Currently, CNCS is soliciting comments concerning its proposed surveys to be conducted for its Process Evaluation of the Social Innovation Fund (SIF) Pay for Success (PFS) Grant Program. The study involves two major survey data collection activities: (1) Grantee Survey, and (2) Subgrantee/Subrecipient Survey. CNCS funded eight grantees in 2014 to provide technical assistance to community organizations and state or local government agencies (referred to as subgrantees/subrecipients) to assist them to determine feasibility of implementing PFS projects in a particular state or locality and to negotiate the terms and structure of the PFS deals (for PFS projects determined feasible). CNCS expects to fund approximately four additional grantees in 2015 and potentially an additional six grantees in 2016 (pending continuation of the grant program). Each grantee is expected to receive three years of funding. Responses will be collected from all current and future SIF PFS grantees and their subgrantees/ subrecipients annually for the duration of their SIF PFS funding. The completion of this information collection is not required to be considered for or to obtain grant funding support from the SIF PFS program. The evaluation will examine the extent to which multiple streams of national service are integrated and complement one another in each project; determine whether and how community capacity is being developed and sustained; and examine the Operation AmeriCorps grant making process to determine if this type of grant could be successfully used in future grants competitions. Researchers from CNCS will collect qualitative and quantitative data from grantees and their partners, AmeriCorps members, member supervisors, and program beneficiaries. Operation AmeriCorps grantees are required to participate in the evaluation as a condition of grant award. This joint interim final rule implements for all Federal award-making agencies the final guidance Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance) published by the Office of Management and Budget (OMB) on December 26, 2013. This rule is necessary in order to incorporate into regulation and thus bring into effect the Uniform Guidance as required by OMB. Implementation of this guidance will reduce administrative burden and risk of waste, fraud, and abuse for the approximately $600 billion per year awarded in Federal financial assistance. The result will be more Federal dollars reprogrammed to support the mission, new entities able to compete and win awards, and ultimately a stronger framework to provide key services to American citizens and support the basic research that underpins the United States economy.

CNCS proposes the following modifications to increase both the flexibility and the utility of the Senior Corps Grant Application so that it can serve as the source instructional document for data fields required to complete and submit an application for funding. Currently, the Grant Application contains two types of information needed by applicants: Instructional or ``how- to'' information and narrative questions and other content. While the instructions rarely change from year to year, the narrative questions and performance measures content can and do change annually, resulting in an ongoing need for Grant Application revisions for the upcoming year or competition. With this proposed change, CNCS will use the Senior Corps Grant Application exclusively to define data fields and describe how to enter the required data and information in each field. The Grant Application will not contain the content questions. The proposed change will be achieved by: (1) Removing and relocating narrative questions and other content materials from the Grant Application to applicable competitive Notices of Funding Opportunity and/or non-competitive Notices of Invitation to Apply for grant funds; (2) Removing performance measures requirements from the Grant Application and referring applicants to the OMB approved Performance Measures Requirements documents for the Senior Corps programs; and (3) replacing all existing Grant Application instructions with step-by-step eGrants instructions correlated to the Grant Application screens in eGrants. With these changes, applicants for Senior Corps grants can use a set of interrelated and readily available documents to complete the Grant Application. The proposed revisions do not change the estimated respondent burden. The proposed revisions do not change the data fields or data collected with the Senior Corps Grant Application.
