Business Standards Council Review of Real Property Management Federal Integrated Business Framework Draft Business Data Elements: Request for Public Comment
This notice informs the public of the opportunity to provide input on the proposed real property management business data elements that have been created in support of Federal shared services. This input will be used in the formulation of business standards for Federal real property management.
Federal Acquisition Regulation: Disclosure of Greenhouse Gas Emissions and Climate-Related Financial Risk
DoD, GSA, and NASA issued a proposed rule on November 14, 2022, proposing to amend the Federal Acquisition Regulation (FAR) to implement a requirement to ensure certain Federal contractors disclose their greenhouse gas emissions and climate-related financial risk and set science-based targets to reduce their greenhouse gas emissions. The deadline for submitting comments is being extended from January 13, 2023, to February 13, 2023, to provide additional time for interested parties to provide comments on the proposed rule.

GSA Bulletin FTR 23-04 clarifies, highlights, and reminds agencies that they have the authority under the Federal Travel Regulation (FTR) to reimburse emergency travel expenses for employees on temporary duty travel (TDY) and en route relocation travel who are either incapacitated by illness or injury not due to their own misconduct.

General Services Administration Acquisition Regulation (GSAR); Streamline GSA Commercial Contract Clause Requirements
The General Services Administration (GSA) is proposing to amend the General Services Administration Acquisition Regulation (GSAR) to clarify and streamline the clauses contracting officers should reference in GSA acquisitions for commercial products and commercial services. The rulemaking proposes to update several clauses and other related parts by eliminating out of date references and any requirements that are not necessary by law.
Information Collection; Examination of Records by Comptroller General and Contract Audit
In accordance with the Paperwork Reduction Act of 1995, and the Office of Management and Budget (OMB) regulations, DoD, GSA, and NASA invite the public to comment on an extension concerning examination of records by Comptroller General and contract audit. DoD, GSA, and NASA invite comments on: whether the proposed collection of information is necessary for the proper performance of the functions of Federal Government acquisitions, including whether the information will have practical utility; the accuracy of the estimate of the burden of the proposed information collection; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the information collection on respondents, including the use of automated collection techniques or other forms of information technology. OMB has approved this information collection for use through May 31, 2023. DoD, GSA, and NASA propose that OMB extend its approval for use for three additional years beyond the current expiration date.

This technical amendment includes correcting GSAR provision and clause designation and prescription errors as well as fixing mistakes regarding the incorporation of GSAR provisions and clauses.

General Services Administration Acquisition Regulation (GSAR); Clarify Commercial Products and Services Contract Terms and Conditions
The General Services Administration (GSA) is issuing a final rule amending the General Services Administration Acquisition Regulation (GSAR) to make technical amendments to GSAR clause 552.212-4 regarding commercial items and its prescribing section. This GSAR clause is a deviation to FAR clause 52.212-4. These technical amendments update obsolete references, correct typographical errors, and make minor editorial changes to improve clarity of GSA's deviation to FAR clause 52.212-4.
Notice of Intent To Prepare a Supplemental Environmental Impact Statement (SEIS) for the International Falls Land Port of Entry Modernization and Expansion Project in International Falls, Minnesota
The GSA intends to prepare a Supplemental Environmental Impact Statement (SEIS) and conduct the Section 106 Process of the National Historic Preservation Act (NHPA) to address proposed improvements at the International Falls Land Port of Entry (LPOE), including site expansion (up to 20.5 acres), demolition, and new construction. This NOI also announces the public scoping process for the SEIS.
