The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment a draft NUREG, NUREG-2175, ``Guidance for Conducting Technical Analyses for 10 CFR part 61.'' The NRC is proposing to amend its regulations that govern low-level radioactive waste (LLRW) disposal facilities to require new and revised site-specific technical analyses, to permit the development of site-specific criteria for LLRW acceptance based on the results of these analyses, and to facilitate implementation and better align the requirements with current health and safety standards. The NRC has prepared draft guidance to address the implementation of the proposed regulations. This notice is announcing the availability of the draft guidance for public comment.

This exemption would allow the licensee to use an alternate methodology to incorporate fracture toughness test data to determine RTNDT values for use in the evaluation of the RPV beltline weld material integrity in support of the development of updated pressure-temperature limit curves.

The proposed amendments are necessary to implement the Omnibus Budget Reconciliation Act of 1990 (OBRA-90), as amended, which requires the NRC to recover through fees approximately 90 percent of its budget authority in Fiscal Year (FY) 2015, not including amounts appropriated for Waste Incidental to Reprocessing (WIR), the Nuclear Waste Fund (NWF), generic homeland security activities, and Inspector General (IG) services for the Defense Nuclear Facilities Safety Board (DNFSB). These fees represent the cost of the NRC's services provided to applicants and licensees.

The U.S. Nuclear Regulatory Commission (NRC) is announcing the withdrawal, without prejudice to a future filing, of a petition for rulemaking (PRM), PRM-73-16, filed with the Commission by the Nuclear Energy Institute (NEI or the petitioner) on January 25, 2013. The petitioner requested that the Commission amend its regulations to limit the scope of third-party review of licensee decisions denying or revoking an employee's unescorted access at licensee facilities. The petitioner sought to ensure that such decisions could not be overturned by any third party. By letter dated January 22, 2015, the petitioner withdrew its PRM.

On July 25, 2014, the U.S. Nuclear Regulatory Commission (NRC) published for comment an advance notice of proposed rulemaking (ANPR) to obtain input from members of the public on the development of a draft regulatory basis. The draft regulatory basis would identify potential changes to the NRC's current radiation protection regulations. The potential changes, if implemented, would achieve a closer alignment between the NRC's radiation protection regulations and the recommendations of the International Commission on Radiological Protection (ICRP) contained in ICRP Publication 103 (2007). The NRC is extending the comment period for the ANPR to provide additional time for members of the public to develop and submit their comments.

The U.S. Nuclear Regulatory Commission (NRC) is requesting comment on a draft list of prioritized low-level radioactive waste (LLW) tasks based upon the assessment updates to the strategic assessment (now called a programmatic assessment) performed in 2007. The objective of this updated assessment remains the same as the 2007 assessment; that is, to identify and prioritize tasks that the NRC staff can undertake to ensure a stable, reliable, and adaptable regulatory framework for effective LLW management, while also considering future needs and changes that may occur in the nation's commercial LLW management system. In 2014, through public meetings, webinars, and Federal Register notices, the NRC staff solicited public comment on what changes, if any, should be made to the current LLW program's regulatory framework, as well as specific actions that the staff might undertake to facilitate such changes. The NRC staff considered the comments received, performed an assessment of the comments, and developed a draft list of prioritized LLW tasks.

The U.S. Nuclear Regulatory Commission (NRC) has received a license amendment application from the Department of the Air Force (the licensee) for approval of a proposed decommissioning plan for remediation of a former magnesium-thorium disposal trench at the Little Mountain Text Annex, Hill Air Force Base, Utah. License 42-23539-01AF authorizes the licensee to possess and use radioactive materials at various locations throughout the U.S. The NRC is currently conducting a detailed technical review of the draft decommissioning plan. If the decommissioning plan is approved by the NRC, the licensee would be authorized to remediate the former disposal trench in accordance with the instructions provided in the decommissioning plan.

The DG provides new guidance for a method that the NRC considers acceptable to permit use of the alternate fracture toughness requirements for protection against pressurized thermal shock (PTS) events for pressurized water reactor (PWR) reactor pressure vessels (RPVs). The draft NUREG provides the technical basis for DG-1299.

The NRC staff determined in September 2008 that it is practicable to adopt, with further supplementation, the DOE's environmental impact statements (EISs). The NRC staff concluded that the EISs did not address adequately all of the repository-related impacts on groundwater or from surface discharges of groundwater.

The U.S. Nuclear Regulatory Commission (NRC) is amending its spent fuel storage regulations by adding the Holtec International HI- STORM Underground Maximum Capacity (UMAX) Canister Storage System, Certificate of Compliance (CoC) No. 1040, to the ``List of approved spent fuel storage casks.'' Holtec International's intent with this design is to provide an underground storage option compatible with the Holtec International HI-STORM FLOOD/WIND (FW) System (CoC No. 1032).

Florida Power and Light Company (FPL) submitted an application for COLs to construct and operate two new nuclear power plants at its Turkey Point site near Homestead, Florida.

The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment a draft NUREG, NUREG-2174, ``Impact of Variation in Environmental Conditions on the Thermal Performance of Dry Storage Casks.'' This report evaluates spent fuel dry storage cask thermal impact of varying environmental conditions and transient thermal behavior when subjected to a sudden boundary condition change. Different cask designs are evaluated (vertical underground, vertical aboveground, and horizontal aboveground). The NRC staff will consider the analysis results in this report when performing technical reviews, applicants should consider them when applying for cask certification. These results can be used as additional guidance when considering the thermal impact of the environmental factors in the thermal performance of dry storage systems.

The U.S. Nuclear Regulatory Commission (NRC) is seeking public comment on the draft regulatory issue summary (RIS) addressing considerations for licensing high burnup spent fuel in dry storage and transportation. The purpose of this RIS is to provide information on some approaches acceptable to the NRC for demonstrating compliance with regulations in applications for issuance of dry storage cask certificate of compliance (CoCs), independent spent fuel storage installation (ISFSI) licenses, and CoCs for transportation packages involving high burnup spent fuel (HBF).

The U.S. Nuclear Regulatory Commission (NRC) is issuing Interim Staff Guidance (ISG), OL/FR-ISG-2014-01, ``Reviewing and Assessing the Financial Condition of Operating Power Reactor Licensees, Including Requests for Additional Information,'' dated February 17, 2015. The ISG provides clarifying guidance to the NRC staff when reviewing licensee financial information, and when requesting additional information regarding licensee financial conditions, as authorized under the NRC's regulations. Such review and inquiry are performed by NRC staff for currently operating power reactor licensees, absent a licensing action such as a license transfer.
