On October 23, 2014, the U.S. Nuclear Regulatory Commission (NRC) solicited comments on draft regulatory issue summary (RIS) 2014- XX. The purpose of this draft RIS is to inform addressees about reactor coolant system Alloy 82/182 branch connection dissimilar metal nozzle welds that may be of a butt weld configuration and therefore require inspection under the NRC's regulations. The public comment period was originally scheduled to close on December 8, 2014. The NRC has decided to extend the public comment period to allow more time for members of the public to develop and submit their comments.

The U.S. Nuclear Regulatory Commission (NRC) is issuing an Order for CB&I AREVA MOX Services (MOX Services, Licensee) (formerly known as Shaw AREVA MOX Services, LLC). The Licensee holds Construction Authorization (CA) CAMOX-001 which authorizes the construction of a Mixed Oxide Fuel Fabrication Facility (MFFF) at the U.S. Department of Energy (DOE) Savannah River Site in Aiken, South Carolina. The MFFF is currently partially completed.

The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment draft regulatory guide (DG), DG-1309, ``Guidelines for Evaluating the Effects of Light-Water Reactor Coolant Environments in Fatigue Analyses of Metal Components.'' This guide, Revision 1 of Regulatory Guide 1.207 has been revised to consolidate, update, and replace previous NRC staff guidance on the effects of light-water reactor coolant environments on the fatigue lives of nuclear power plant components. This proposed revision provides an alternative to previous guidance provided for new reactors in Revision 0 of this guide, as well as to previous guidance provided for license renewal of operating reactors in the Generic Aging Lessons Learned (GALL) Report and the Standard Review Plan for License Renewal (SRP-LR). This guide supports reviews of applications for new nuclear reactor construction that are licensed under the NRC's regulations.

The U.S. Nuclear Regulatory Commission (NRC) issued an order imposing trustworthiness and reliability requirements for unescorted access to certain radioactive material by request of a service provider licensee that is not a manufacturer or distribution. The order was issued on October 2, 2014, and became effective immediately.

The U.S. Nuclear Regulatory Commission (NRC) invites public comment about our intention to request the OMB's approval for renewal of an existing information collection that is summarized below. We are required to publish this notice in the Federal Register under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35). Information pertaining to the requirement to be submitted: 1. The title of the information collection: 10 CFR Part 31, General Domestic Licenses for Byproduct Material. 2. Current OMB approval number: 3150-0016. 3. How often the collection is required: Reports are submitted as events occur. General license registration requests may be submitted at any time. Changes to the information on the registration may be submitted as they occur. 4. Who is required or asked to report: Persons receiving, possessing, using, or transferring devices containing byproduct material. 5. The number of annual respondents: 10,929 (971 NRC respondents, 9,958 Agreement State respondents). 6. The number of hours needed annually to complete the requirement or request: 36,186 hours (4,843 hours for NRC licensees + 31,343 hours for Agreement State licensees). 7. Abstract: Part 31 of Title 10 of the Code of Federal Regulations (10 CFR), establishes general licenses for the possession and use of byproduct material in certain devices. General licensees are required to keep testing records and submit event reports identified in Part 31, which assist the NRC in determining with reasonable assurance that devices are operated safely and without radiological hazard to users or the public. Submit, by January 20, 2015, comments that address the following questions: 1. Is the proposed collection of information necessary for the NRC to properly perform its functions? Does the information have practical utility? 2. Is the burden estimate accurate? 3. Is there a way to enhance the quality, utility, and clarity of the information to be collected? 4. How can the burden of the information collection be minimized, including the use of automated collection techniques or other forms of information technology? The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of an amendment to Renewed Facility Operating License No. DPR- 40, issued to Omaha Public Power District (the licensee), for operation of the Fort Calhoun Station, Unit 1. The proposed amendment would revise a limited number of Technical Specification Surveillance Requirements by adding a note or footnote permitting a one-time extension from a refueling frequency (i.e., at least once per 18 months) to a maximum of 28 months.

The U.S. Nuclear Regulatory Commission (NRC) is issuing the final License Renewal Interim Staff Guidance (LR-ISG), LR-ISG-2013-01, ``Aging Management of Loss of Coating or Lining Integrity for Internal Coatings/Linings on In-Scope Piping, Piping Components, Heat Exchangers, and Tanks.'' This LR-ISG provides changes to NRC staff- recommended aging management programs (AMPs), aging management review (AMR) items, and definitions in NUREG-1801, Revision 2, ``Generic Aging Lessons Learned (GALL) Report,'' and the NRC staff's Final Safety Analysis Report Supplement program descriptions and AMR items contained in NUREG-1800, Revision 2, ``Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants'' (SRP-LR).

The U.S. Nuclear Regulatory Commission (NRC) is making available a final plant-specific supplement, Supplement 51, to NUREG- 1437, ``Generic Environmental Impact Statement for License Renewal of Nuclear Plants'' (GEIS), regarding the renewal of Union Electric Company's Operating License NPF-30 for an additional 20 years of operation for Callaway Plant, Unit 1 (Callaway).

The U.S. Nuclear Regulatory Commission (NRC) is issuing an exemption in a response to an August 7, 2014, letter from Ameren Missouri, which requested an exemption from the implementation of enhancements to Emergency Preparedness (EP) rules in their Combined License (COL) application. The NRC staff reviewed this request and determined that it is appropriate to grant the exemption, but stipulated that the updates to the COL application addressing the implementation of enhancements to EP rules must be submitted prior to, or coincident with, the resumption of the COL application review or by December 31, 2015, whichever comes first.

The U.S. Nuclear Regulatory Commission (NRC) is amending its regulations to make miscellaneous corrections. These changes include updating the address for the NRC's Public Document Room (PDR), updating a footnote, correcting mathematical errors, correcting references, correcting typographical and grammatical errors, and revising language for clarity and consistency. This final rule also makes changes to the time period by which a Federal agency must refer a debt for collection through offset, and makes conforming changes to the regulations to reflect the transfer of Mississippi to NRC Region IV.

The U.S. Nuclear Regulatory Commission (NRC) is issuing a confirmatory order to Kruger Technologies, Inc., (KTI) confirming agreements reached in an Alternative Dispute Resolution Session held on September 3, 2014. As part of the agreement, KTI will take a number of actions, including: Revising the company-wide policy to describe implementation of NRC safety and security requirements for portable gauges; ensuring all authorized gauge users are trained initially and annually on the revised company-wide policy; increasing management oversight by establishing a process to periodically conduct field inspections; and providing Radiation Safety Officer training for an additional authorized gauge user. KTI is also required to notify the NRC periodically of the status of its efforts.

The U.S. Nuclear Regulatory Commission (NRC) is issuing an exemption in a response to a September 24, 2014, letter from PPL Bell Bend, LLC (PPL), which requested an exemption from Final Safety Analysis Report (FSAR) updates included in their Combined License (COL) application. The NRC staff reviewed this request and determined that it is appropriate to grant the exemption, but stipulated that the updates to the FSAR must be submitted prior to, or coincident with, the resumption of the COL application safety review or by December 31, 2015, whichever comes first.

On August 22, 2014, the U.S. Nuclear Regulatory Commission (NRC) and the U.S. Army Corps of Engineers (USACE) published for public comment a draft environmental impact statement (EIS), NUREG-2168, ``Draft Environmental Impact Statement for the Early Site Permit (ESP) for the PSEG Site.'' The PSEG Site is located in Salem County, New Jersey. The public comment period was to have ended on November 6, 2014. The NRC has decided to extend the public comment period for 30 days to allow more time for members of the public to develop and submit their comments.

The U.S. Nuclear Regulatory Commission (NRC) is correcting the docket identification number and Regulation Identifier Number (RIN) for a Direct Final Rule published in the Federal Register (FR) on October 17, 2014, to amend the NRC's regulations to add SHINE Medical Technologies, Inc.'s accelerator-driven subcritical operating assemblies, as described in the application assigned docket number 50- 608, to the definition of utilization facility.

The U.S. Nuclear Regulatory Commission (NRC) is amending its regulations to incorporate by reference the latest revisions of three NRC Regulatory Guides (RGs) approving new and revised Code Cases published by the American Society of Mechanical Engineers. This action allows nuclear power plant licensees, and applicants for construction permits, operating licenses, combined licenses, standard design certifications, standard design approvals, and manufacturing licenses, to use the Code Cases listed in these RGs, as alternatives to engineering standards for the construction, inservice inspection, and inservice testing of nuclear power plant components. This final rule changes NRC's regulations to address a petition for rulemaking (PRM), PRM-50-89, submitted by Mr. Raymond West. The final rule also restructures the NRC's requirements governing Codes and standards to align with the Office of the Federal Register's guidelines for incorporating documents by reference. This final rule announces the availability of the final versions of the three RGs that are being incorporated by reference, and a related RG, not incorporated by reference into the NRC's regulations, that lists Code Cases that the NRC has not approved for use. For additional information on these RGs, see Section XVII, Availability of Regulatory Guides, of this document.

The U.S. Army (Army) submitted a license amendment application, dated August 28, 2013, to the U.S. Nuclear Regulatory Commission (NRC), which included a Decommissioning Plan (DP) and an Environmental Report (ER). The Army submitted the DP and ER in support of its request that the NRC terminate Materials License SUB-1435 for the Depleted Uranium Impact Area at the Jefferson Proving Ground in Madison, Indiana, under restricted conditions. The NRC, in accordance with the National Environmental Policy Act of 1969, as amended (NEPA), and the NRC's regulations, announces its intent to prepare an Environmental Impact Statement (EIS) to evaluate the potential environmental impacts of the proposed license termination and to conduct a scoping process for the EIS. The NRC invites and encourages members of the public to submit comments on the appropriate scope of issues to be considered in, and the content of the EIS.
