Federal Acquisition Regulation: Section 508-Based Standards in Information and Communication Technology; Correction.
On March 31, 2020, DoD, GSA, and NASA published a rule proposing to amend the Federal Acquisition Regulation (FAR) to incorporate recent revisions and updates to accessibility standards issued by the U.S. Access Board pursuant to section 508 of the Rehabilitation Act of 1973. DoD, GSA, and NASA are making editorial changes to correct amendatory instructions.
Modernizing Services for Regulation Management
The General Services Administration's (GSA) Office of Regulation Management within the Office of Government-wide Policy is announcing amendments to notice MR-2019-01, dated December 30, 2019. The public meeting that was originally announced for March 25, 2020, has been rescheduled to April 30, 2020. The meeting will be held via web conference. The comment period has also been extended from April 30, 2020, to June 3, 2020. GSA is seeking public comment on any matters related to the modernization of Electronic Rulemaking Management. Background information on specific topics will be provided in electronic format through the regulations.gov docketing system to help inform the public on known issues around which to focus their input. Comments will be accepted electronically.

Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat Division has submitted to the Office of Management and Budget (OMB) a request to review and approve a revision and renewal of a previously approved information collection requirement regarding payments to small business subcontractors.

Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat Division has submitted to the Office of Management and Budget (OMB) a request to review and approve a revision and renewal of a previously approved information collection requirement regarding examination of records by Comptroller General and contract audit.
Office of Acquisition Policy; Establishment of Online Portal for GSA Guidance Documents
In accordance with Executive Order (E.O.) 13891, ``Promoting the Rule of Law Through Improved Agency Guidance Documents,'' dated October 9, 2019, and Office of Management and Budget (OMB) Memorandum M-20-02, dated October 31, 2019, GSA established an online portal for the public to access GSA guidance documents. Although GSA did not identify agency guidance that falls under the auspices of E.O. 13891 in terms of effecting the behavior of regulated parties, the portal provides links to GSA program web pages, which contain internal GSA guidance documents, in support of the intent of E.O. 13891.
Federal Acquisition Regulation: Construction Contract Administration
DoD, GSA, and NASA are proposing to amend the Federal Acquisition Regulation (FAR) to implement a section of the John S. McCain National Defense Authorization Act for Fiscal Year 2019, which requires agencies to provide a notice along with the solicitation to prospective bidders and offerors regarding definitization of requests for an equitable adjustment related to change orders under construction contracts.
