International Product and Price Changes
The Postal Service is revising Mailing Standards of the United States Postal Service, International Mail Manual (IMM[supreg]), to reflect changes to the prices and product features for Mailing and Shipping Services.

The Postal Service announces the issuance of Issue 35 of the International Mail Manual (IMM), and its incorporation by reference in the Code of Federal Regulations.

The Postal Service is revising Mailing Standards of the United States Postal Service, International Mail Manual (IMM[supreg]), to reflect changes to the prices and product features for the following Shipping Services: Global Express Guaranteed[supreg] (GXG[supreg]); Express Mail International[supreg]; Priority Mail International[supreg]; Direct Sacks of Printed Matter to One Addressee (Airmail M-bags). We are implementing this international price change concurrent with our domestic shipping services price change. The total international price increase is approximately 8.5 percent.
Change in Rates of General Applicability for Competitive Products
This notice sets forth changes in rates of general applicability for competitive products.
New Pricing Eligibility, Intelligent Mail, and Move Update Standards for Domestic Mailing Services and Shipping Services
The Postal Service is filing a notice of domestic Mailing Services (and selected Shipping Services) price adjustments, effective in May 2009, with the Postal Regulatory Commission. This final rule provides revised eligibility standards related to the new prices in May 2009.
Rules of Practice of the Postal Service Board of Contract Appeals
This document contains the rules of procedure of the Postal Service Board of Contract Appeals (Board) which will govern all proceedings before the Board. The Board was re-established by the National Defense Authorization Act for Fiscal Year 2006, to hear and decide contract disputes relative to a contract entered into by the United States Postal Service or the Postal Regulatory Commission. In addition the Board has jurisdiction over other matters assigned to it by the Postmaster General, and over matters otherwise authorized by applicable law. The Board intends to issue final, revised rules after considering all comments on the proposed rules.
New Standards for Domestic Mailing Services, Revised Proposal
On January 29, 2009, the Postal Service published a proposed rule to provide mailing standards that would accompany new prices for mailing services in 2009 and 2010. Upon further review, the Postal Service has determined that it is appropriate to make certain changes in its initial proposal. In particular, language has been inserted to clarify that proposed new standards relating to static charge and coefficient of friction standards for automation and machinable letters would be recommended, not mandatory, and a proposal to revise the standards for window envelopes on letter-size envelopes has been removed. For purposes of clarity and convenience, the entire revised version of the proposed rule is being published for comment.
International Product Change-International Business Reply Service Contracts
Postal Service gives notice of filing a request with the Postal Regulatory Commission to add International Business Reply Service Contracts to the Competitive Products List pursuant to 39 U.S.C. 3642.
