Proposed Information Collection; Comment Request
The Corporation for National and Community Service (hereinafter the ``Corporation''), as part of its continuing effort to reduce paperwork and respondent burden, conducts a pre-clearance consultation program to provide the general public and federal agencies with an opportunity to comment on proposed and/or continuing collections of information in accordance with the Paperwork Reduction Act of 1995 (PRA95) (44 U.S.C. 3506(c)(2)(A)). This program helps to ensure that requested data can be provided in the desired format, reporting burden (time and financial resources) is minimized, collection instruments are clearly understood, and the impact of collection requirement on respondents can be properly assessed. Currently, the Corporation is soliciting comments concerning the Spirit of Service Award nomination Guidelines for Senior Corps, AmeriCorps, and Learn and Serve America. On October 1, 2004, these collections were granted a 3 year approval until September 30, 2007, by OMB. The Corporation is now seeking approval to continue this collection for 3 more years. Corporation for National and Community Service Implementation of OMB Guidance on Nonprocurement Debarment and Suspension
The Corporation for National and Community Service is establishing a new part 2200 in 2 CFR as the Corporation's policies and procedures for nonprocurement debarment and suspension. The new part 2200 adopts and supplements the Office of Management and Budget's (OMB's) guidance in 2 CFR part 180. The Corporation for National and Community Service is also removing 45 CFR part 2542, which contains the Corporation's implementation of the governmentwide common rule on nonprocurement debarment and suspension. 2 CFR part 2200 will serve the same purpose as the common rule in a simpler way. These changes constitute an administrative simplification that would make no substantive change in Corporation's policies or procedures for nonprocurement debarment and suspension.

Currently, the Corporation is soliciting comments on the proposed follow-up survey for the National Evaluation of Youth Corps. This survey will be completed by individuals 18 months after they were randomly assigned to participate in either a youth corps program or a control group. These individuals completed a baseline survey at the time of application to a youth corps program. Many of the youth corps programs receive all or part of their funding from the Corporation. Information Collection; Submission for OMB Review; Comment Request
The Corporation for National and Community Service (hereinafter the ``Corporation''), has submitted a public information collection request (ICR) entitled the Peer Reviewer Application Instructions to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act of 1995, Pub. L. 104-13, (44 U.S.C. Chapter 35). Copies of this ICR, with applicable supporting documentation, may be obtained by calling the Corporation for National and Community Service, Ms. Vielka Garibaldi, at (202) 606-6886, (vgaribaldi@cns.gov). This program helps to ensure that requested data can be provided in the desired format, reporting burden (time and financial resources) is minimized, collection instruments are clearly understood, and the impact of collection requirement on respondents can be properly assessed. Currently, the Corporation is soliciting comments concerning its proposed renewal of its Learn and Serve America Program and Performance Measurement Reports. These reports are used by current grantees, subgrantees and sub-subgrantees to report on Learn and Serve-funded service-learning programs. Data collected through the reports are utilized by the Corporation for Congressional reporting and program management. Completion of the Program and Performance Measurement Reports is a requirement of the Learn and Serve grant provisions.
