Indian Gaming; Approval of Tribal-State Class III Gaming Compacts in the State of Arizona

Tribal Energy Resource Agreements
On December 18, 2019, the Bureau of Indian Affairs (BIA) amended its regulations governing Tribal Energy Resource Agreements (TERAs) between the Secretary of the Interior (Secretary) and Indian Tribes. That document inadvertently failed to include the statutory requirement that any application for a Tribal Energy Development Organization (TEDO) be submitted by the Tribe, rather than the TEDO itself, and incorrectly listed three cross- references. This interim final rule would correct that omission and cross-references.

Native American Business Development Institute (NABDI) Grant; Solicitation of Proposals
The Office of Indian Energy and Economic Development (IEED), through its Native American Business Development Institute (NABDI) grant, is soliciting proposals from Tribes for technical assistance funding to hire consultants to perform feasibility studies of economic development opportunities. In addition to the feasibility study, NABDI grants may fund business plans for proposed businesses or Tribal businesses recovering from the economic impacts of the COVID-19 pandemic.

Rate Adjustments for Indian Irrigation Projects
The Bureau of Indian Affairs (BIA) owns or has an interest in irrigation projects located on or associated with various Indian reservations throughout the United States. We are required to establish irrigation assessment rates to recover the costs to administer, operate, maintain, and rehabilitate these projects. We request your comments on the proposed rate adjustments.
HEARTH Act Approval of Confederated Tribes of the Colville Reservation
The Bureau of Indian Affairs (BIA) approved the Confederated Tribes of the Colville Reservation (Tribe) leasing regulations under the Helping Expedite and Advance Responsible Tribal Homeownership Act of 2012 (HEARTH Act). With this approval, the Tribe is authorized to enter into business leases without further BIA approval.
Proclaiming Certain Lands as Reservation for the Lower Elwha Tribal Community of Washington
This notice informs the public that the Assistant Secretary Indian Affairs proclaimed approximately 559.203 acres, more or less, an addition to the reservation of the Lower Elwha Tribal Community.
HEARTH Act Approval of Cow Creek Band of Umpqua Tribe of Indians Title 105 Leasing Code
The Bureau of Indian Affairs (BIA) approved the Cow Creek Band of Umpqua Tribe of Indians, Title 105 Leasing Code under the Helping Expedite and Advance Responsible Tribal Homeownership Act of 2012 (HEARTH Act). With this approval, the Tribe is authorized to enter into business, residential, agricultural, wind and solar leases without further BIA approval.
Liquor Control Ordinance of the Kickapoo Tribe in Kansas
This notice publishes the Liquor Control Ordinance of the Kickapoo Tribe in Kansas. The liquor control ordinance regulates and controls the possession, sale, manufacture, and distribution of alcohol in conformity with the laws of the State of Kansas for the purpose of generating new Tribal revenues. Enactment of this liquor control ordinance will help provide a source of revenue to strengthen Tribal government, provided for the economic viability of Tribal enterprises, and improve delivery of Tribal government services.
