This notice is issued in accordance with 42 U.S.C. 2459f-1(d). The 2009 Regolith Excavation Challenge is now scheduled and teams that wish to compete may now register. The NASA Centennial Challenges is a program of prize contests to stimulate innovation and competition in technologies of interest and value to NASA and the nation. The Regolith Excavation Challenge promotes the development of new methods and technologies to excavate lunar regolith (lunar dirt). Excavation is a necessary step towards lunar resource utilization. The unique physical properties of lunar regolith make excavation an extremely difficult technical challenge. To qualify to win a prize, teams competing in the 2009 Regolith Excavation Challenge must build tele-robotic and/or autonomously operating systems that will excavate simulated lunar regolith and deliver it to a collector.

NASA hereby gives notice of its intent to grant an exclusive license worldwide to practice the invention described and claimed in U.S. Patent No. 7,094,045, entitled``Microencapsulation System and Method'', U.S. Patent No. 7,295,309, entitled ``Microparticle Analysis System and Method'' to NuVue Therapeutics, Inc. (formerly known as Critical Care Innovations, Inc.), having its principal place of business in Fairfax, Virginia. The fields of use are for both clinical and veterinary applications in the production and applications of microcapsules and microencapsulation of all cyto-toxic anti-cancer drugs. Also included are externally- triggered microcapsules including the use of ultrasound and magnetic flux triggering technologies, in situ activation inside microcapsules, cell encapsulation, and urokinase and DNA measurement of metastasis for diagnostic testing. The patent rights in these inventions have been assigned to the United States of America as represented by the Administrator of the National Aeronautics and Space Administration. The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council (Councils) have agreed on a final rule amending the Federal Acquisition Regulation (FAR) to implement Section 6 of the Sudan Accountability and Divestment Act of 2007. Section 6 requires certification in each contract entered into by an Executive Agency that the contractor does not conduct certain business operations in Sudan. In addition, the Councils added Burma to the list of countries from which most imports are prohibited. This action was taken in accordance with Executive Order (E.O.) 13310, Blocking Property of the Government of Burma and Prohibiting Certain Transactions, and E.O. 13448, Blocking the Property and Prohibiting Certain Transactions Related to Burma.
