General Services Administration August 2024 – Federal Register Recent Federal Regulation Documents

Under the provisions of the Paperwork Reduction Act, OES is proposing new data collection activities conducted for the National Evaluation of the American Rescue Plan (ARP). The objective of this project is to provide a systematic look at the contributions of selected ARP-funded programs toward achieving equitable outcomes to inform program design and delivery across the Federal Government. The project will include in-depth, cross-cutting evaluations and data analysis of selected ARP programs, especially those with shared outcomes, common approaches, or overlapping recipient communities; and targeted, program-specific analyses to fill critical gaps in evidence needs. This information collection request is for three mixed or multi-method evaluations under the American Rescue Plan National Evaluation Generic Clearance (OMB #: 3090-0332, expires May 31, 2027).

DoD, GSA, and NASA are proposing to amend the Federal Acquisition Regulation (FAR) to implement a section of the Construction Consensus Improvement Act of 2021 that prohibits the use of reverse auctions for certain construction services.

This document is issued under the joint authority of DoD, GSA, and NASA. This Small Entity Compliance Guide has been prepared in accordance with section 212 of the Small Business Regulatory Enforcement Fairness Act of 1996. DoD, GSA, and NASA are issuing a final rule amending a Federal Acquisition Regulation (FAR) provision to align the penalties language with the equivalent penalties language at an associated FAR clause.

In accordance with the Paperwork Reduction Act of 1995, and the Office of Management and Budget (OMB) regulations, GSA invites the public to comment on a request to review and approve an extension of a previously approved information collection requirement regarding Hazardous Material Information.

The GSA FY 2025 per diem reimbursement rates review has resulted in lodging and meal allowance changes for certain locations within CONUS to provide for reimbursement of Federal employees' subsistence expenses while on official travel.

This agenda announces the proposed regulatory actions that GSA plans for the next 12 months and those that were completed since the fall 2023 edition. This agenda was developed under the guidelines of Executive Orders 12866, "Regulatory Planning and Review," Executive Order 13563, "Improving Regulation and Regulatory Review" and Executive Order 14094, "Modernizing Regulatory Review." GSA's purpose in publishing this agenda is to allow interested persons an opportunity to participate in the rulemaking process. GSA also invites interested persons to recommend existing significant regulations for review to determine whether they should be modified or eliminated. Because publication in the Federal Register is mandated for the regulatory flexibility agendas required by the Regulatory Flexibility Act (5 U.S.C. 602), GSA's printed agenda entries include only: (1) Rules that are in the agency's regulatory flexibility agenda, in accordance with the Regulatory Flexibility Act, because they are likely to have a significant economic impact on a substantial number of small entities; and (2) Any rules that the agency has identified for periodic review under section 610 of the Regulatory Flexibility Act. GSA's Office of Technology Policy is hosting an Emerging Trends and Policy Symposium to bring the Federal, academia, and industry communities together for a series of presentations and a fireside chat to discuss trends and policies that foster innovation within the field of artificial intelligence.

In accordance with the Paperwork Reduction Act of 1995, and the Office of Management and Budget (OMB) regulations, GSA invites the public to comment on a revision to existing information collection 3090-0310, to add a Nondiscrimination in Federal Financial Assistance for Real Property Recipients form. This information is needed to facilitate nondiscrimination in GSA's Federal Financial Assistance Programs, consistent with Federal civil rights laws and regulations that apply to recipients of Federal financial assistance.

The General Services Administration is amending the General Services Administration Acquisition Regulations (GSAR) to standardize and simplify the Multiple Award Schedule clauses for economic price adjustments. This rule removes certain economic price adjustment requirements within these clauses to better align with commercial standards and practices.

GSA is issuing a correction to GSAR Case 2022-G506; Standardizing the Identification of Deviations in the General Services Administration Acquisition Regulation; which published in the Federal Register on Jul 3, 2024, and is effective August 2, 2024. This correction makes an update to the reference to "commercial Services".
