The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council (the Councils) have adopted as final, with changes, the interim rule amending the Federal Acquisition Regulation (FAR) to implement the American Recovery and Reinvestment Act of 2009 (Recovery Act) with respect to sections 902, 1514, and 1515.

The General Services Administration (GSA) is issuing a final rule amending GSA Acquisition Regulation (GSAR) which provides requirements for publicizing contract actions.

Under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35), the Regulatory Secretariat will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension to a previously approved information collection requirement concerning contract financing.

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council (Councils) are proposing to amend the Federal Acquisition Regulation (FAR) to provide additional regulatory coverage in Subpart 4.13 and in clause 52.204-9 to reinforce the requirement of collecting from contractors all forms of Government provided identification once they are no longer needed to support a contract.

This notice announces GSA Bulletin FMR B-26. GSA Bulletin FMR B-26 provides guidance to Federal agencies relative to the accountability and control of Executive agency personal property. This guidance is of a general nature, and intended to steer agencies towards considering controls where reasonable controls may be lacking or non- existent. Pursuant to subsection o(2) of the Privacy Act, 5 U.S.C. 552a, GSA is providing notice of a proposed computer match. The purpose of this match is to identify individuals who are improperly receiving transit benefits.

Under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35), the Regulatory Secretariat will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension of a previously approved information collection requirement concerning the examination of records by comptroller general and contract audit. A request for public comments was published in the Federal Register at 75 FR 10268, on March 5, 2010. No comments were received.

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council (Councils) are seeking information that will assist in determining how best to amend the Federal Acquisition Regulation (FAR) to enable public posting of contract actions, should such posting become a requirement in the future, without compromising contractors' proprietary and confidential commercial or financial information. This transparency effort is intended to promote efficiency in Government contracting through an open acquisition process and improve Federal spending accountability consistent with the Administration's memorandum entitled Transparency and Open Government (January 21, 2009) (Published in the Federal Register at 74 FR 4685, January 26, 2009).

Under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35), the Regulatory Secretariat will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension of a previously approved information collection requirement concerning preaward survey forms (Standard Forms 1403, 1404, 1405, 1406, 1407, and 1408.) A request for public comments was published in the Federal Register at 75 FR 4564, January 28, 2010. No comments were received.

This notice announces that GSA is posting online a proposed FTR bulletin that contains the data dictionary that large Federal agencies must use in collecting data regarding employee relocation and in reporting such data to GSA. Proposed GSA Bulletin FTR 10-XXX may be viewed on GSA's Web site at https://www.gsa.gov/relopolicy. By this Notice, GSA is seeking comment on the proposed bulletin. After a review of the comments received, a final bulletin will be posted on the GSA Web site and will be announced in the Federal Register.

The notice, OMB Control No. 9000-0166, American Recovery and Reinvestment ActOne-time Reporting Requirements for Prime Contractors published in the Federal Register is being withdrawn and no longer is accepting comments.

The notice, OMB Control No. 9000-0168, American Recovery and Reinvestment ActOne-time Reporting, Compensation Requirements published in the Federal Register is being withdrawn and no longer is accepting comments.

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council (Councils) propose to amend the Federal Acquisition Regulation (FAR) to implement Executive Order 13494, Economy in Government Contracting, issued on January 30, 2009, and amended on October 30, 2009. This order treats as unallowable the costs of any activities undertaken to persuade employees, whether employees of the recipient of Federal disbursements or of any other entity, to exercise or not to exercise, or concerning the manner of exercising, the right to organize and bargain collectively through representatives of the employee's own choosing.

GSA, DOD, and NASA are issuing a final rule amending the Federal Acquisition Regulation (FAR) to implement Executive Order (E.O.) 13502, Use of Project Labor Agreements for Federal Construction Projects. The E.O. encourages the use of project labor agreements for large-scale Federal construction projects in order to promote economy and efficiency in Federal procurement.

The General Services Administration (GSA) has reviewed the per diem rates for certain locations in the States of Kansas, New Mexico, New York, Rhode Island and Texas and determined that they are inadequate.

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council (Councils) are issuing a final rule amending the Federal Acquisition Regulation (FAR) to implement the Federal Awardee Performance and Integrity Information System (FAPIIS), as required by section 872 of the Duncan Hunter National Defense Authorization Act for Fiscal Year 2009. FAPIIS is designed to improve the Government's ability to evaluate the business ethics and expected performance quality of prospective contractors and protect the Government from awarding contracts to contractors that are not responsible sources.
