The General Services Administration (GSA) proposes to establish a system of records subject to the Privacy Act of 1974, 5 U.S.C. 552a. This system of records notice is for the GSA Smart Card Program (GSA/CIO-1), which covers the Homeland Security Presidential Directive 12, Policy for a Common Identification Standard for Federal Employees and Contractors (HSPD-12), process after adjudication and determines if the individual can receive identification (ID) card. The records include both mandatory and optional information necessary to the request for an ID card, registration, verification, and issuance procedures, the index/database of active and invalid ID cards, and the information stored on the ID cards. The system may include records of individuals who entered and exited Federal facilities or accessed systems. The GSA Smart Card Program will ensure the safety and security of Federal facilities, information systems, and their occupants and users, by verifying that all persons entering Federal facilities, using Federal information resources, or accessing classified information are authorized to do so. The system also will track and control identification ID cards issued to individuals for these purposes.

Under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35), the Federal Acquisition Regulation (FAR) Secretariat has submitted to the Office of Management and Budget (OMB) a request to review and approve an extension of a currently approved information collection requirement concerning Government Property. A request for public comments was published in the Federal Register at 71 FR 40999, on July 19, 2006. No public comments were received. Public comments are particularly invited on: Whether this collection of information is necessary for the proper performance of functions of the FAR, and whether it will have practical utility; whether our estimate of the public burden of this collection of information is accurate, and based on valid assumptions and methodology; ways to enhance the quality, utility, and clarity of the information to be collected; and ways in which we can minimize the burden of the collection of information on those who are to respond, through the use of appropriate technological collection techniques or other forms of information technology.

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council (Councils) are proposing to amend the Federal Acquisition Regulation (FAR) to revise the policies and procedures for contract debts.

The General Services Administration (GSA) is providing notice of a revision to the record system Personnel Security Files (GSA/HRO- 37). The system provides control over personnel security. The revisions ensure that the system of records meet the requirements of Homeland Security Presidential Directive 12 (HSPD-12) and that individuals be fully informed about collection of their personal information.

Notice is hereby given of the appointment of members of the GSA Performance Review Board.

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council (Councils) are proposing to amend the Federal Acquisition Regulation (FAR) to implement recommendations to revise the regulations related to the administration of the Cost Accounting Standards (CAS).
