The United States Agency for International Development (USAID) is issuing public notice of its intent to establish a new system of records maintained in accordance with the Privacy Act of 1974 (5 U.S.C. 552a), as amended, entitled ``USAID-029, Deployment Tracking System.'' This action is necessary to meet the requirements of the Privacy Act to publish in the Federal Register notice of the existence and character of record systems maintained by the agency (5 U.S.C. 522a(e)(4)).

Privacy Act of 1974, Implementation of Exemptions
The United States Agency for International Development (USAID) has established a new system of records (see 72 FR 39042) pursuant to the provisions of the Privacy Act of 1974 (5 U.S.C. 552a), entitled the ``Partner Vetting System''. USAID published a proposed rule on July 20, 2007 (see 72 FR 39769) and is issuing this final rule after thorough review of all comments and suggestions received by the Agency through the public notice process and outreach sessions held for interested individuals. The final rule exempts portions of this system of records from one or more provisions of the Privacy Act. The decision as to whether to implement PVS will be made by the incoming Obama Administration.
Renewal of the Advisory Committee on Voluntary Foreign Aid
Pursuant to the Federal Advisory Committee Act, the Administrator has determined that renewal of the Advisory Committee on Voluntary Foreign Aid for a two-year period beginning January 15, 2009 is necessary and in the public interest.

Public Meeting on Proposed Partner Vetting System
USAID will host a meeting for interested parties regarding the proposed Partner Vetting System. Following our System of Records Notice: July 17-August 27, 2007; Rulemaking Notice: July 20-Sept. 18, 2007; Paperwork Reduction Act Notices: July 23-Dec. 3, 2007; and Congressional consultations, USAID is interested in gathering feedback prior to the issuance of a final rule and initial implementation of the system. The goal of this meeting is to answer concerns raised during the public comment periods on this subject and to touch upon the results of our consultations thus far.

Privacy Act of 1974; System of Records; Correction
The United States Agency for International Development (USAID) published a notice of a proposed new general routine use in the Federal Register on December 12, 2007 (72 FR 70559). The due date for written comments was erroneously published as December 12, 2007. As a result USAID is issuing this notice to correct the date in which written comments are due. In order to allow the public full opportunity to provide written comments, the dates for both the written comments and the effective date for the general routine use are corrected below.
Privacy Act of 1974; System of Records
The United States Agency for International Development (USAID) is providing notice to alter each of its system of records by adding a new general routine use subject to the Privacy Act of 1974, as amended (5 U.S.C. 552a). The new general routine use will permit disclosure of USAID records protected by the Privacy Act when reasonably necessary to respond, prevent, minimize or remedy harm that may result from an agency data breach. This notice complies with subsection (e)(11) of the Privacy Act (5 U.S.C. 552a), which requires agencies to publish advance notice of any new routine use of information in a system of records.
