Notice is hereby given that the U.S. International Trade Commission has determined to review in-part an initial determination (``ID'') (Order No. 11) of the presiding administrative law judge (``ALJ'') granting Complainant's motion for summary determination of section 337 violation by Respondents found in default. On review, the Commission has determined to modify the ID to set aside the expenses relating to Complainant's patent and trademark prosecution and maintenance in the ID's domestic industry analysis. The Commission has determined not to review the remainder of the ID. The Commission's determination results in a determination of a violation of section 337. Accordingly, the Commission requests written submissions, under the schedule set forth below, on remedy, the public interest, and bonding.

Notice is hereby given that the presiding administrative law judge (``ALJ'') has issued a recommended determination on remedy and bonding in the above-captioned investigation. The Commission is soliciting submissions from the public on any public interest issues raised by the recommended relief. The ALJ recommended that a limited exclusion order issue against certain automated teller machines, ATM products, components thereof, and products containing the same, imported by respondents Nautilus Hyosung Inc. of Seoul, South Korea; Nautilus Hyosung America Inc. of Irving, Texas; and HS Global, Inc. of Brea, California (collectively, ``Nautilus''). The ALJ also recommended that cease and desist orders be directed to Nautilus. Parties are to file public interest submissions pursuant to 19 CFR 210.50(a)(4).

The Commission hereby gives notice of the scheduling of a full review pursuant to the Tariff Act of 1930 (``the Act'') to determine whether revocation of the antidumping duty order on raw-in-shell pistachios from Iran would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time. The Commission has determined to exercise its authority to extend the review period by up to 90 days.

Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on November 2, 2016, under section 337 of the Tariff Act of 1930, as amended, on behalf of Pacific Biosciences of California, Inc. of Menlo Park, California. The complaint alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain single- molecule nucleic acid sequencing systems and reagents, consumables, and software for use with same by reason of infringement of certain claims of U.S. Patent No. 9,404,146 (``the '146 patent''). The complaint further alleges that an industry in the United States exists as required by subsection (a)(2) of section 337. The complainant requests that the Commission institute an investigation and, after the investigation, issue a limited exclusion order and cease and desist orders.

The Commission hereby gives notice of the scheduling of the final phase of antidumping investigation No. 731-TA-1315 (Final) pursuant to the Tariff Act of 1930 (``the Act'') to determine whether an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports of ferrovanadium from Korea, provided for in subheading 7202.92.00 of the Harmonized Tariff Schedule of the United States, preliminarily determined by the Department of Commerce to be sold at less than fair value.\1\

Notice is hereby given that the presiding administrative law judge (``ALJ'') has issued a recommended determination on remedy and bonding in the above-captioned investigation. The Commission is soliciting submissions from the public on any public interest issues raised by the recommended relief. The ALJ recommended that a limited exclusion order issue against certain air mattress systems, components thereof, and methods of using the same, imported by respondents Sizewise Rentals LLC of Kansas City, Missouri; American National Manufacturing Inc. of Corona, California; and Dires LLC and Dires LLC d/b/a Personal Comfort Beds of Orlando, Florida (collectively, ``Respondents''). The ALJ did not recommend that cease and desist orders issue as to the respondents found to infringe by the Commission. The ALJ found that Respondents did not show that the remedial orders to be issued by the Commission would have an adverse effect on public health and welfare in the United States, competitive conditions in the United States economy, the production of like or directly competitive products in the United States, or United States consumers. Parties are to file public interest submissions pursuant to 19 CFR 210.50(a)(4).

The Commission hereby gives notice of the institution of investigations and commencement of preliminary phase antidumping and countervailing duty investigation Nos. 701-TA-566 and 731-TA-1342 (Preliminary) pursuant to the Tariff Act of 1930 (``the Act'') to determine whether there is a reasonable indication that an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports of softwood lumber from Canada, provided for in subheadings 4407.10.01, 4409.10.05, 4409.10.10, 4409.10.20, 4409.10.90, 4418.90.25. Subject merchandise may also be classified in subheadings 4415.20.40, 4415.20.80, 4418.90.46, 4421.90.70, 4421.90.94, and 4421.90.97 of the Harmonized Tariff Schedule of the United States, that are alleged to be sold in the United States at less than fair value and alleged to be subsidized by the Government of Canada. Unless the Department of Commerce extends the time for initiation, the Commission must reach a preliminary determination in antidumping and countervailing duty investigations in 45 days, or in this case by January 9, 2017. The Commission's views must be transmitted to Commerce within five business days thereafter, or by January 17, 2017.

The Commission hereby gives notice that it has instituted reviews pursuant to the Tariff Act of 1930 (``the Act''), as amended, to determine whether revocation of the antidumping and countervailing duty orders on cut-to-length carbon-quality steel plate (``CTL plate'') from India, Indonesia, and Korea would be likely to lead to continuation or recurrence of material injury. Pursuant to the Act, interested parties are requested to respond to this notice by submitting the information specified below to the Commission.

Notice is hereby given that the U.S. International Trade Commission has determined not to review the presiding administrative law judge's (``ALJ'') initial determinations (``IDs'') (Order Nos. 57- 59), terminating the above-captioned investigation as to the remaining respondents Fujitsu Ten Limited of Hyogo-ken, Japan and Fujitsu Ten Corp. of America, Inc. of Novi, Michigan (collectively, ``Fujitsu Ten''); Renesas Electronics Corporation of Tokyo, Japan and Renesas Electronics America, Inc. of Santa Clara, California (collectively, ``Renesas''); and Honda Motor Co., Ltd. of Tokyo, Japan; Honda North America, Inc., American Honda Motor Co., Inc., and Honda R&D Americas, Inc., all of Torrance, California; Honda Engineering North America, Inc. and Honda of America Mfg., Inc., both of Marysville, Ohio; Honda Manufacturing of Alabama, LLC of Lincoln, Alabama; and Honda Manufacturing of Indiana, LLC of Greensburg, Indiana (collectively, the ``Honda respondents'') based on patent license agreements. Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on October 14, 2016, under section 337 of the Tariff Act of 1930, as amended, 19 U.S.C. 1337, on behalf of Qualcomm Incorporated of San Diego, California. The complaint alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain mobile electronic devices by reason of infringement of certain claims of U.S. Patent No. 8,095,082 (``the '082 patent''); U.S. Patent No. 7,999,384 (``the '384 patent''); U.S. Patent No. 7,548,407 (``the '407 patent''); U.S. Patent No. 8,497,928 (``the '928 patent'') and U.S. Patent No. 7,949,367 (``the '367 patent''). The complaint further alleges that an industry in the United States exists as required by subsection (a)(2) of section 337. The complainant requests that the Commission institute an investigation and, after the investigation, issue a limited exclusion order and cease and desist orders.

Notice is hereby given that the U.S. International Trade Commission has determined not to review a final initial determination (``ID'') issued by the presiding administrative law judge (``ALJ''), finding a violation of section 337 of the Tariff Act of 1930, as amended. The Commission has also set a schedule for briefing on remedy, the public interest, and bonding.

The Commission has prepared and published annual reports in this series under investigation No. 332-345, Recent Trends in U.S. Services Trade, since 1996. The 2017 report, which the Commission plans to publish in May 2017, will provide aggregate data on cross-border trade in services for the period ending in 2015, and transactions by affiliates based outside the country of their parent firm for the period ending in 2014. The report's analysis will focus on professional services (including accounting and auditing, architecture and engineering, legal services, and business management and consulting).The Commission is inviting interested members of the public to furnish information and views in connection with the 2017 report.
