Additional Exemption for Mutual Funds and Unit Investment Trusts Under 18 U.S.C. 208(b)(2)
The Office of Government Ethics is issuing an interim rule amendment that permits Government employees to participate in certain particular matters of general applicability affecting mutual funds and unit investment trusts, notwithstanding the employees' disqualifying financial interest under 18 U.S.C. 208(a) arising from the ownership of mutual funds or unit investment trusts.
Proposed Collection; Comment Request for Modified OGE Form 201 Ethics Act Access Form
After this first round notice and public comment period, OGE plans to submit a modified OGE Form 201 to the Office of Management and Budget (OMB) for review and three-year approval under the Paperwork Reduction Act. The OGE Form 201 is used by persons for requesting access to executive branch public financial disclosure reports and other covered records. OGE is proposing three modifications to the form: Clarifying the prohibited uses statement; updating the Privacy Act Statement summary and the edition date. The modified form will replace the existing one.
Proposed Revisions to the Executive Branch Confidential Financial Disclosure Reporting Regulation
The Office of Government Ethics proposes to amend the executive branch regulation regarding confidential financial disclosure. The proposed amendments would change the dates of the annual reporting period; change the annual filing date; clarify the criteria for designating confidential filers; narrow the information required to be reported; create a separate ``report contents'' section for confidential reports; and highlight an existing provision regarding alternative financial conflict of interest review systems. The rule also would include new examples to illustrate these changes, a technical amendment to delete an obsolete provision, and minor conforming amendments.
Proposed Collection; Comment Request for Modified OGE Form 450 Executive Branch Confidential Financial Disclosure Report
The Office of Government Ethics intends to modify the Executive Branch Confidential Financial Disclosure Report form (hereafter, OGE Form 450), to improve its clarity and design and change to some extent the information that it collects. After this first round notice and public comment period, OGE plans to submit a modified OGE Form 450 to the Office of Management and Budget (OMB) for review and three-year extension of approval under the Paperwork Reduction Act. The modified OGE Form 450 would be used for confidential financial disclosure reporting under OGE's proposed amended executive branch regulations, once those regulatory revisions are finalized.
Submission for OMB Review; Comment Request for Unmodified Qualified Trust Model Certificates and Model Trust Documents
The Office of Government Ethics has submitted the executive branch qualified trust model certificates and model trust documents to the Office of Management and Budget (OMB) for review and two-year extension of approval under the Paperwork Reduction Act. A total of twelve OGE model certificates and model documents for qualified trusts are involved. OGE is proposing no changes to these forms.

Technical Updating Amendments to Executive Branch Financial Disclosure and Standards of Ethical Conduct Regulations
The Office of Government Ethics is updating its executive branch regulation on financial disclosure to reflect the retroactive statutory increase of the reporting thresholds for gifts and travel reimbursements. In addition, OGE is similarly raising the widely attended gatherings nonsponsor gifts exception dollar ceiling under the executive branchwide standards of ethical conduct regulation.
Study Evaluating, and Making Recommendations for Improving, the Financial Disclosure Process for Employees of the Executive Branch; Opportunity for Comment
The Office of Government Ethics is conducting a study, pursuant to the Intelligence Reform and Terrorism Prevention Act of 2004, to evaluate and recommend improvements to the public financial disclosure process for employees of the executive branch. This notice indicates the pendency of OGE's study and provides the public and agencies the opportunity to comment.
