We are affirming our earlier determination that it was necessary to immediately amend hot water treatment schedule T102-a in the Plant Protection and Quarantine Treatment Manual to extend the applicability of the treatment to additional mango commodities. In a previous notice, we made available to the public for review and comment a treatment evaluation document that described the revised treatment schedule and explained why we have determined that it is effective at neutralizing certain target pests.

This notice announces a fee of $250 to be charged for the 2016 tariff-rate quota (TRQ) year for each license issued to a person or firm by the Department of Agriculture authorizing the importation of certain dairy articles, which are subject to tariff-rate quotas set forth in the Harmonized Tariff Schedule (HTS) of the United States.

In accordance with the Paperwork Reduction Act of 1995 this notice announces the intention of the National Agricultural Statistics Service (NASS) to seek approval to conduct a new information collection to gather data related to the costs incurred by farmers to improve the pollination of their crops through the use of honey bees and other pollinators.

In accordance with the Federal Advisory Committee Act, U.S.C. App., the United States Department of Agriculture announces solicitation for nominations to fill 9 vacancies on the National Agricultural Research, Extension, Education, and Economics Advisory Board.

This rule implements an amendment to the general regulations for federal fruit, vegetable, and specialty crop marketing agreements and marketing orders that would accentuate the applicability of U.S. antitrust laws to marketing order programs' domestic and foreign activities. This action advises marketing order board and committee members and personnel of the restrictions, limitations, and liabilities imposed by those laws.

The Office of the Under Secretary for Food Safety, U.S. Department of Agriculture (USDA), National Oceanic and Atmospheric Administration (NOAA), and the Food and Drug Administration (FDA), are sponsoring a public meeting on September 24, 2015. The Rural Utilities Service (RUS), an agency of the United States Department of Agriculture (USDA), announces that it is accepting applications for fiscal year (FY) 2015 for the Rural Broadband Access Loan and Loan Guarantee program (the Broadband Program). RUS has published on its Web site https://www.rd.usda.gov/newsroom/notices- solicitation-applications-nosas the amount of funding received through the final appropriations act. In addition to announcing the application window, RUS announces the minimum and maximum amounts for broadband loans for FY 2015. Moreover, the Agency is concurrently publishing a proposed interim final rule that will revise the current Broadband Program regulations at 7 CFR part 1738, as necessitated by Pubic Law 113-79, the Agricultural Act of 2014 (2014 Farm Bill).

The Siskiyou County Resource Advisory Committee (RAC) will meet in Yreka, California. The committee is authorized under the Secure Rural Schools and Community Self-Determination Act (the Act) and operates in compliance with the Federal Advisory Committee Act. The purpose of the committee is to improve collaborative relationships and to provide advice and recommendations to the Forest Service concerning projects and funding consistent with Title II of the Act.

This Notice is to invite applications for grants to provide technical assistance for rural transportation (RT) systems under the Rural Business Development Grant (RBDG) program pursuant to 7 CFR part 4280, subpart E, 2 CFR chapter IV and 2 CFR part 200 for fiscal year (FY) 2015. Funding shall be made available to qualified national organizations to provide technical assistance for rural transportation (RT) systems and for RT systems to Federally Recognized Native American Tribes' (FRNAT) (collectively ``Programs'') from funds appropriated for the RBDG program. The Rural BusinessCooperative Service (RBS) will administer these awards under the RBDG program and 7 U.S.C. 1932(c) for FY 2015. This Notice is subject to the terms and funds for the Programs made available in the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L. 113-235) (FY 2015 appropriation). All applicants are responsible for any expenses incurred in developing their applications.

The USDA intends to renew the Fruit and Vegetable Industry Advisory Committee (Committee) for a two-year term from 2015-2017. The purpose of the Committee is to examine the full spectrum of issues faced by the fruit and vegetable industry and provide suggestions and ideas to the Secretary of Agriculture on how USDA can tailor its programs to better meet the fruit and vegetable industry's needs. The Committee is necessary and is in the public interest.

The Grain Inspection, Packers and Stockyards Administration (GIPSA) is taking several actions to post and depost stockyards under the Packers and Stockyards Act (P&S Act). Specifically, we are proposing that 17 stockyards now operating subject to the P&S Act be posted. We are also posting eight stockyards that were identified previously as operating subject to the P&S Act and deposting one stockyard that no longer meets the definition of a stockyard.

As part of the National Institute of Food and Agriculture's (NIFA) strategy to implement section 7404 of Public Law 113-79, the Agricultural Act of 2014, NIFA is soliciting topics from eligible commodity board entities (Federal and State-level commodity boards, as defined below) which they are willing to equally co-fund with NIFA. Such topics must relate to the established priority areas of the Agriculture and Food Research Initiative Competitive Grants Program (AFRI) to be considered for inclusion in future AFRI Requests for Applications (RFAs). Commodity boards are those entities established under a commodity promotion law (as such term is defined under section 501(a) of the Federal Agriculture Improvement and Reform Act of 1996 (7 U.S.C. 7401(a))) or a State commodity board (or other equivalent State entity). See the SUPPLEMENTARY INFORMATION section of this Notice under the heading ``Eligibility for Submitting Topics'' for further information. If proposed topics are accepted for inclusion in an AFRI RFA after evaluation by NIFA, they will be incorporated into AFRI competitive grants program RFAs. As a condition of funding grants in a topic, NIFA will require an agreement with the commodity board to provide funds that are equal to the amount NIFA is contributing under the agreed upon topic. This Notice invites topic submissions from commodity boards as defined above, outlines the process NIFA will use to evaluate the appropriateness of these topics for inclusion in AFRI RFAs, and describes the commitment commodity boards will be required to make in order for NIFA to jointly fund AFRI applications competitively selected for award within a topic area submitted by the commodity boards.

The Forest Service proposes to revise its internal Agency directives for American Indian and Alaska Native Relations to establish better direction for the Agency to work effectively with Indian tribes. Specifically, the proposed directives modify Forest Service staff roles and responsibilities, establish staff training standards, describe authorities for working with Indian tribes, delineate consultation procedures, explain the historical trust and treaty responsibility underlying the government-to-government relationship, and outline Dispute Resolution options within the Forest Service. The proposed directives cross reference to other Forest Service directives, including those detailing aspects of Business Operations, National Forest System Management, State and Private Forestry, and Research and Development. The proposed directives were reorganized and revised to be consistent with the 2013 U.S. Department of Agriculture (USDA) Departmental Regulation No. 1350-002 ``Tribal Consultation, Coordination, and Collaboration''; Report to the Secretary, USDA Policy and Procedures Review and Recommendations: Indian Sacred Sites (2012), legislation (including the Culture and Heritage Cooperation Authority provisions of the Food, Conservation, and Energy Act of 2008 [Public Law 110-246; the Farm Bill]), and input from Forest Service Field staff. The directives were last revised in 2004, with an Interim Directive issued in 2012. These proposed directives have tribal implications as defined by Executive Order 13175, ``Consultation and Coordination with Indian Tribal Governments.'' The 120-day consultation with Tribes was conducted from June 6, 2013, to November 27, 2013, consistent with the Executive Order and the current Forest Service directives. Tribal consultation continued after October 6, 2013, and will end at the same time as the public comment period. All comments received so far have been supportive of the revised directives. Tribal consultation and public comment are invited and will be considered by the Agency in determining the scope of the final directives.

Notice is hereby given that the U.S. Department of Agriculture (USDA) Agricultural Research Service (ARS) made a Finding of No Significant Impact (FONSI) for the transfer of land and facilities from USDA-ARS Subtropical Agricultural Research Station (STARS) in Brooksville, Florida, to the Florida Agricultural and Mechanical University (FAMU) for the purpose of agricultural research. The FONSI document is based on impact analysis documented in the Environmental Assessment (EA) that was available for public comment beginning February 25 through April 1, 2015, and finalized on June 30, 2015.
