The U.S. Nuclear Regulatory Commission (NRC) published a final rule in the Federal Register on September 9, 2015, that amended its regulations to better adhere to the Office of Federal Register's (OFR) guidance for formatting authority citations. In addition, the final rule corrected typographical errors and made other non-substantive corrections to the NRC's authority citations. The final rule contained incorrect punctuation and spacing, one incorrect reference, and omitted two references. This document makes additional corrections to NRC's authority citations.

The U.S. Nuclear Regulatory Commission (NRC) is proposing to amend its regulations that would implement its authority under Section 161A of the Atomic Energy Act of 1954, as amended (AEA), to permit NRC licensees and certificate holders to apply for preemption authority and enhanced weapons authority, and conduct associated firearms background checks. The NRC proposed new regulations on February 3, 2011, that would implement its authority under Section 161A. On January 10, 2013, the NRC proposed to further revise the regulations to include at- reactor independent spent fuel storage installations (ISFSI) as a class of designated facilities. The NRC is now proposing to further revise the proposed rule language that addresses the voluntary application for enhanced weapons authority, preemption authority, and the mandatory firearms background checks under Section 161A.

On August 21, 2015, the U.S. Nuclear Regulatory Commission (NRC) requested public comment on NUREG-2184, the NRC staff's draft ``Supplement to the U.S. Department of Energy's Environmental Impact Statement for a Geologic Repository for the Disposal of Spent Nuclear Fuel and High-Level Radioactive Waste at Yucca Mountain, Nye County, Nevada'' (draft supplement). The public comment period was originally scheduled to close on October 20, 2015. The NRC staff has decided to extend the public comment period to allow more time for members of the public to develop and submit their comments. The NRC is also correcting its August 21, 2015, notice to correct a meeting date and Web site link.

This action is in accordance with the NRC's policy to periodically update the regulations to incorporate by reference new editions and addenda of the ASME codes and is intended to maintain the safety of nuclear power plants and to make NRC activities more effective and efficient.

The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment draft regulatory guide (DG), DG-5049, ``Independent Assessment of Nuclear Material Control and Accounting Systems.'' This DG provides guidance from experience gained since the regulatory guide was initially published in June 1975. In particular, the guidance for performing independent assessments has been expanded to include process monitoring and item monitoring for Category I fuel cycle facilities, and to include guidance for uranium enrichment facilities. In addition, this revision addresses changes in Material Control & Accounting (MC&A) terminology; for example, the term ``management review'' has been replaced by ``independent assessment,'' and ``material unaccounted for'' by ``inventory difference.''

The U.S. Nuclear Regulatory Commission (NRC) is granting an exemption to allow a departure from the certification information of Tier 1 of the generic design control document (DCD) and issuing License Amendment No. 29 to Combined Licenses (COL), NPF-93 and NPF-94. The COLs were issued to South Carolina Electric & Gas Company (SCE&G), and South Carolina Public Service Authority (the licensee), for construction and operation of the Virgil C. Summer Nuclear Station (VCSNS), Units 2 and 3 located in Fairfield County, South Carolina. The granting of the exemption allows the changes to Tier 1 information requested in the amendment. Because the acceptability of the exemption was determined in part by the acceptability of the amendment, the exemption and amendment are being issued concurrently.

The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of an amendment to Facility Operating License No. NFP-90, issued to the Tennessee Valley Authority (the licensee), for operation of the Watts Bar Nuclear Plant (WBN), Unit No. 1. The proposed amendment would modify the technical specifications (TSs) to define support systems needed in the first 48 hours after a unit shutdown when steam generators are not available for heat removal. The proposed amendment would also make changes consistent with Technical Specification Task Force (TSTF) Traveler TSTF-273-A, Revision 2, to provide clarifications related to the requirements of the Safety Function Determination Program (SFDP). The proposed license amendment was submitted by letter dated June 17, 2015, and was supplemented by letters dated July 14, August 28, and September 3, 2015. The NRC staff previously made a proposed determination that the amendment involves no significant hazards consideration. By letter dated September 3, 2015, the licensee provided additional information that expanded the scope of the amendment request as originally noticed. The September 3, 2015, supplement proposed new modifications to TS 3.3.2 and TS 3.4.6. This notice supersedes the previous notice in its entirety to update the description of the amendment request and the no significant hazards determination.
