The U.S. Nuclear Regulatory Commission (NRC or the Commission) will convene an evidentiary session to receive testimony and exhibits in the uncontested portion of this proceeding regarding the application of South Carolina Electric & Gas Company for two combined licenses (COLs) seeking approval to construct and operate new nuclear power generation facilities at the Virgil C. Summer Nuclear Station (VCSNS). This mandatory hearing will concern safety and environmental matters relating to the proposed issuance of the requested COLs.

The NRC invites public comment about our intention to request the OMB's approval for renewal of an existing information collection that is summarized below. We are required to publish this notice in the Federal Register under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35). Information pertaining to the requirement to be submitted: 1. The title of the information collection: NRC Form 483, Registration CertificateIn Vitro Testing with Byproduct Material Under General License. 2. Current OMB approval number: 3150-0038. 3. How often the collection is required: There is a one-time submittal of information to receive a validated copy of NRC Form 483 with an assigned registration number. In addition, any changes in the information reported on NRC Form 483 must be reported in writing to the NRC within 30 days after the effective date of such change. 4. Who is required or asked to report: Any physician, veterinarian in the practice of veterinary medicine, clinical laboratory or hospital which desires a general license to receive, acquire, possess, transfer, or use specified units of byproduct material in certain in vitro clinical or laboratory tests. 5. The number of annual respondents: 87 (7 NRC licensees + 80 Agreement State licensees). 6. The number of hours needed annually to complete the requirement or request: 12.87 hours (1 hour for NRC licensees + 10.7 hours for Agreement State licensees + 1.17 hours recordkeeping). 7. Abstract: Section 31.11 of 10 CFR establishes a general license authorizing any physician, clinical laboratory, veterinarian in the practice of veterinary medicine, or hospital to possess certain small quantities of byproduct material for in vitro clinical or laboratory tests not involving the internal or external administration of the byproduct material or the radiation there from to human beings or animals. Possession of byproduct material under 10 CFR 31.11 is not authorized until the physician, clinical laboratory, veterinarian in the practice of veterinary medicine, or hospital has filed NRC Form 483 and received from the Commission a validated copy of NRC Form 483 with a registration number. The U.S. Nuclear Regulatory Commission (NRC) has issued for public comment a document entitled: NUREG-1482, Revision 2, ``Guidelines for Inservice Testing at Nuclear Power Plants, Draft Report for Comment,'' and subtitled ``Inservice Testing of Pumps and Valves, and Inservice Examination and Testing of Dynamic Restraints (Snubbers) at Nuclear Power Plants''. (Note that this document was submitted previously for public comments as draft NUREG-1946. Based on public comments, draft NUREG- 1482 is being updated as Revision 2 and is being issued to incorporate all comments received for draft report NUREG-1946).

The U.S. Nuclear Regulatory Commission (NRC or the Commission) is issuing for public comment draft regulatory guide (DG), DG-4016, ``Terrestrial Environmental Studies for Nuclear Power Stations.'' This guide provides technical guidance that the NRC staff considers acceptable for terrestrial environmental studies and analyses supporting licensing decisions for nuclear power reactors.

The estimated number of annual respondents: 60. 9. An estimate of the total number of hours needed annually to complete the requirement or request: 120. 10. Abstract: During the contract closeout process for cost- reimbursement and time-and-materials type contracts, the NRC requires the contractor to execute NRC Form 450, General Assignment. Execution of this form grants to the government all rights, title, and interest to refunds arising out of the contractor performance. The U.S. Nuclear Regulatory Commission (NRC) is soliciting written comments from interested parties, including public interest groups, States, members of the public, and the regulated industry (i.e., reactor and materials licensees, vendors, and contractors), on construction-related topics addressed in this notice that the NRC staff is evaluating for discussion in an upcoming Commission paper that will include recommended revisions to the NRC Enforcement Policy. As such, this request for comments is intended to assist the NRC in revising its Enforcement Policy and adequately responding to the Commission's request, described below. The NRC will also host a public meeting to solicit public comments on these construction related proposed revisions to the Enforcement Policy. The topics discussed in this notice are not intended to represent all the potential changes in the next revision of the Enforcement Policy. (10) Abstract: The Division of Contracts is responsible for awarding grants and cooperative agreements (financial assistance) for the NRC. The Division of Contracts collects information from assistance recipients in accordance with grant and cooperative agreement provisions in order to administer NRC's financial assistance program. The information collected under the provisions ensures that the Government's rights are protected, the agency adheres to public laws, the work proceeds on schedule, and that disputes between the Government and the recipient are settled. The U.S. Nuclear Regulatory Commission (NRC) has decided to consider in a rulemaking the issues raised in a petition for rulemaking (PRM) submitted by Ms. Mary Riemersma, on behalf of the California Association of Marriage and Family Therapists (the petitioner) (Docket ID PRM-26-4, NRC-2010-0269). The petitioner asked the NRC to amend the regulations at Title 10 of the Code of Federal Regulations (10 CFR) 26.187(b) to add marriage and family therapists as substance abuse experts.
