUPPLEMENTARY INFORMATION below has been determined suitable for direct sale and release to the City of West Richland, Washington, under the authority of Section 203 of the Federal Land Policy and Management Act of 1976 (FLPMA). The parcel is currently patented to the City of West Richland, Washington, pursuant to the Recreation and Public Purposes Act of 1926, as amended and supplemented; however, the purpose for which the parcel can be used is restricted by the reversionary clause.

The purpose of this notice is to inform the public and interested State and local government officials of the filing of Plats of Survey in Nevada.

In accordance with the National Environmental Policy Act of 1969 (NEPA) and the Federal Land Policy and Management Act of 1976, the Bureau of Land Management (BLM) has prepared a Draft Environmental Impact Statement (EIS) for the Alton Coal Tract Lease by Application (LBA) and by this Notice is announcing a public hearing requesting comments on the Draft EIS, the Maximum Economic Recovery (MER), and the Fair Market Value (FMV) of the Federal coal resources.

The Bureau of Land Management (BLM) published a notice in the Federal Register on December 31, 2003, (68 FR 75628) that contained an erroneous legal description. This correction also supersedes and replaces the correction made on November 17, 2010 (75 FR 70288).

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) Medford District Office, Ashland Resource Area, Medford, Oregon, intends to prepare an Environmental Assessment (EA) which will amend the 2008 Cascade-Siskiyou National Monument Resource Management Plan (CSNM RMP), and by this notice is announcing the beginning of the scoping process to solicit public comments and identify issues.

The Bureau of Land Management (BLM) and the Department of Energy (DOE) (the Agencies) as joint lead agencies announce the availability of the Supplement to the Draft Programmatic Environmental Impact Statement (EIS) for Solar Energy Development in Six Southwestern States (Supplement) (BLM/DES 11-49, DOE/EIS-0403D-S).

In accordance with the National Environmental Policy Act (NEPA) of 1969, as amended, and the Federal Land Policy and Management Act (FLPMA), the Bureau of Land Management (BLM) has prepared a Final Environmental Impact Statement (EIS) for the Northern Arizona Proposed Withdrawal and by this notice is announcing its availability.

The plats of survey of the following described lands are scheduled to be officially filed in the Bureau of Land Management Oregon/Washington State Office, Portland, Oregon, 30 days from the date of this publication.

Pursuant to the Mineral Lands Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition for reinstatement from Gasco Production Company for noncompetitive oil and gas leases NVN-080833, NVN-080834, NVN-080835, and NVN-080836 on land in White Pine County, Nevada. The petition was timely filed and was accompanied by all the rentals due since the leases terminated under the law. No valid leases have been issued affecting the lands.

In accordance with Title IV of the Federal Oil and Gas Royalty Management Act, Bro Energy LLC timely filed a petition for reinstatement of oil and gas lease UTU85562 lands in Carbon County, Utah, accompanied by all required rentals and royalties accruing from July 1, 2011, the date of termination.

In accordance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) and the California Public Utilities Commission (CPUC) have prepared a Final Environmental Impact Statement (EIS) and Final Environmental Impact Report (EIR) as a joint environmental analysis document for Tule Wind, LLC's Tule Wind Project (Tule Project) and the San Diego Gas and Electric's (SDG&E) East County Substation Project (ECO Project) and by this notice are announcing the availability of the Final EIS/EIR. By this Notice the BLM is also segregating the public lands within the Tule Project application area from appropriation under the public land laws including the Mining Law, but not the Mineral Leasing or Material Sales Act, for a period of 2 years.

As required by 43 CFR 2650.7(d), notice is hereby given that the Bureau of Land Management (BLM) will issue an appealable decision to The Kuskokwim Corporation. The decision approves the surface estate in the lands described below for conveyance pursuant to the Alaska Native Claims Settlement Act (43 U.S.C. 1601 et seq.). The subsurface estate in these lands will be conveyed to Calista Corporation when the surface estate is conveyed to The Kuskokwim Corporation.
