Combined License Application for Bell Bend Nuclear Power Plant
The U.S. Nuclear Regulatory Commission (NRC) and the U.S. Army Corps of Engineers (USACE), Baltimore District, have completed the final environmental impact statement (EIS), NUREG-2179, ``Environmental Impact Statement for the Combined License (COL) for the Bell Bend Nuclear Power Plant.'' The USACE and the NRC are cooperating agencies that jointly participated in the preparation the final EIS for use in both agencies' decision-making processes. The site is located in Luzerne County, Pennsylvania.
In the Matter of FirstEnergy Nuclear Operating Company, FirstEnergy Nuclear Generation, LLC, and Ohio Edison Company; Perry Nuclear Power Plant, Unit 1
The U.S. Nuclear Regulatory Commission (NRC) is issuing an order approving the direct transfer of the leased interests in Facility Operating License NPF-58 for Perry Nuclear Power Plant, Unit 1, from the current holder, Ohio Edison Company (OE), to FirstEnergy Nuclear Generation, LLC (FENGen). As a result of the transaction, FENGen will become the sole owner of the Perry Nuclear Power Plant, Unit 1. The NRC is also issuing a conforming amendment to the facility operating license for administrative purposes to reflect the proposed license transfer. No physical changes to the facility or operational changes were proposed in the application. The Order is effective upon issuance.
In the Matter of All Power Reactor Licensees Owned and Operated by Entergy Nuclear Operations, Inc.; Entergy Operations, Inc.; and Entergy Nuclear Generation Company
The U.S. Nuclear Regulatory Commission (NRC) is issuing a confirmatory order to Entergy Operations, Inc. (Entergy) confirming agreements reached in an Alternative Dispute Resolution mediation session held on February 19, 2016. As part of the agreement, Entergy will complete a review of the integrity events within the Entergy Nuclear Fleet over the past 5 years, establish a corporate lead for oversight of the company's fire watch programs, and improve training programs according to timelines established in the Confirmatory Order. Entergy is also required to notify the NRC periodically of the status of its efforts.
In the Matter of C&D Technologies, Inc.
The U.S. Nuclear Regulatory Commission (NRC) is issuing a confirmatory order (Order) to C&D Technologies, Inc. (C&D), to memorialize the agreements reached during an alternative dispute resolution mediation session held on March 10, 2016. This Order will resolve the issues that were identified during an NRC inspection at the C&D facility located in Blue Bell, Pennsylvania. This Order is effective 30 calendar days after its issuance.
Draft Standard Review Plan on Foreign Ownership, Control, or Domination, Revision 1
The U.S. Nuclear Regulatory Commission (NRC) is soliciting public comment on the Draft Standard Review Plan on Foreign Ownership, Control, or Domination, Revision 1. The Standard Review Plan (SRP) provides guidance and establishes procedures for NRC staff to review the issue of whether an applicant for a nuclear facility license is owned, controlled, or dominated by an alien, a foreign corporation, or a foreign government. This SRP will be used as the basis for such reviews in connection with license applications for new facilities, or applications for approval of direct or indirect transfers of facility licenses.

This action is necessary to correct an NRC docket ID number that was listed incorrectly.
Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving No Significant Hazards Considerations
Pursuant to Section 189a.(2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular biweekly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued, and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration, notwithstanding the pendency before the Commission of a request for a hearing from any person. This biweekly notice includes all notices of amendments issued, or proposed to be issued, from March 29 to April 11, 2016. The last biweekly notice was published on April 12, 2016.
Entergy Nuclear Operations, Inc.; Vermont Yankee Nuclear Power Station
The U.S. Nuclear Regulatory Commission (NRC) is issuing an exemption from the requirement to maintain a specified level of onsite property damage insurance in response to a request from Entergy Nuclear Operations, Inc. (ENO or the licensee) dated April 17, 2014. The exemption would permit Vermont Yankee Nuclear Power Station (VY) to reduce its onsite insurance from $1.06 billion to $50 million.

The U.S. Nuclear Regulatory Commission (NRC) is issuing an exemption in response to a letter from Entergy Nuclear Operations, Inc. (ENO), dated April 17, 2014, requesting an exemption from the NRC's regulations regarding the required level of primary financial protection. An exemption from these regulations would permit Vermont Yankee Nuclear Power Station (VY) to reduce the required level of primary financial protection from $375,000,000 to $100,000,000, and to withdraw from participation in the secondary layer of financial protection, no earlier than April 15, 2016.
Service Contracts Inventory
The U.S. Nuclear Regulatory Commission (NRC) is providing for public information its Inventory of Contracts for Services and Inventory Supplement for Fiscal Year (FY) 2015. The inventory includes service contract actions over $25,000 that were awarded in FY 2015. The inventory supplement includes information collected from contractors on the amount invoiced and direct labor hours expended for covered service contracts.

The U.S. Nuclear Regulatory Commission (NRC) is correcting a notice that was published in the Federal Register (FR) on July 7, 2015, regarding the opportunity to request a hearing and to petition for leave to intervene on a request to amend the facility operating license of the Watts Bar Nuclear Plant, Unit 1. This action is necessary to include an additional supplement that corrected a typographical error in the original license amendment request that was erroneously omitted in the notice dated July 7, 2015.

The U.S. Nuclear Regulatory Commission (NRC) is soliciting public comment on draft NUREG-0800, ``Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants: LWR Edition,'' Section 5.4.2.1, ``Steam Generator Materials and Design.'' The NRC seeks comments on the proposed draft section revision of the Standard Review Plan (SRP), concerning the design, fabrication, and testing of steam generators.
Guidance for Closure of Activities Related to Recommendation 2.1, Flooding Hazard Reevaluation
The U.S. Nuclear Regulatory Commission (NRC) is soliciting public comment on its draft Japan Lessons-Learned Division Interim Staff Guidance (JLD-ISG), JLD-ISG-2016-01, ``Guidance for Activities Related to Near-Term Task Force Recommendation 2.1, Flooding Hazard Reevaluation; Focused Evaluation and Integrated Assessment.'' This draft JLD-ISG revision provides guidance and clarification to assist operating power reactor respondents and holders of construction permits under the NRC's regulations with the performance of the focused evaluations and revised integrated assessments for external flooding.
Diablo Canyon Power Plant, Units 1 and 2
The U.S. Nuclear Regulatory Commission (NRC) is giving notice that Friends of the Earth (FOE or petitioner) filed a Petition to Intervene and Request for Hearing concerning Diablo Canyon Power Plant (DCPP) on August 26, 2014, asserting, in part, its concerns about DCPP's operational safety and ability to safely shut down in the event of a nearby earthquake. The Commission referred those concerns to the NRC's Executive Director for Operations (EDO) for consideration. The petitioner's requests are included in the SUPPLEMENTARY INFORMATION section of this document.

The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of an amendment to Facility Operating License No. NPF-90, issued to the Tennessee Valley Authority, for operation of the Watts Bar Nuclear Plant (WBN), Unit 1. The proposed amendment would revise the WBN, Unit 1, Cyber Security Plan (CSP) implementation schedule for Milestone 8 and would revise the associated license condition in the Facility Operating License. The amendment request contains sensitive unclassified non-safeguards information (SUNSI).
Pacific Gas & Electric Company, Diablo Canyon Independent Spent Fuel Storage Installation
The U.S. Nuclear Regulatory Commission (NRC) reviewed an application by Pacific Gas and Electric (PG&E or the licensee) for amendment of Materials License No. SNM-2511, which authorizes the storage of spent nuclear fuel at the Diablo Canyon Independent Spent Fuel Storage Installation. The licensee requested the removal of preferential loading references from the Technical Specifications (TS). The licensee also requested that the NRC approve several editorial corrections to the TS to improve the readability and human factors usage of the TS.

Entergy Operations, Inc.; Waterford Steam Electric Station, Unit 3
The U.S. Nuclear Regulatory Commission (NRC) has received an application for the renewal of operating license NPF-38, which authorizes Entergy Operations, Inc. (the applicant) to operate the Waterford Steam Electric Station, Unit 3 (Waterford 3). The renewed license would authorize the applicant to operate Waterford 3 for an additional 20-year period beyond the period specified in the current license. The current operating license for Waterford 3 expires at midnight on December 18, 2024.
Neutron-Absorbing Materials in Spent Fuel Pools
The U.S. Nuclear Regulatory Commission (NRC) is announcing the availability of a final generic letter addressing degradation of neutron-absorbing materials in the spent fuel pool (SFP). The NRC has determined that it is necessary to obtain plant-specific information requested in the generic letter so that the NRC can determine if the degradation of the neutron-absorbing materials in the SFP is being managed to maintain reasonable assurance that the materials are capable of performing their intended design basis function, and if the addressees are in compliance with the regulations.
Use of Accreditation in Lieu of Commercial Grade Surveys for Procurement of Laboratory Calibration and Test Services
The U.S. Nuclear Regulatory Commission (NRC) is issuing Regulatory Issue Summary (RIS) 2016-01, ``Nuclear Energy Institute Guidance for the use of Accreditation in Lieu of Commercial Grade Surveys for Procurement of Laboratory Calibration and Test Services.'' This RIS informs addressees of guidance prepared by the Nuclear Energy Institute for procurement of calibration and testing services performed by domestic and international laboratories, which the NRC staff has found acceptable for use.
Proposed Emergency Preparedness Frequently Asked Questions
The U.S. Nuclear Regulatory Commission (NRC) is making available for comment a set of emergency preparedness frequently asked questions (EPFAQs). These EPFAQs are intended to provide clarification of NRC-endorsed Nuclear Energy Institute guidance related to emergency preparedness (EP) at licensed power reactor sites. The NRC is publishing these draft EPFAQs to inform the public and solicit comments.
Sequoyah State-of-the-Art Reactor Consequence Analyses
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment draft technical report, ``State-of-the-Art Reactor Consequence Analyses (SOARCA): Sequoyah Integrated Deterministic and Uncertainty Analysis.'' A public meeting related to the issuance of this draft technical report will be held on April 20, 2016. The purpose of the meeting is to present information on the pilot study for potential severe reactor accident progression and resulting offsite radiological health consequences.
Cyber Security at Fuel Cycle Facilities
The U.S. Nuclear Regulatory Commission (NRC) is making available a final regulatory basis document to support a rulemaking that would amend its regulations by adopting new cyber security requirements for certain nuclear fuel cycle facility (FCF) licensees in order to address safety, security, and safeguards consequences of concern. The NRC is not seeking public comments on this document. There will be an opportunity for formal public comment on the proposed rule when it is published in the Federal Register.

The U.S. Nuclear Regulatory Commission (NRC) is granting an exemption to allow a departure from the certification information of Tier 1 of the generic design control document (DCD) and is issuing License Amendment No. 27 to Combined Licenses (COLs), NPF-93 and NPF- 94. The COLs were issued to South Carolina Electric & Gas Company, (the licensee); for construction and operation of the Virgil C. Summer Nuclear Station (VCSNS) Units 2 and 3, located in Fairfield County, South Carolina. The granting of the exemption allows the changes to Tier 1 information asked for in the amendment. Because the acceptability of the exemption was determined in part by the acceptability of the amendment, the exemption and amendment are being issued concurrently.
Vogtle Electric Generating Plant Units 3 and 4; Southern Nuclear Operating Company, Inc. Georgia Power Company, Oglethorpe Power Corporation, MEAG Power SPVM, LLC., MEAG Power SPVJ, LLC., MEAG Power SPVP, LLC., and the City of Dalton, Georgia
Southern Nuclear Operating Company, Inc. (SNC); Georgia Power Company, Oglethorpe Power Corporation, MEAG Power SPVM, LLC., MEAG Power SPVJ, LLC., MEAG Power SPVP, LLC., and the City of Dalton, Georgia (together, the ``VEGP Owners'') are the holders of Combined License (COL) Nos. NPF-91 and NPF-92, which authorize the construction and operation of Vogtle Electric Generating Plant, Units 3 and 4 (VEGP 3 & 4), respectively.\1\ The NRC is issuing an exemption allowing applicants for an operator license at VEGP 3 & 4 to satisfy the requirement to provide evidence that the applicant, as a trainee, has successfully manipulated the controls of either the facility for which the license is sought or a plant-referenced simulator (PRS) by, instead, providing evidence that the applicant has successfully manipulated the controls of a Commission-approved simulation facility for VEGP 3 & 4.
Operator Licensing Examination Standards for Power Reactors
On February 5, 2016, the U.S. Nuclear Regulatory Commission (NRC) published draft NUREG-1021, Revision 11, ``Operator Licensing Examination Standards for Power Reactors'' for public comment. The public comment period was originally scheduled to close on March 21, 2016. On March 3, 2016, the comment period was extended to April 5, 2016. On March 18, 2016, the NRC posted three updated sections of Examination Standards (ES) in NUREG-1021 that reflect three additional changes that the NRC proposes to incorporate into Revision 11. The public comment period closed on April 5, 2016. The NRC has decided to reopen the public comment period to allow more time for members of the public to develop and submit comments on Revision 11.
Virgil C. Summer Nuclear Station, Units 2 and 3; South Carolina Electric and Gas; Reconciliation of Tier 1 Valve Differences
The U.S. Nuclear Regulatory Commission (NRC) is granting an exemption from certain Tier 1 information in the generic design control document (DCD) and issuing License Amendment No. 31 to combined licenses (COL), NPF-93 and NPF-94. The COLs were issued to South Carolina Electric and Gas (SCE&G) and South Carolina Public Service Authority (Santee Cooper) (the licensee), for construction and operation of the Virgil C. Summer Nuclear Station (VCSNS), Units 2 and 3 located in Fairfield County, South Carolina. The granting of the exemption allows the changes to Tier 1 information and promotes consistency with the VCSNS updated final safety analysis report (UFSAR) Tier 2 information. Because the acceptability of the exemption was determined in part by the acceptability of the amendment, the exemption and amendment are being issued concurrently.

Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving Proposed No Significant Hazards Considerations and Containing Sensitive Unclassified Non-Safeguards Information and Order Imposing Procedures for Access to Sensitive Unclassified Non-Safeguards Information
The U.S. Nuclear Regulatory Commission (NRC) received and is considering approval of six amendment requests. The amendment requests are for Palo Verde Nuclear Generating Station, Units 1, 2, and 3, Shearon Harris Nuclear Power Plant, Unit 1, H. B. Robinson Steam Electric Plant, Unit No. 2, Indian Point Nuclear Generating, Unit Nos. 2 and 3, River Bend Station, Unit 1, and Prairie Island Nuclear Generating Plant, Units 1 and 2. For each amendment request, the NRC proposes to determine that the amendment request involves no significant hazards consideration. In addition, each amendment request contains sensitive unclassified non-safeguards information (SUNSI).
Entergy Nuclear Operations, Inc.; James A. FitzPatrick Nuclear Power Plant
The U.S. Nuclear Regulatory Commission (NRC) has granted the request of Entergy Nuclear Operations, Inc. (Entergy, the licensee), to withdraw its application dated August 20, 2015, for a proposed amendment to Renewed Facility Operating License No. DPR-59, for the James A. FitzPatrick Nuclear Power Plant (JAF), located in Oswego County, New York. The proposed amendment would have revised the JAF Technical Specification (TS) to extend primary containment Type A and Type C leak rate test frequencies.
List of Approved Spent Fuel Storage Casks: Holtec International HI-STORM 100 Cask System; Amendment No. 9, Revision 1; Corrections
The U.S. Nuclear Regulatory Commission (NRC) published a direct final rule in the Federal Register on January 6, 2016, amending its spent fuel storage regulations by revising the Holtec International (Holtec) HI-STORM 100 Cask System listing within the ``List of approved spent fuel storage casks'' to include Amendment No. 9, Revision 1, to Certificate of Compliance (CoC) No. 1014. The direct final rule inadvertently omitted Revision 1 to Amendment No. 8 (effective May 2, 2012, as corrected on November 16, 2012), to CoC No. 1014. This document is necessary to correct this omission.
