The Coast Guard proposes to establish a temporary safety zone on the waters of Biscayne Bay, east of Margaret Pace Park, Miami, Florida during the Mack Cycle Escape to Miami Triathlon on September 20, 2015. The temporary safety zone is necessary to provide for the safety of the participants, participant vessels, spectators, and the general public during the event. Non-participant persons and vessels are prohibited from entering, transiting through, anchoring in, or remaining within the safety zone that encompasses the swim area unless authorized by the Captain of the Port Miami or a designated representative.

The Coast Guard will enforce various safety zones within the Captain of the Port New York Zone on the specified dates and times. This action is necessary to ensure the safety of vessels and spectators from hazards associated with fireworks displays. During the enforcement period, no person or vessel may enter the safety zones without permission of the Captain of the Port (COTP).

The Coast Guard is proposing revisions to the existing conditional security zone regulation currently in place in the navigable waters of Suisun Bay, California, near Concord, California around each of the three piers at the Military Ocean Terminal Concord (MOTCO), California (formerly United States Naval Weapons Center Concord, California). This proposed action is intended to clarify responsibilities and authorities for enforcement of the security zone.

The Secretary of the Department of Homeland Security (DHS), Jeh Johnson, tasked his Homeland Security Advisory Council to establish a subcommittee entitled Cybersecurity Subcommittee on August 6, 2015. The Coast Guard has issued a temporary deviation from the operating schedule that governs the Tower Drawbridge across the Sacramento River, mile 59.0 at Sacramento, CA. The deviation is necessary to allow the community to participate in the Arches Run. This deviation allows the bridge to remain in the closed-to-navigation position during the deviation period.

The Coast Guard is establishing a temporary safety zone on the Outer Harbor, Gallagher Beach, Buffalo, NY. This safety zone is intended to restrict vessels from a portion of the Outer Harbor during the Carly's Crossing swimming event. This temporary safety zone is necessary to protect participants, spectators, mariners, and vessels from the navigational hazards associated with a large scale swimming event.

This safety zone is necessary to help ensure the safety of the maritime public during a fireworks display and will do so by prohibiting unauthorized persons and vessels from entering the safety zones unless authorized by the Sector Columbia River Captain of the Port or his designated representatives.

This document announces U.S. Customs and Border Protection's (CBP's) plan to modify the National Customs Automation Program (NCAP) test concerning the transmission of electronic filings through the Automated Commercial Environment (ACE), known as the Partner Government Agency (PGA) Message Set test. The Coast Guard is establishing a safety zone that extends 500 meters from the outer edge of the DRILLSHIP NOBLE DISCOVERER. This safety zone will be in effect both when the DRILLSHIP NOBLE DISCOVERER is anchored and when deploying and recovering moorings. The Department of Homeland Security (DHS) is seeking nominations and expressions of interest for membership on the Project 25 Compliance Assessment Program Advisory Panel (P25 CAP AP). The activities of the P25 CAP AP are expected to commence in fall 2015. P25 is a standard which enables interoperability among digital two- way land mobile radio communications products created by and for public safety professionals. P25 CAP is a formal, independent process, created by DHS and operated in collaboration with the National Institute of Standards and Technology (NIST), for ensuring that communications equipment that is declared by the supplier to be P25 compliant, in fact, is tested against the standards with publicly published results. The P25 CAP AP would provide a resource by which DHS could gain insight into the collective interest of organizations that procure P25- compliant equipment and a resource in DHS's continuing to establish the policies of the P25 CAP along with assisting the DHS Office for Interoperability and Compatibility (OIC) in the administration of the Program.

The Coast Guard has issued a temporary deviation from the operating schedule that governs the operation of the Galveston Causeway Railroad Vertical Lift Bridge across the Gulf Intracoastal Waterway, mile 357.2 west of Harvey Locks, at Galveston, Galveston County, Texas. The Department of Homeland Security (DHS) published a document in the Federal Register of July 29, 2015, announcing the establishment of the U.S. Immigration and Customs Enforcement (ICE) Advisory Committee on Family Residential Centers (ACFRC) and inviting the public to nominate individuals for one-year, two-year, and three-year term appointments.
