Draft Environmental Impact Statement and Draft Finding of No Practicable Alternative for the Expansion and Modernization of the Raul Hector Castro Land Port of Entry and Proposed Commercial Land Port of Entry in Douglas, Arizona
This notice announces the availability of the Draft Environmental Impact Statement (DEIS), which examines the potential environmental impacts from the expansion and modernization of the Raul Hector Castro (RHC) Land Port of Entry (LPOE) in Douglas, Arizona, and construction of a new Commercial LPOE to address various operational, capacity, and safety issues associated with the existing facility. The existing RHC LPOE is owned and managed by GSA and is operated by the U.S. Department of Homeland Security's Customs and Border Protection (CBP). The DEIS describes the purpose and need for the project; alternatives considered; the existing environment that could be affected; the potential impacts resulting from each of the alternatives; and proposed best management practices and/or mitigation measures. The DEIS also includes the Draft Finding of No Practicable Alternative (FONPA), which provides a floodplain assessment and statement of findings as a result of construction in a floodplain at the RHC LPOE.
Submission for OMB Review; Nondiscrimination in Federal Financial Assistance Programs, GSA Form 3702
Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat Division will be submitting to the Office of Management and Budget (OMB) a request to review and approve an existing information collection requirement regarding OMB Control No: 3090-0310; Nondiscrimination in Federal Financial Assistance Programs, GSA 3702. This information is needed to facilitate nondiscrimination in GSA's Federal Financial Assistance Programs, consistent with Federal civil rights laws and regulations that apply to recipients of Federal financial assistance.
Request for Nominations; Federal Secure Cloud Advisory Committee
GSA is seeking nominations for membership to the Federal Secure Cloud Advisory Committee (hereinafter ``the Committee'' or ``the FSCAC''), a Federal advisory committee required by statute.
Federal Travel Regulation (FTR); Constructive Cost
GSA is issuing a final rule amending the Federal Travel Regulation (FTR) to clarify the calculation of ``constructive cost'' as it relates to temporary duty (TDY) travel. GSA is also making technical changes regarding what method of transportation agencies should compare privately owned vehicle costs to when preparing a constructive cost analysis. These clarifications are intended to produce better estimates for agency decision makers.
Civil Monetary Penalties Inflation Adjustment
In accordance with the Federal Civil Penalties Inflation Adjustment Act of 1990, as amended by the Debt Collection Improvement Act of 1996, and further amended by the Federal Civil Penalties Inflation Adjustment Act Improvement Act of 2015, this final rule applies the inflation adjustments for GSA's civil monetary penalties.
