The U.S. Nuclear Regulatory Commission (NRC) received and is considering issuance of an amendment to Facility Operating License No. NPF-96, issued to the Tennessee Valley Authority, for operation of the Watts Bar Nuclear Plant (WBN), Unit 2. The proposed amendment would revise the WBN, Unit 2, Cyber Security Plan (CSP) Implementation Schedule for Milestone 8 and would revise the associated license condition in the Facility Operating License. Because the amendment request contains sensitive unclassified non-safeguards information (SUNSI), an order imposes procedures to obtain access to SUNSI for contention preparation.

Pursuant to Section 189a.(2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular biweekly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued, and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration, notwithstanding the pendency before the Commission of a request for a hearing from any person. This biweekly notice includes all notices of amendments issued, or proposed to be issued, from December 6 to December 19, 2016. The last biweekly notice was published on December 20, 2016.

The U.S. Nuclear Regulatory Commission (NRC) is issuing a notice of intent to enter into a modified indemnity agreement with Duke Energy Carolinas, LLC, (DEC) to operate William States Lee III Nuclear Station (WLS) Units 1 and 2. The NRC is required to publish notice of its intent to enter into an indemnity agreement which contains provisions different from the general form found in the NRC's regulations. A modification to the general form is necessary to accommodate the unique timing provisions of a combined license (COL).
