The U.S. Government Accountability Office (GAO) has issued its 2018 revision to Government Auditing Standards, known as the ``Yellow Book.'' To help ensure that the standards continue to meet the needs of the government auditing community, the Comptroller General of the United States established the Yellow Book Advisory Council to provide input on revisions to the Yellow Book. This 2018 revision of the standards includes the Advisory Council's input regarding the changes. It also includes input from public comments received on the 2017 exposure draft. The changes contained in the 2018 revision to Government Auditing Standards reflect major developments in the auditing, accountability, and financial management professions. The 2018 revision to Government Auditing Standards is available in electronic format for download from GAO's web page at www.gao.gov using GAO-18-568G as a report number. It will also be available for sale in hardcopy from the Government Publishing Office in the near future at https://bookstore.gpo.gov or other GPO locations listed there. GAO-18- 568G may be used to find its GPO stock number and ISBN.

The Medicare Access and CHIP Reauthorization Act of 2015 established the Physician-Focused Payment Model Technical Advisory Committee to provide comments and recommendations to the Secretary of Health and Human Services on physician payment models, and gave the Comptroller General responsibility for appointing its members. GAO is now accepting nominations of individuals for this committee.

The Patient Protection and Affordable Care Act gave the Comptroller General of the United States responsibility for appointing 19 members to the Board of Governors of the Patient-Centered Outcomes Research Institute. In addition, the Directors of the Agency for Healthcare Research and Quality and the National Institutes of Health, or their designees, are members of the Board. As the result of terms ending in September 2018, GAO is accepting nominations in the following categories required in statute: A physician, a nurse, a representative of patients and health care consumers, a representative of private payers, a representative of a state or a federal health program or agency, and a representative of pharmaceutical, device, or diagnostic manufacturers or developers. This document amends the Government Accountability Office's (GAO) Bid Protest Regulations, promulgated in accordance with the Competition in Contracting Act of 1984 (CICA), to implement the requirements in sec. 1501 of the Consolidated Appropriations Act for Fiscal Year 2014, which was enacted on January 14, 2014. These amendments implement the legislation's direction to establish and operate an electronic filing and document dissemination system for the filing of bid protests with GAO. The amendments also include administrative changes to reflect current practice, to streamline the bid protest process, and to make clerical corrections.

The Balanced Budget Act of 1997 established the Medicare Payment Advisory Commission (MedPAC) and gave the Comptroller General responsibility for appointing its members. GAO is now accepting nominations for MedPAC appointments that will be effective in May 2018. Letters of nomination and resumes should be submitted no later than February 23, 2018 to ensure adequate opportunity for review and consideration of nominees prior to appointment of new members.
