Florida Power & Light Company; Turkey Point Units 6 and 7
The U.S. Nuclear Regulatory Commission (NRC) is issuing a notice of intent to enter into a modified indemnity agreement with Florida Power & Light Company (FPL) to operate Turkey Point Units 6 and 7. The NRC is publishing notice of its intent to enter into an indemnity agreement which contains provisions different from the general form found in the NRC's regulations. A modification to the general form is necessary to accommodate the unique timing provisions of a combined license (COL).
Evaluating Electromagnetic and Radio-Frequency Interference in Safety-Related Instrumentation and Control Systems
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment Draft Regulatory Guide (DG), DG-1333, ``Guidelines for Evaluating Electromagnetic and Radio-Frequency Interference in Safety- Related Instrumentation and Control Systems.'' DG-1333 is proposed Revision 2 of Regulatory Guide (RG) 1.180, ``Guidelines for Evaluating Electromagnetic and Radio-Frequency Interference in Safety-Related Instrumentation and Control Systems,'' dated October 2003. This DG updates the guidance on electromagnetic compatibility (EMC) practices and test methods that the staff of the NRC consider acceptable for qualifying safety-related instrumentation and control (I&C) systems for the expected electromagnetic environment in nuclear power plants.

Pursuant to Section 189a.(2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular biweekly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued, and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration, notwithstanding the pendency before the Commission of a request for a hearing from any person. This biweekly notice includes all notices of amendments issued, or proposed to be issued, from March 27 to April 9, 2018. The last biweekly notice was published on April 10, 2018.
Pacific Gas & Electric Company; Diablo Canyon Power Plant, Unit Nos. 1 and 2; Withdrawal of License Renewal Application
The U.S. Nuclear Regulatory Commission (NRC) has granted the request of Pacific Gas & Electric Company (PG&E or the licensee) to withdraw its application, and all associated correspondence and commitments, dated November 23, 2009, for license renewal of Diablo Canyon Power Plant (DCPP), Unit Nos. 1 and 2 (Operating License Nos. DPR-80 and DPR-82, respectively). The license renewal application had requested 20 additional years of operation for DCPP, Unit Nos. 1 and 2. By withdrawing the license renewal application, the current operating licenses will expire on November 2, 2024, for DCPP Unit No. 1, and on August 26, 2025, for Unit No. 2.
Program-Specific Guidance About Irradiator Licenses and Program-Specific Guidance About Academic, Research and Development, and Other Licenses of Limited Scope, Including Electron Capture Devices and X-Ray Fluorescence Analyzers
The U.S. Nuclear Regulatory Commission (NRC) has issued Revision 1 to NUREG-1556, Volume 6, ``Consolidated Guidance about Materials Licenses: Program-Specific Guidance About 10 CFR part 36 Irradiator Licenses,'' and Volume 7, ``Consolidated Guidance about Materials Licenses: Program-Specific Guidance About Academic, Research and Development, and Other Licenses of Limited Scope, Including Electron Capture Devices and X-Ray Fluorescence Analyzers.'' NUREG-1556 Volumes 6 and 7 have been revised to include information on updated regulatory requirements, safety culture, security of radioactive materials, protection of sensitive information, and changes in regulatory policies and practices. These volumes are intended for use by applicants, licensees, and the NRC staff.
Florida Power & Light Company; Turkey Point Nuclear Generating Unit Nos. 3 and 4
The U.S. Nuclear Regulatory Commission (NRC) has received an application with three supplements for the subsequent renewal of Renewed Facility Operating License Nos. DPR-31 and DPR-41, which authorize Florida Power & Light Company (the applicant) to operate Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point). The renewed licenses would authorize the applicant to operate Turkey Point for an additional 20 years beyond the period specified in each of the current renewed licenses. The current renewed operating licenses for Turkey Point expire as follows: Unit 3 on July 19, 2032, and Unit 4 on April 10, 2033.

Supplementary Guidance Documents for Subsequent License Renewal
The U.S. Nuclear Regulatory Commission (NRC) is issuing final NUREG-2221, ``Technical Bases for Changes in the Subsequent License Renewal Guidance Documents NUREG-2191 and NUREG-2192,'' and NUREG-2222, ``Disposition of Public Comments on the Draft Subsequent License Renewal Guidance Documents NUREG-2191 and NUREG-2192.'' These two documents describe the technical changes that were made to the guidance documents for initial license renewal, NUREG-1801, Revision 2, ``Generic Aging Lessons Learned (GALL) Report,'' and NUREG-1800, Revision 2, ``Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants,'' for utilities wishing to apply for subsequent license renewal (i.e., for operation from 60 to 80 years) along with the technical bases for these changes and the NRC staff's response to public comments received on the drafts of NUREG- 2191 and NUREG-2192.

Guidance for Developing Principal Design Criteria for Non-Light Water Reactors
The U.S. Nuclear Regulatory Commission (NRC) is issuing Revision 0 to Regulatory Guide (RG) 1.232, ``Guidance for Developing Principal Design Criteria for Non-Light Water Reactors.'' This new RG provides designers, applicants, and licensees of non-light water nuclear reactors guidance for developing principal design criteria (PDC) for a proposed facility. The PDC establish the necessary design, fabrication, construction, testing, and performance requirements for structures, systems, and components important to safety; that is, structures, systems, and components that provide reasonable assurance that the facility can be operated without undue risk to the health and safety of the public.

Omaha Public Power District; Fort Calhoun Station, Unit No. 1
The U.S. Nuclear Regulatory Commission (NRC) has issued exemption from certain requirements to maintain financial protection from offsite liability for the Fort Calhoun Station (FCS) in response to a request from Omaha Public Power District (OPPD or the licensee) dated April 28, 2017. Specifically, OPPD requested an exemption from regulatory requirements to permit OPPD to reduce the required level of primary financial protection from $450 million to $100 million and to withdraw from participation in the secondary layer of financial protection.
Omaha Public Power District; Fort Calhoun Station, Unit No. 1
The U.S. Nuclear Regulatory Commission (NRC) has issued an exemption from the requirement to maintain a specified level of onsite property damage insurance in response to a request from Omaha Public Power District (OPPD or the licensee) dated April 28, 2017. Specifically, OPPD requested an exemption from the regulatory requirements to permit Fort Calhoun Station (FCS) to reduce its onsite insurance from $1.06 billion to $50 million.
Holtec International HI-STORE Consolidated Interim Storage Facility Project
On March 30, 2018, the U.S. Nuclear Regulatory Commission (NRC) published in the Federal Register a notice of its intent to prepare an environmental impact statement, conduct scoping, and request comments for Holtec International's (Holtec) application for the HI- STORE Combined Interim Storage Facility (CISF). The public scoping comment period closes on May 29, 2018. The NRC is announcing public scoping meetings and an open house schedule. The public scoping meetings will allow interested members of the public to develop and submit their comments.

The U.S. Nuclear Regulatory Commission (NRC) issued a Confirmatory Order to Entergy (Entergy Nuclear Operations, Inc., and Entergy Operations, Inc.) as a result of a successful alternative dispute resolution mediation session. The commitments were made as part of a settlement agreement between Entergy and the U.S. Nuclear Regulatory Commission (NRC) subject to the satisfactory completion of the additional actions Entergy committed to take, as described in the Confirmatory Order. The NRC will not issue a Notice of Violation and will not issue an associated civil penalty for the apparent violations.

The U.S. Nuclear Regulatory Commission (NRC) has granted the request of Pacific Gas and Electric Company to withdraw its application dated November 25, 2013, as supplemented by letters dated February 5 and May 28, 2015, and July 7 and October 27, 2016, for proposed amendments to Facility Operating License Nos. DPR-80 and DPR-82. The proposed amendments would have modified the facility technical specifications (TSs) to permit the use of Risk-Informed Completion Times (RICTs) in accordance with Technical Specifications Task Force (TSTF) Traveler TSTF-505, Revision 1, ``Provide Risk-Informed Extended Completion TimesRITSTF [Risk-Informed TSTF] Initiative 4b.''

Holtec International HI-STORE Consolidated Interim Storage Facility Project
The U.S. Nuclear Regulatory Commission (NRC) received a license application by letter dated March 30, 2017, from Holtec International (Holtec). By this application, Holtec is requesting authorization to construct and operate a HI-STORE consolidated interim storage facility (CISF) for spent nuclear fuel at a site in Lea County, New Mexico (the proposed action). Holtec intends to initially store 500 canisters or 8680 metric tons of uranium in the CISF and eventually store up to 10,000 canisters in the CISF. The NRC staff will prepare an EIS to document the potential environmental impacts from the proposed action. As part of the EIS development process, the NRC is seeking comments on the scope of its environmental review.

In the Matter of Wolf Creek Nuclear Operating Corporation; Wolf Creek Generating Station, Unit 1
The U.S. Nuclear Regulatory Commission (NRC) is issuing an order approving indirect license transfer of control of Renewed Facility Operating License No. NPF-42 for the Wolf Creek Generating Station, Unit 1 (WCGS). The indirect transfer of control will result from the proposed merger of two indirect owners of Wolf Creek Nuclear Operating Corporation (WCNOC) and WCGSWestar Energy, Inc. and Great Plains Energy Incorporated, and subsidiaries created to effectuate the transaction. The new entity, Monarch Energy Holding, Inc., through its subsidiaries, will have a 94 percent interest in WCNOC and WCGS. The remaining 6 percent ownership interest in WCNOC and WCGS held by Kansas Electric Power Cooperative, Inc., will be unaffected. WCNOC will continue to be the operator of WCGS.
