In this notice, the Office of Self-Governance (OSG) establishes a March 1, 2011, deadline for Indian tribes/consortia to submit completed applications to begin participation in the tribal self-governance program in fiscal year 2012 or calendar year 2012.
Renewal of Agency Information Collection for Homeliving Programs and School Closure and Consolidation; Request for Comments
In compliance with the Paperwork Reduction Act of 1995, the Bureau of Indian Education (Bureau) is seeking comments on renewal of the Office of Management and Budget (OMB) approval for the collection of information for Homeliving Programs and School Closure and Consolidation. The information collection is currently authorized by OMB Control Number 1076-0164, which expires on March 31, 2011.
Interim Deputation Agreements; Interim BIA Adult Detention Facility Guidelines
This notice announces the online publication of the Interim BIA Adult Detention Facility Guidelines and the Interim Model Deputation Agreements that will be used by the Office of Justice Services following passage of the Tribal Law and Order Act of 2010. Three Interim Model Deputation Agreements will be used: one agreement for tribes in Public Law 83-280 States, one for tribes in Oklahoma, and a general deputation agreement for tribes in other parts of the United States. This notice announces the online publication of the Interim Special Law Enforcement Commission Policy, Rules and Procedures, the Interim Special Law Enforcement Commission Protocols and the Interim Domestic Violence Waiver that will be used by the Office of Justice Services following passage of the Tribal Law and Order Act of 2010. Iipay Nation of Santa Ysabel Liquor Control Law
This notice publishes Liquor Control Law No. LB-06-08 of the Iipay Nation of Santa Ysabel (Nation). The Liquor Control Law regulates and controls the possession, sale, and consumption of liquor within the tribal lands. The tribal lands are located in Indian country and this Liquor Control Law allows for possession and sale of alcoholic beverages within their boundaries. The Liquor Control Law contains provisions requiring the Nation to issue licenses to all businesses that intend to sell liquor. This Liquor Control Law will increase the ability of the tribal government to control the Nation's liquor distribution and possession, and at the same time will provide an important source of revenue for the continued operation and strengthening of the tribal government and the delivery of tribal services.
No Child Left Behind School Facilities and Construction Negotiated Rulemaking Committee
In accordance with the Federal Advisory Committee Act, the Bureau of Indian Affairs is announcing that the No Child Left Behind School Facilities and Construction Negotiated Rulemaking Committee will hold its fifth meeting in Nashville, Tennessee. The purpose of the meeting is to continue working on reports and recommendations to Congress and the Secretary as required under the No Child Left Behind Act of 2001.
Draft Environmental Impact Statement for the Big Sandy Rancheria Band of Western Mono Indians' Proposed Casino and Resort Project, Fresno County, CA
This notice advises the public that the Bureau of Indian Affairs (BIA) as lead agency, with the Big Sandy Rancheria Band of Western Mono Indians (Tribe) as a cooperating agency, intends to file a Draft Environmental Impact Statement (DEIS) with the U.S. Environmental Protection Agency (EPA) for the Tribe's proposed lease agreement with an individual Indian trust land allotee and subsequent construction of a casino/ resort project to be located near Friant, Fresno County, California. This notice also advises the public that the DEIS is now available for public review and comment and announces the availability of copies of the document and the date, time and location of a public hearing to receive comments on the DEIS. Details of the proposed action, location, and areas of environmental concern addressed in the DEIS are provided below in the SUPPLEMENTARY INFORMATION section. This notice provides a 75-day public comment period and thereby grants a 30-day extension to the normal 45-day public comment period.
