Senior Executive Service; Performance Review Board; Members
Section 4314(c) of Title 5, U.S.C. (as amended by the Civil Service Reform Act of 1978) requires each agency to establish, in accordance with regulations prescribed by the Office of Personnel Management, one or more Performance Review Boards (PRB) to review, evaluate and make a final recommendation on performance appraisals assigned to individual members of the agency's Senior Executive Service. The PRB established for the National Capital Planning Commission also makes recommendations to the agency head regarding SES performance awards, rank awards and bonuses. Section 4314(c)(4) requires that notice of appointment of Performance Review Board members be published in the Federal Register. The following persons have been appointed to serve as members of the Performance Review Board for the National Capital Planning Commission: Deidre Flippen, Mary Johnson, Jeff Thomas and Richard E. Tontodonato from August 01, 2013 to August 01, 2015.
Public Comment and Public Meeting on Draft Revisions to the Foreign Missions and International Organizations Element of the Comprehensive Plan for the National Capital: Federal Elements
The National Capital Planning Commission (NCPC), the Planning Commission for the Federal Government within the National Capital Region, intends to release for public comment draft revisions to the Foreign Missions and International Organizations Element of the Comprehensive Plan for the National Capital: Federal Elements. The Comprehensive Plan for the National Capital: Federal Elements addresses matters relating to Federal Properties and Federal Interests in the National Capital Region, and provides a decision-making framework for actions the NCPC takes on specific plans and proposals submitted by Federal government agencies for the NCPC review required by law. The Foreign Missions and International Organizations Element articulates policies that guide federal actions on the location of diplomatic and international activities in Washington, DC to ensure chanceries, ambassadors' residences, and international organizations are located in a manner that is appropriate to the status and dignity of these activities, while enhancing Washington as one of the world's great capitals. Public Comment and Public Meeting on Draft Revisions to the Visitors Element of the Comprehensive Plan for the National Capital: Federal Elements
The National Capital Planning Commission (NCPC), the Planning Commission for the Federal Government within the National Capital Region, intends to release for public comment draft revisions to the Federal Visitors and Commemorative Works Element of the Comprehensive Plan for the National Capital: Federal Elements. The Comprehensive Plan for the National Capital: Federal Elements addresses matters relating to Federal Properties and Federal Interests in the National Capital Region, and provides a decision-making framework for actions the NCPC takes on specific plans and proposals submitted by Federal government agencies for the NCPC review required by law. The Federal Visitors and Commemorative Works Element articulates policies that guide federal actions on supporting visitor services to the National Capital Region as well as guiding actions related to commemoration. Public Comment on the Draft Federal Urban Design Element and the Draft Update to the Federal Preservation and Historic Features Element of the Comprehensive Plan for the National Capital: Federal Elements
The National Capital Planning Commission (NCPC), the Planning Commission for the Federal Government within the National Capital Region, intends to release for public comment a draft new Federal Urban Design Element and draft revisions to the Preservation and Historic Features Element of the Comprehensive Plan for the National Capital: Federal Elements. The Comprehensive Plan for the National Capital: Federal Elements addresses matters relating to Federal Properties and Federal Interests in the National Capital Region, and provides a decision-making framework for actions the NCPC takes on specific plans and proposals submitted by Federal government agencies for the NCPC review required by law. The new Federal Urban Design Element provides policies that will guide the design and management of federal buildings and properties so as to enhance their adjacent public realm. It will also provide a framework for federal actions related to enhancing the overall character of the District of Columbia and the National Capital Region. The Federal Preservation and Historic Features Element articulates policies that guide federal actions preserving Washington's historic character and providing better stewardship of historic resources. All interested parties are invited to submit written comment. The draft Federal Urban Design Element and draft revised Federal Preservation and Historic Features Element will be available online at https://www.ncpc.gov/compplan not later than November 5, 2012. The National Capital Planning Commission (NCPC), the Planning Commission for the Federal Government within the National Capital Region, has released for public comment draft revisions to the Transportation and Federal Workplace Elements of the Comprehensive Plan for the National Capital: Federal Elements. The Comprehensive Plan for the National Capital: Federal Elements addresses matters relating to Federal Properties and Federal Interests in the National Capital Region, and provides a decision-making framework for actions the NCPC takes on specific plans and proposals submitted by Federal government agencies for the NCPC review as required by law. The Transportation Element articulates policies that guide actions on federal employee commuting, transportation investment, and integrating federal facilities into the regional transportation network. The Federal Workplace Element provides policies for the location, development and management of federal workplaces throughout the region. All interested parties are invited to submit written comments and/or attend the public meeting. Intent To Prepare a Tier II Environmental Impact Statement for Proposed Construction of the Smithsonian National Museum of African American History and Culture
Pursuant to section 102(2)(c) of the National Environmental Policy Act (NEPA) of 1969, as implemented by the Council on Environmental Quality (40 CFR parts 1500-1509), and in accordance with the Environmental Policies and Procedures implemented by the National Capital Planning Commission, the SI and NCPC announce their intent, as Joint-Lead Agencies, with NCPC as the Responsible Federal Agency, to prepare a Tier II environmental impact statement (EIS) to assess the potential effects of constructing and operating the National Museum of African American History and Culture (NMAAHC) within the Smithsonian Institution. The Museum will be located on a 217,800 square foot (SF) or 5 acre site bounded by Constitution Avenue, Madison Drive, 14th and 15th Streets, NW., on the National Mall in Washington, DC. A public meeting will be conducted to ensure that all significant issues related to construction and operation of the proposed museum are identified for study in the EIS. SI and NCPC are conducting this NEPA process concurrent with the National Historic Preservation Act (NHPA), section 106 process.

Revised Notice of Intent To Prepare an Environmental Impact Statement for Proposed Construction of the Smithsonian National Museum of African American History and Culture-Public Scoping Meeting on January 4, 2007
The SI and NCPC, as joint lead agencies with NCPC as the Responsible Federal Agency, are confirming the date of the public scoping meeting for the Environmental Impact Statement (EIS) for the proposed construction of the Smithsonian National Museum of African American History and Culture. Notice of the date of the public meeting was provided in the Washington Post on December 5, 2006. The Notice of Intent to Prepare an EIS initially published in the Federal Register/ Volume 71, No. 223/Monday, November 20, 2006 did not include the meeting information. In addition, the comment period, Web site URL, and contact information have changed.
No FEAR Act Notice
The National Capital Planning Commission is publishing this notice under the ``Notification and Federal Employee Antidiscrimination and Retaliation Act of 2002,'' which is known as the No FEAR Act, to inform current employees, former employees, and applicants for NCPC employment of the rights and protections available to them under Federal antidiscrimination, whistleblower protection and retaliation laws.
