The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of exemptions in response to a request from Dominion Energy Kewaunee (DEK, the licensee), which would permit the licensee to reduce its emergency planning (EP) activities at the Kewaunee Power Station. Kewaunee Power Station has been permanently shut down and defueled since May of 2013. The licensee is seeking exemptions that would eliminate the requirements to maintain offsite radiological emergency plans and reduce some of the onsite emergency planning activities based on the reduced risks at the permanently shutdown and defueled reactor. Offsite emergency planning provisions would still exist using a comprehensive emergency management plan process. The NRC staff is issuing a final Environmental Assessment (EA) and final Finding of No Significant Impact (FONSI) associated with the proposed exemptions.

The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment draft regulatory guide (DG), DG-1312, ``Nonmetallic Thermal Insulation for Austenitic Stainless Steel,'' also known as Regulatory Guide (RG) 1.36. The NRC is proposing to revise the guidance toreflect the most current versions of voluntary consensus standards since the initial publication of RG 1.36 in February 1973. The guide describes methods and procedures that the staff of the NRC considers acceptable when selecting and using nonmetallic thermal insulation in the stainless steel portions of the reactor coolant pressure boundary and other systems, in order to minimize any contamination that could promote stress-corrosion cracking. This RG applies to light-water- cooled reactors.

A bioassay is a determination of the kind, quantity, location, or retention of radionuclides in the body by direct (in vivo) measurement or by indirect (in vitro) analysis of material excreted or removed from the body.

This final NUREG-1022, Revision 3, Supplement 1 endorses the Nuclear Energy Institute (NEI) 13-01, ``Reportable Action Levels for Loss of Emergency Preparedness Capabilities,'' dated July 2014. NEI 13-01 provides specific guidance for reporting to the NRC any event that results in a major loss of emergency assessment capability, offsite response capability, or offsite communications capability.

The U.S. Nuclear Regulatory Commission (NRC) is proposing to amend its regulations to remove the Safeguards InformationModified Handling (SGI-M) designation of the security-related information for large irradiators, manufacturers and distributors, and for transport of category 1 quantities of radioactive material. The rulemaking would also result in the removal of the SGI-M designation of the security- related information for the transportation of irradiated reactor fuel that weighs 100 grams or less in net weight of irradiated fuel. The security-related information for these facilities and the transportation of certain materials would no longer be designated as SGI-M and would be protected under the information protection requirements that apply to other materials licensees that possess category 1 and category 2 quantities of radioactive material.

The NRC prepared a final generic environmental impact statement that provides a regulatory basis for this final rule. The Commission concludes that the generic environmental impact statement generically determines the environmental impacts of continued storage of spent nuclear fuel beyond the licensed life for operation of a reactor. The final rule also clarifies that the generic determination applies to license renewal for an independent spent fuel storage installation (ISFSI), reactor construction permits, and early site permits. The final rule clarifies how the generic determination will be used in future NRC environmental reviews, and makes changes to improve readability. Finally, the final rule makes conforming amendments to the determinations on the environmental effects of renewing the operating license of a nuclear power plant to address issues related to the onsite storage of spent nuclear fuel and offsite radiological impacts of spent nuclear fuel and high-level waste disposal.
