The Bureau of Indian Affairs (BIA) as lead agency, with the Los Coyotes Band of Cahuilla and Cupe[ntilde]o Indians, National Indian Gaming Commission (NIGC), U.S. Environmental Protection Agency (USEPA), and the City of Barstow as cooperating agencies, intends to file a Draft Environmental Impact Statement (DEIS) with the USEPA for the Los Coyotes Band of Cahuilla and Cupe[ntilde]o Indians Fee-to-Trust and Casino-Hotel Project proposed to be located within the City of Barstow, San Bernardino County, California. This notice also announces that the DEIS is now available for public review and the date, time, and location of a public hearing to receive comments on the DEIS.

This notice advises the public that the Bureau of Indian Affairs (BIA), as Lead Agency, intends to prepare an Environmental Impact Statement (EIS) for the Wheatgrass Ridge Wind Project, Fort Hall Indian Reservation, Idaho. It also announces the beginning of the scoping process to identify potential issues and content for inclusion in the EIS. Construction of the Wheatgrass Ridge Wind Project within the Fort Hall Reservation is subject to BIA approval of a lease and, as proposed, is a major Federal action under the National Environmental Policy Act of 1969 (NEPA), as amended. The information in the EIS will be used to support a decision whether or not to lease Shoshone-Bannock Tribal lands to Wheatgrass Ridge Wind, LLC, for construction, operation, and maintenance of a wind energy facility up to 160 megawatt (MW). The EIS will describe and analyze potential environmental impacts from the proposed action and a range of reasonable alternatives.

In compliance with the Paperwork Reduction Act of 1995, the Bureau of Indian Affairs (BIA) is seeking comments on renewal of the Office of Management and Budget (OMB) approval for the Certificate of Degree of Indian or Alaska Native Blood (CDIB) information collection. The information collection is currently authorized by OMB Control Number 1076-0153, which expires July 31, 2011.

This notice advises the public that the Bureau of Indian Affairs (BIA) as lead agency, with the Campo Band of Mission Indians (Tribe) as a cooperating agency, intends to gather information necessary for preparing an Environmental Impact Statement (EIS) for the proposed Campo Shu'luuk Wind Project, located on the Campo Indian Reservation in southeastern San Diego County, approximately 60 miles east of San Diego, California. Construction of the Shu'luuk Wind Project within the Campo Reservation is subject to BIA approval of a lease and sublease, which, as proposed, is a major Federal action under the National Environmental Policy Act of 1969 (NEPA), as amended. A brief description of the proposed action and areas of environmental concern are provided below in the SUPPLEMENTARY INFORMATION section. This notice also announces a public scoping meeting to identify potential issues, concerns and alternatives to be considered in the EIS. The scoping process will include notice to the public and Federal, State, local, and Tribal agencies of the proposed action.

The Energy and Mineral Development Program (EMDP) provides funding to Indian tribes with the mission goal of assessing, evaluating, and promoting energy and mineral resources on Indian trust lands for the economic benefit of Indian mineral owners. To achieve these goals, the Department of the Interior's Office of Indian Energy and Economic Development (IEED), through its Division of Energy and Mineral Development (DEMD) office, is soliciting proposals from tribes. The Department will use a competitive evaluation process to select several proposed projects to receive an award.

Notice is hereby given that the Department of the Interior (Department) declines to acknowledge that the group known as the ``Choctaw Nation of Florida'' (CNF, formerly known as the Hunter Tsalagi-Choctaw Tribe), Petitioner 288, c/o Mr. Alfonso James, Jr., Post Office Box 6322, Marianna, Florida 32447, is an American Indian group that exists as an Indian tribe under Department procedures. This notice is based on a determination that the petitioner does not meet one of the seven mandatory criteria set forth in 25 CFR 83.7, specifically criterion 83.7(e), descent from a historical Indian tribe, and therefore, the Department may not acknowledge the petitioner under 25 CFR part 83. Based on the limited nature and extent of comment and consistent with previous practices, the Department did not produce a detailed report or other summary under the criteria pertaining to this FD. This notice is the Final Determination (FD).

This notice publishes the Alcoholic Beverage Control Ordinance of the Paiute Tribe of Utah (Tribe). The Ordinance regulates and controls the manufacture, distribution, possession, sale, service and consumption of liquor on all lands within the exterior boundaries of the Tribe and its five (5) constituent Bands. This Ordinance will enhance the ability of the Tribe to control alcohol-related activities within the Tribe's jurisdiction, and at the same time it will provide an important source of revenue for the continued operation and strengthening of the tribal government and the delivery of tribal services.

This notice advises the public that the Bureau of Indian Affairs (BIA), as lead agency, in cooperation with the Pueblo of Jemez, intends to file a Draft Environmental Impact Statement (DEIS) with the U.S. Environmental Protection Agency (EPA) for the proposed approval of a 70.277 acre fee-to-trust transfer and casino project to be located within Do[ntilde]a Ana County, New Mexico. The Bureau of Indian Affairs (BIA) is submitting to the Office of Management and Budget a revision to the information collection, titled ``Financial Assistance & Social Services, 25 CFR 20.'' The information collection is currently authorized by OMB Control Number 1076-0017, which expires March 31, 2012. The information collection requires applicants to provide information in support of their eligibility for BIA assistance and services and requires a subset of those applicants to complete an ISP in order to obtain General Assistance. Revisions include changes to the application form to address all five types of assistance authorized by 25 CFR 20 and a new standardized form for Individual Self-Sufficiency Plans (ISPs).

The Department of the Interior (Department) gives notice that the Assistant Secretary-Indian Affairs (AS-IA) has determined the petitioner known as the Juane[ntilde]o Band of Mission Indians is not an Indian tribe within the meaning of Federal law. This notice is based on a determination that the petitioner does not satisfy all seven of the criteria set forth in 25 CFR 83.7, and therefore, does not meet the requirements for a government-to-government relationship with the United States.

Notice is given that the Tribal-State Compact for Regulation of Class III Gaming between the Confederated Tribes of the Warm Springs Reservation of Oregon and the State of Oregon is considered to have been approved and is in effect.

This interim final rule implements the latest statutory changes to the Indian Land Consolidation Act, as amended by the 2004 American Indian Probate Reform Act and later amendments (ILCA/AIPRA). These changes primarily affect the probate of permanent improvements owned by a decedent that are attached to trust or restricted property owned by the decedent. These changes also affect the purchase of small fractional interests at probate by restricting who may purchase without consent and what interests may be purchased without consent.

In this notice, the Office of Self-Governance (OSG) establishes a March 1, 2011, deadline for Indian tribes/consortia to submit completed applications to begin participation in the tribal self-governance program in fiscal year 2012 or calendar year 2012.

This notice announces the online publication of the Interim BIA Adult Detention Facility Guidelines and the Interim Model Deputation Agreements that will be used by the Office of Justice Services following passage of the Tribal Law and Order Act of 2010. Three Interim Model Deputation Agreements will be used: one agreement for tribes in Public Law 83-280 States, one for tribes in Oklahoma, and a general deputation agreement for tribes in other parts of the United States. This notice publishes Liquor Control Law No. LB-06-08 of the Iipay Nation of Santa Ysabel (Nation). The Liquor Control Law regulates and controls the possession, sale, and consumption of liquor within the tribal lands. The tribal lands are located in Indian country and this Liquor Control Law allows for possession and sale of alcoholic beverages within their boundaries. The Liquor Control Law contains provisions requiring the Nation to issue licenses to all businesses that intend to sell liquor. This Liquor Control Law will increase the ability of the tribal government to control the Nation's liquor distribution and possession, and at the same time will provide an important source of revenue for the continued operation and strengthening of the tribal government and the delivery of tribal services.

This notice advises the public that the Bureau of Indian Affairs (BIA) as lead agency, with the Big Sandy Rancheria Band of Western Mono Indians (Tribe) as a cooperating agency, intends to file a Draft Environmental Impact Statement (DEIS) with the U.S. Environmental Protection Agency (EPA) for the Tribe's proposed lease agreement with an individual Indian trust land allotee and subsequent construction of a casino/ resort project to be located near Friant, Fresno County, California. This notice also advises the public that the DEIS is now available for public review and comment and announces the availability of copies of the document and the date, time and location of a public hearing to receive comments on the DEIS.
