DoD, GSA, and NASA are issuing a final rule amending the Federal Acquisition Regulation (FAR) to implement a section of the National Defense Authorization Act for Fiscal Year 2022 that provides a statutory exception to the periodic inflation adjustments of acquisition-related thresholds for certain bond requirements.

This document summarizes the Federal Acquisition Regulation (FAR) rules agreed to by the Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council (Councils) in this Federal Acquisition Circular (FAC) 2023-03. The National Aeronautics and Space Administration (NASA) has adopted a final rule making inflation adjustments to civil monetary penalties within its jurisdiction. This final rule represents the annual 2023 inflation adjustments of monetary penalties. These adjustments are required by the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015.

The National Aeronautics and Space Administration (NASA) is issuing this Request for Information (RFI) to receive input from the public on the barriers and challenges that prevent members of underserved communities (as defined in Executive Order 13985, Advancing Racial Equity and Support for Underserved Communities Through the Federal Government, and Executive Order 14091, Further Advancing Racial Equity and Support for Underserved Communities Through the Federal Government) from participating in NASA's procurements, grants, and cooperative agreements. With this RFI, NASA is seeking for the public to provide specific feedback on the procurement, grant, and cooperative agreement regulations, policies, practices, and processes that deter entities from pursuing opportunities for NASA procurements, grants, and cooperative agreements. NASA will review inputs received and may use this information to evaluate, implement, modify, expand, and streamline procurements, grants, cooperative agreements, regulations, policies, practices, and processes to remove systemic inequitable barriers and challenges facing members of underserved communities.

The National Aeronautics and Space Administration (NASA) issued a document that appeared in the Federal Register on March 2, 2023, concerning a Request for Information (RFI) on behalf of the Biden-Harris Administration's Greenhouse Gas Monitoring & Measurement Interagency Working Group (GHG IWG), established by the Office of Science & Technology Policy, White House Climate Policy Office, and Office of Management and Budget. The deadline for submitting comments is being extended from April 4, 2023, to April 19, 2023. The GHG IWG seeks to receive input from the public on the draft Federal Strategy to Advance an Integrated U.S. Greenhouse Gas Monitoring & Information System (GHGMIS Strategy) that is posted on the NASA Solicitation and Proposal Integrated Review and Evaluation System's (NSPIRES). The GHG IWG will use information received to inform the drafting of the final version of the GHGMIS Strategy and in discussions on potential partnerships related to demonstration projects.
