Also, this final rule implements the narrowly targeted exception to this allowable cost limit for scientists, engineers, or other specialists upon an agency determination that such exceptions are needed to ensure that the executive agency has continued access to needed skills and capabilities.

DoD, GSA, and NASA are issuing a final rule amending the Federal Acquisition Regulation (FAR) to implement Executive Order 13673, Fair Pay and Safe Workplaces, which is designed to increase efficiency and cost savings in Federal contracting by improving contractor compliance with labor laws. The Department of Labor is simultaneously issuing final Guidance to assist Federal agencies in implementation of the Executive Order in conjunction with the FAR final rule.

This notice is issued in accordance with 35 U.S.C. 209(e) and 37 CFR 404.7(a)(1)(i). The National Aeronautics and Space Administration (NASA) hereby gives notice of its intent to grant an exclusive license in the United States to practice the inventions described and claimed in U.S. Patent Number 8,401,217, titled ``Extreme Low Frequency Acoustic Measurement System,'' NASA Case Number LAR- 17317-1, and U.S. Patent Application Serial Number 13/771,735, titled ``Extreme Low Frequency Acoustic Measurement System,'' NASA Case Number LAR-17317-2, to Infrasonix Inc., having its principal place of business in Lawrenceville, GA. The fields of use may be limited to, but not necessarily limited to, human and/or animal healthcare. Certain patent rights in these inventions have been assigned to the United States of America as represented by the Administrator of the National Aeronautics and Space Administration. The prospective exclusive license will comply with the terms and conditions of 35 U.S.C. 209 and 37 CFR 404.7.

Notice of Centennial Challenges Space Robotics Challenge

This notice is issued in accordance with 51 U.S.C. 20144(c). The Space Robotics Challenge is open and teams that wish to compete may now register. Centennial Challenges is a program of prize competitions to stimulate innovation in technologies of interest and value to NASA and the nation. The Space Robotics Challenge is a prize competition with a $1,000,000 total prize purse to be divided among teams that develop software to increase the autonomy of dexterous humanoid robots. Teams will use software to control a simulated R5 to resolve problems in a virtual environment. NASA is providing the prize purse. Space Center Houston in partnership with Nine Sigma will manage the challenge.
