List of Approved Spent Fuel Storage Casks: HI-STORM 100, Certificate of Compliance No. 1014, Renewed Amendment No. 19
The U.S. Nuclear Regulatory Commission (NRC) is confirming the effective date of May 27, 2025, for the direct final rule that was published in the Federal Register on March 13, 2025. This direct final rule amended the Holtec International HI-STORM 100 Cask System listing within the "List of approved spent fuel storage casks" to include Renewed Amendment No. 19 to Certificate of Compliance No. 1014. Renewed Amendment No. 19 revises the certificate of compliance to update the acceptance criteria and method of evaluation (MOE) for the HI-STORM 100 system tipover accident for equipment combinations involving multi- purpose canisters with Metamic-HT baskets. This involves applying a new stress-based criteria and completing new evaluations consistent with the new tipover acceptance criteria and MOE and involves some adjustments of the existing deflection criteria.
Policy Statement on the Treatment of Environmental Justice Matters in NRC Regulatory and Licensing Actions; Environmental Justice Strategy
The U.S. Nuclear Regulatory Commission (NRC) is withdrawing its Policy Statement on the Treatment of Environmental Justice Matters in NRC Regulatory and Licensing Actions (Environmental Justice Policy Statement) and its Environmental Justice Strategy. The NRC is withdrawing these documents to reflect a recent executive order on Environmental Justice.
Information Collection: Nuclear Material Events Database (NMED) for the Collection of Event Report, Response, Analyses, and Follow-Up Data on Events Involving the Use of Atomic Energy Act Radioactive Byproduct Material

Constellation Energy Generation, LLC; Clinton Early Site Permit
The U.S. Nuclear Regulatory Commission (NRC) has issued an exemption in response to a December 20, 2024, request from Constellation Energy Generation, LLC, to allow the submittal of a renewal application for ESP-001 no later than 45 days prior to the expiration of the existing permit and still place the permit in timely renewal under NRC regulations.

U.S. Department of Commerce; National Institute of Standards and Technology; License Renewal
The U.S. Nuclear Regulatory Commission (NRC) has renewed Special Nuclear Materials (SNM) License No. SNM-362, to the U.S. Department of Commerce, National Institute of Standards and Technology (NIST, the licensee) located in Gaithersburg, Maryland. The renewed license authorizes NIST to continue to possess and use SNM for a period of 10 years and will expire on April 10, 2035.
Duke Energy Progress, LLC; H.B. Robinson Steam Electric Plant, Unit No. 2; Subsequent License Renewal Application
The U.S. Nuclear Regulatory Commission (NRC) has received an application for the renewal of Facility Operating License No. DPR-23, which authorizes Duke Energy Progress, LLC (Duke, the applicant) to operate H.B. Robinson Steam Electric Plant (Robinson), Unit 2. The renewed license would authorize the applicant to operate Robinson, Unit 2, for an additional 20 years beyond the period specified in the current license. The current operating license for Robinson, Unit 2, expires July 31, 2030.
Curtiss-Wright Corporation; Export License Application
The U.S. Nuclear Regulatory Commission (NRC) is considering issuing an export license (XR179), requested by Curtiss-Wright Corporation (CW) by application dated February 20, 2025. CW seeks the NRC's approval to export four reactor coolant pumps, two replacement reactor coolant pumps, and minor reactor components to the People's Republic of China. The NRC is providing notice of the opportunity to comment, request a hearing, and petition to intervene on CW's application.
Constellation Energy Generation; Clinton Power Station, Unit 1; Draft Supplemental Environmental Impact Statement
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment draft Supplement 63, to the Generic Environmental Impact Statement (GEIS) for License Renewal of Nuclear Plants, NUREG-1437, regarding the proposed renewal of Facility Operating License No. NPF-62 for an additional 20 years of operation for Clinton Power Station, Unit 1 (CPS). CPS is located in DeWitt County, Illinois, approximately 20 miles north of Decatur, Illinois. Possible alternatives to the proposed action of license renewal include no action and reasonable replacement power alternatives.
NextEra Energy Point Beach, LLC; Point Beach Nuclear Plant, Units 1 and 2; Second Draft Supplemental Environmental Impact Statement
The U.S. Nuclear Regulatory Commission (NRC, the Commission) is issuing for public comment Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 23, Second Renewal, Regarding Subsequent License Renewal (SLR) for Point Beach Nuclear Plant, Units 1 and 2 (Point Beach), Second Draft Report for Comment (second draft report). This second draft report concerns the NRC staff's review of the environmental impacts of the proposed renewal of Renewed Facility Operating License Nos. DPR-24 and DPR-27 for Point Beach, Units 1 and 2, respectively, for an additional 20 years. Point Beach is located on the western shore of Lake Michigan in Manitowoc County, Wisconsin, approximately 15 miles north-northeast of Manitowoc, Wisconsin. Possible alternatives to the proposed action of SLR include the no-action alternative and reasonable replacement power alternatives. A new notice of opportunity to request a hearing and petition for leave to intervenelimited to contentions based on new information in the second draft reportis also being issued.
Monthly Notice; Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving No Significant Hazards Considerations
Pursuant to section 189a.(2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular monthly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued, and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration (NSHC), notwithstanding the pendency before the Commission of a request for a hearing from any person.
Holtec Palisades, LLC; Palisades Nuclear Plant; License Amendment Request
The U.S. Nuclear Regulatory Commission (NRC, the Commission) is considering issuance of an amendment to Renewed Facility Operating License (RFOL) No. DPR-20, that was requested by Holtec Palisades, LLC for the Palisades Nuclear Plant (Palisades, PNP). The proposed license amendment would revise the technical specifications to allow for the use of Framatome Alloy 690 sleeves to repair the defective steam generator tubes as an alternative to removing the tubes from service by plugging. This will support the return to service of the steam generators as part of the potential resumption of power operations at the Palisades facility. For the amendment request, the NRC proposes to determine that it involves no significant hazards consideration (NSHC). Because this amendment request contains sensitive unclassified non- safeguards information (SUNSI), an order imposes procedures to obtain access to SUNSI for contention preparation.

This direct final rule amended the NAC International, Inc. Multi-Purpose Canister System listing within the "List of approved spent fuel storage casks" to include Amendment No. 9 and revisions to Amendment Nos. 6, 7, and 8 to Certificate of Compliance No. 1025.
Availability of Revised NRC Form 3, “Notice to Employees”
The U.S. Nuclear Regulatory Commission (NRC) is announcing the availability of the latest version of NRC Form 3, "Notice to Employees." The NRC Form 3 describes certain responsibilities and rights of employers and employees who engage in NRC-regulated activities, including how employees can report violations or other safety concerns directly to the NRC. Licensees are required by law to post the form at prominent locations at the workplace to permit workers to view it easily.
State of Connecticut: NRC Staff Assessment of a Proposed Agreement Between the Nuclear Regulatory Commission and the State of Connecticut
As required by section 274e. of the Atomic Energy Act of 1954, as amended (AEA), the U.S. Nuclear Regulatory Commission (NRC or Commission) is publishing the proposed Agreement for public comment (Appendix A). The NRC is also publishing the summary of a draft assessment by the NRC staff of the State of Connecticut's regulatory program. Comments are requested on the proposed Agreement and its effect on public health and safety. Comments are also requested on the draft staff assessment, the adequacy of the State of Connecticut's program, and the adequacy of the staffing of the State's program, as discussed in this document.
Regulatory Guide: Standard Format and Content of Decommissioning Plans for Materials Licensees
The U.S. Nuclear Regulatory Commission (NRC) is withdrawing Regulatory Guide (RG) 3.65, "Standard Format and Content of Decommissioning Plans for Materials Licensees." This RG is being withdrawn because it is not needed to endorse NUREG-1757, "Consolidated Decommissioning Guidance: Decommissioning Process for Materials Licensees," Volume 1, "Decommissioning Process for Materials Licensees." NUREG-1757 provides the most current guidance on decommissioning nuclear facilities to support license termination for applicants, licensees, and NRC staff reviewers.
Interim Enforcement Policy for Enforcement Discretion for General Licensee Adoption of Certificate of Compliance Holder-Generated Changes
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comments a proposed Interim Enforcement Policy (IEP) titled, "Enforcement Discretion for General Licensee Adoption of CoC Holder- Generated Changes." This proposed IEP would allow enforcement discretion for certain general licensee violations related to their adoption of a change generated by the Certificate of Compliance holder.
Duke Energy Carolinas, LLC; Oconee Nuclear Station, Units 1, 2, and 3; Subsequent License Renewal and Record of Decision
The U.S. Nuclear Regulatory Commission (NRC) has issued Subsequent Renewed Facility Operating License Nos. DPR-38, DPR-47, and DPR-55 to Duke Energy Carolinas, LLC (Duke Energy or the licensee), for Oconee Nuclear Station, Units 1, 2, and 3 (Oconee Station). In addition, the NRC has prepared a record of decision (ROD) that supports the NRC's decision to issue Subsequent Renewed Facility Operating License Nos. DPR-38, DPR-47, and DPR-55.

The U.S. Nuclear Regulatory Commission (NRC) is announcing the availability of "U.S. Nuclear Regulatory Commission Plan for Monitoring Disposal Actions Taken by the U.S. Department of Energy at the Savannah River Site Saltstone Disposal Facility in Accordance with the Ronald W. Reagan National Defense Authorization Act for Fiscal Year 2005, Revision 2." This monitoring plan describes how the NRC staff intends to complete its assessment of compliance with NRC's performance objectives for the Department of Energy (DOE) disposal actions at the Savannah River Site (SRS) Saltstone Disposal Facility (SDF).

Honeywell International Inc.; Consideration of Approval of Transfer of Control of Licenses
The U.S. Nuclear Regulatory Commission (NRC, the Commission) received and is considering approval of an application filed by Honeywell International, Inc. (Honeywell) on January 24, 2025, as supplemented by letters dated February 14, 2025, March 3, 2025, and March 7, 2025. The application seeks NRC consent to the direct and indirect transfer of control of the materials license SUB-526, held by Honeywell, and to the indirect transfer of control of Honeywell's economic interest in ConverDyn, GP ("ConverDyn") which holds NRC export license number XSOU8789. The application contains sensitive unclassified non-safeguards information (SUNSI).
