Advanced Light-Water Reactor Probabilistic Risk Assessment
The U.S. Nuclear Regulatory Commission (NRC) is issuing Interim Staff Guidance (ISG), DC/COL-ISG-028, ``Assessing the Technical Adequacy of the Advanced Light-Water Reactor Probabilistic Risk Assessment for the Design Certification Application and Combined License Application.'' The purpose of this ISG is to provide guidance for assessing the technical adequacy of the probabilistic risk assessment (PRA) needed for advanced light-water reactor (ALWR) design certification (DC) and combined license (COL) applications. This guidance addresses only the typical conditions for the DC and COL application.
Miscellaneous Corrections
The U.S. Nuclear Regulatory Commission (NRC) is amending its regulations to make miscellaneous corrections. The amendments include correcting a senior NRC management position title; correcting terminology for consistency in NRC regulations; and correcting contact information, references, typographical errors, and misspellings. This document is necessary to inform the public of these non-substantive amendments to the NRC's regulations.
Tennessee Valley Authority; Browns Ferry Nuclear Plant, Units 1, 2, and 3
The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of amendments to Renewed Facility Operating License Nos. DPR- 33, DPR-52, and DPR-68 issued to Tennessee Valley Authority (TVA, the licensee) for operation of Browns Ferry Nuclear Plant, Units 1, 2, and 3 (BFN) located in Limestone County, Alabama. The proposed amendments would increase the maximum licensed thermal power level for each reactor from 3,458 megawatts thermal (MWt) to 3,952 MWt. This change, referred to as an extended power uprate (EPU), represents an increase of approximately 14.3 percent above the current licensed thermal power limit. The NRC is issuing a draft environmental assessment (EA) and draft finding of no significant impact (FONSI) for public comment associated with the proposed EPU.

University of Texas-Austin; Nuclear Engineering Teaching Laboratory TRIGA Research Reactor
The U.S. Nuclear Regulatory Commission (NRC) is considering an application for the renewal of Facility Operating License No. R-129, which authorizes the University of Texas at Austin (the licensee) to operate the Nuclear Engineering Teaching Laboratory (NETL) Training, Research, Isotope Production, General Atomics (TRIGA) Research Reactor at a maximum steady-state thermal power of 1.1 megawatts (MW). The NETL research reactor is a TRIGA-fueled research reactor located at the J.J. Pickle Research Campus, in Austin, Texas. If approved, the renewed license would authorize the licensee to operate the NETL TRIGA Research Reactor up to a steady-state thermal power of 1.1 MW for an additional 20 years from the date of issuance of the renewed license. Because the license renewal application contains sensitive unclassified non- safeguards information (SUNSI), an order imposes procedures to obtain access to SUNSI for contention preparation.

The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued, and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration, notwithstanding the pendency before the Commission of a request for a hearing from any person. This biweekly notice includes all notices of amendments issued, or proposed to be issued, from October 25 to November 7, 2016. The last biweekly notice was published on November 8, 2016.
Crow Butte Resources, Inc.
The U.S. Nuclear Regulatory Commission (NRC) is issuing an exemption to Crow Butte Resources, Inc. (CBR) for the purpose of complying with occupational dose limits in response to a request from CBR dated September 21, 2015. Issuance of this exemption will allow CBR to disregard certain radionuclides that contribute to the total activity of a mixture when determining internal dose to assess compliance with occupational dose equivalent limits at its in situ uranium recovery (ISR) facility in Crawford, Nebraska.
Report on Changes to Low-Level Waste Burial Charges
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment draft NUREG-1307 Revision 16, ``Report on Waste Burial Charges: Changes in Decommissioning Waste Disposal Costs at Low-Level Waste Burial Facilities.'' This report, which is revised periodically, explains the formula acceptable to the NRC for determining the minimum decommissioning fund requirements for nuclear power reactors. Specifically, this report provides adjustment factors, and updates to these values, for the labor, energy, and waste components of the minimum formula.
Revisions to Transportation Safety Requirements and Compatibility With International Atomic Energy Agency Transportation Standards
The U.S. Nuclear Regulatory Commission (NRC) is considering a potential amendment to its regulations that would revise the regulations on packaging and transporting radioactive material. The NRC is gathering information about potential changes that may be proposed in a subsequent rulemaking activity. The NRC is requesting public comment on the issues paper about potential changes that is referenced in this document. Pressurized Water Reactor Control Rod Ejection and Boiling Water Reactor Control Rod Drop Accidents
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment draft regulatory guide (DG) DG-1327, ``Pressurized Water Reactor Control Rod Ejection and Boiling Water Reactor Control Rod Drop Accidents.'' This DG proposes new guidance for analyzing accidents such as control rod ejection for pressurized water reactors and control rod drop for boiling-water reactors. It defines fuel cladding failure thresholds for ductile failure, brittle failure, and pellet-clad mechanical interaction and provides radionuclide release fractions for use in assessing radiological consequences. It also describes analytical limits and guidance for demonstrating compliance with regulations governing reactivity limits.
Diablo Canyon Power Plant, Units 1 and 2
The U.S. Nuclear Regulatory Commission (NRC) is giving notice that, by petition dated July 14, 2016, and submitted by Mr. Lochbaum (the petitioner) on behalf of the Union of Concerned Scientists, the petitioner has requested that the NRC take action with regard to Diablo Canyon Power Plant, Units 1 and 2 (DCPP). Wolf Creek Generating Station; Consideration of Approval of Transfer of License
The U.S. Nuclear Regulatory Commission (NRC) received and is considering approval of an indirect license transfer application filed by Wolf Creek Nuclear Operating Company (WCNOC) on July 22, 2016. The WCNOC is the licensed operator of Wolf Creek Generating Station (WCGS). Kansas City Power and Light Company (KCP&L) and Kansas Gas and Electric Company (KG&E) are two of the three non-operating owner licensees, each holding 47 percent undivided interest in WCGS and 47 percent of the stock of WCNOC. The KCP&L is a subsidiary of Great Plains Energy Incorporated (Great Plains) and KG&E is a subsidiary of Westar Energy Incorporated (Westar). The indirect license transfer will result from the proposed merger of Great Plains and Westar, with Westar as wholly- owned subsidiary of Great Plains.
Privacy Act of 1974; Republication of Systems of Records Notices
The U.S. Nuclear Regulatory Commission (NRC) has conducted a comprehensive review of all its Privacy Act of 1974 (PA) systems of records notices. The NRC is revising and republishing all its systems of records (systems) notices as a result of this review. Four of the system notices NRC 2, ``Biographical Information Records-NRC,'' NRC 19, ``Official Personnel Training RecordsNRC,'' NRC 36, ``Employee Locator Records,'' and NRC 39, ``Personnel Security Files and Associated RecordsNRC'' include proposed revisions that require an advance period for public comment. The remaining systems revisions are minor corrective and administrative changes that do not meet the threshold criteria established by the U.S. Office of Management and Budget (OMB) for either a new or an altered system of records. The proposed revisions to NRC 2, NRC 19, and NRC 36 will add a routine use for records that indicate a violation of civil or criminal law, regulation or order. The revisions to NRC 39 will include modifications and administrative updates. One system of records, NRC 24, Property and Supply Records, is being revoked with this publication. These notices were last published in the Federal Register on March 30, 2015.
Response of Nuclear Power Plant Instrumentation Cables When Exposed to Fire Conditions-Test Plan
The U.S. Nuclear Regulatory Commission (NRC) is requesting public comment on the draft test plan entitled, ``Response of Nuclear Power Plant Instrumentation Cables When Exposed to Fire Conditions Test Plan,'' in order to receive feedback from the widest range of interested parties and to ensure that all information relevant to developing this document is available to the NRC staff. The purpose of this draft test plan is to better understand the fire-induced failure modes of instrumentation cables and evaluate the potential effect those failure modes could have on plant instrumentation circuits (i.e., circuit, component, and/or system response).
Florida Power and Light Company; St. Lucie Plant, Unit Nos. 1 and 2
The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of amendments to Renewed Facility Operating License Nos. DPR- 67 and NPF-16, issued on October 2, 2003, and held by Florida Power and Light Company (FPL or the licensee) for the operation of St. Lucie Plant, Unit Nos. 1 and 2 (St. Lucie), located on Hutchinson Island in St. Lucie County, Florida. The proposed amendments would revise the Environmental Protection Plans (Non-Radiological) (EPPs), contained in Appendix B to the St. Lucie renewed facility operating licenses. The NRC is issuing a final environmental assessment (EA) and finding of no significant impact (FONSI) associated with the proposed license amendments.
Waste Control Specialists LLC's Consolidated Interim Spent Fuel Storage Facility Project
The U.S. Nuclear Regulatory Commission (NRC) received a license application by letter dated April 28, 2016, from Waste Control Specialists LLC (WCS). By this application, WCS is requesting authorization to construct and operate a Consolidated Interim Storage Facility (CISF) for spent nuclear fuel at WCS's facility in Andrews County, Texas (the proposed action). The WCS intends to store up to 40,000 metric tons uranium in the CISF. The NRC will prepare an environmental impact statement (EIS) to document the potential environmental impacts from the proposed action. As part of the EIS development process, the NRC is seeking comments on the scope of its environmental review.

Construction Permit Application for the Northwest Medical Isotopes, LLC, Medical Radioisotope Production Facility
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment a draft environmental impact statement (EIS) for the construction permit application submitted by Northwest Medical Isotopes, LLC (NWMI) for the NWMI Medical Radioisotope Production Facility (NWMI facility). The proposed NWMI facility would be located in Columbia, Missouri. Possible alternatives to the proposed action (issuance of the construction permit) include no action, an alternative site, and two alternative technologies. The NRC staff plans to hold a public meeting during the public comment period to present an overview of the draft EIS and to accept public comments on the document.
Individual Monitoring Devices for Industrial Radiographic Personnel
The U.S. Nuclear Regulatory Commission (NRC) has received a petition for rulemaking (PRM), dated July 14, 2016, from Dr. Arny Bereson of the Nondestructive Testing Management Association (NDTMA) and Mr. Walt Cofer of the American Society for Nondestructive Testing (ASNT). The petitioners request that the NRC amend its regulations to authorize use of improved individual monitoring devices for industrial radiographic personnel. The PRM was docketed by the NRC on August 12, 2016, and has been assigned Docket No. PRM-34-7. The NRC is examining the issues raised in PRM-34-7 to determine whether they should be considered in rulemaking.

Duke Energy Florida, LLC; Levy Nuclear Plant Units 1 and 2
The U.S. Nuclear Regulatory Commission (NRC) has issued combined license numbers NPF-99 and NPF-100 to Duke Energy Florida, LLC (DEF) for Levy Nuclear Plant Units 1 and 2 (LNP Units 1 and 2). In addition, the NRC has prepared a Summary Record of Decision (ROD) that supports the NRC's decision to issue combined license numbers NPF-99 and NPF-100.
Statistical Terminology and Notation for Special Nuclear Materials Control and Accountability
The U.S. Nuclear Regulatory Commission (NRC) is withdrawing Regulatory Guide (RG) 5.3, ``Statistical Terminology and Notation for Special Nuclear Materials Control and Accountability,'' that was issued in 1973. This document is being withdrawn in part because regulatory guidance is not needed for common statistical terminology and notation information that is commonly used in the field of statistics. Further, RG 5.3 provided guidance on the term ``limits of error'' as defined in the NRC's regulations. This term is no longer a defined regulatory term and is no longer used by the NRC except in certain transaction reports. Also, RG 5.3 endorsed a 1972 American National Standards Institute (ANSI) standard that was later withdrawn. Therefore, the NRC finds that RG 5.3 is obsolete.
