The Bureau of Land Management (BLM) has examined and found suitable for classification for lease and/or conveyance to the Sweetwater County Fire District 1 under the provisions of the Recreation and Public Purposes (R&PP) Act, as amended, 20 acres of public land in Sweetwater County, Wyoming. The Sweetwater County Fire District 1 proposes to use the land for a training facility and fire station.

The Bureau of Land Management (BLM) is proposing supplementary rules regarding time limits for camping and the storage of property on undeveloped public lands managed by the BLM in Montana, North Dakota, and South Dakota. These proposed supplementary rules consolidate existing rules for camping on undeveloped BLM-administered public lands throughout Montana, North Dakota, and South Dakota. These proposed supplementary rules will supersede prior published rules.

As required by 43 CFR 2650.7(d), notice is hereby given that an appealable decision approving the subsurface estate in certain lands for conveyance pursuant to the Alaska Native Claims Settlement Act will be issued to Calista Corporation. The lands are in the vicinity of Kuskokwim Delta Area, Alaska, and are located in:

Bureau of Land Management (BLM), Colorado State Office, Lakewood, Colorado, hereby gives notice that the a public meeting will be held to receive comments on the Environmental Analysis (EA), Finding of No Significant Impact (FONSI), Maximum Economic Recovery (MER), and Fair Market Value (FMV) of Federal coal to be offered for a competitive lease sale. Coal Lease By Application (LBA) COC-70615 was filed by Oxbow Mining, LLC. The BLM plans to offer for competitive lease 785.79 acres of Federal coal in Gunnison County, Colorado.

In accordance with the Federal Land Policy and Management Act (FLPMA) and the Federal Advisory Committee Act of 1972 (FACA), the U.S. Department of the Interior, Bureau of Land Management (BLM) Central California Resource Advisory Council (RAC) will meet as indicated below.

Certain lands located in northwestern Nevada partly within the Black Rock Desert-High Rock Canyon Emigrant Trails National Conservation Area (NCA) will be temporarily closed or restricted and certain activities will be temporarily prohibited in and around the Burning Man event site administered by the Bureau of Land Management (BLM) Winnemucca District. The specified closures, restrictions and prohibitions are made in the interest of public safety at and around the event. The 2006 Decision Record and associated Environmental Assessment (EA) authorized issuance of a five-year permit to Black Rock City LLC (BRC LLC) to conduct the event on public lands within the NCA. The authorization for 2009 represents year four of the permit.

The Secretary of the Interior is directed by the Transportation, Treasury, Housing and Urban Development, the Judiciary, the District of Columbia, and Independent Agencies' Appropriations Act of 2006, Public Law (Pub. L.) 109-115, Section 180, to convey approximately 229 acres of public land in Clark County for the Southern Nevada Regional Heliport, a public facility. The land is under the jurisdiction of the Bureau of Land Management (BLM).

As required by 43 CFR 2650.7(d), notice is hereby given that an appealable decision approving the conveyance of surface and subsurface estates for certain lands pursuant to the Alaska Native Claims Settlement Act will be issued to Calista Corporation for 30.48 acres located southeasterly of the Native village of Emmonak, Alaska. Notice of the decision will also be published four times in the Anchorage Daily News.

As required by 43 CFR 2650.7(d), notice is hereby given that an appealable decision approving the conveyance of surface and subsurface estates for certain lands pursuant to the Alaska Native Claims Settlement Act will be issued to Calista Corporation for 2.83 acres located northwesterly of the Native village of Goodnews Bay, Alaska. Notice of the decision will also be published four times in the Anchorage Daily News.

As required by 43 CFR 2650.7(d), notice is hereby given that an appealable decision approving the conveyance of surface estate only for certain lands pursuant to the Alaska Native Claims Settlement Act will be issued to The Aleut Corporation for 854.05 acres located on the Andreanof Islands west of Adak, Alaska. Notice of the decision will also be published four times in the Anchorage Daily News.

As required by 43 CFR 2650.7(d), notice is hereby given that an appealable decision approving the conveyance of surface estate only for certain lands pursuant to the Alaska Native Claims Settlement Act will be issued to Calista Corporation for 55.00 acres located northeasterly of the Native village of Emmonak, Alaska, and southwesterly of the Native village of Nightmute, Alaska. Notice of the decision will also be published four times in the Anchorage Daily News.

In compliance with the Paperwork Reduction Act of 1995, the Bureau of Land Management (BLM) announces its intention to request that the Office of Management and Budget (OMB) extend approval for the paperwork requirements in 43 CFR parts 3830 through 3838, which pertain to unpatented mining claims, mill sites, and tunnel sites. The Office of Management and Budget (OMB) previously approved this information collection activity under the control number 1004-0114.

The Bureau of Land Management (BLM) published a document in the Federal Register of April 3, 2009, notifying the public regarding meeting dates and locations for the BLM Colorado Southwest Resource Advisory Council (RAC). The location of the August 28, 2009 meeting was incorrect.

Under the provisions of 30 U.S.C. 188(d) and (e), and 43 CFR 3108.2-3(a) and (b)(2), the Bureau of Land Management (BLM) received a petition for reinstatement from Thunderbird Energy, Inc. for competitive oil and gas lease WYW164374 for land in Weston County, Wyoming. The petition was filed on time and was accompanied by all the rentals due since the date the lease terminated under the law.

In compliance with the National Environmental Policy Act of 1976 (NEPA), as amended, and the Federal Land Policy and Management Act of 1976 FLPMA, as amended, the Bureau of Land Management (BLM) Ely and Southern Nevada District Offices intend to prepare a Supplemental Environmental Impact Statement (SEIS) for a proposed 500 kilovolt (kv) transmission line and associated facility from Ely, Nevada, to the Harry Allen substation just north of Las Vegas, Nevada and by this notice are announcing the beginning of the scoping process to solicit public comments and identify issues.

The Bureau of Land Management (BLM) has submitted an information collection request to the Office of Management and Budget (OMB) for a 3-year extension of OMB Control Number 1004-0185 under the Paperwork Reduction Act. The respondents are businesses which provide certification and various nonform data to the BLM in order to conduct oil and gas exploration and leasing activities.
