Information Collections Being Submitted for Review and Approval to Office of Management and Budget
As part of its continuing effort to reduce paperwork burdens, as required by the Paperwork Reduction Act (PRA) of 1995, the Federal Communications Commission (FCC or the Commission) invites the general public and other Federal Agencies to take this opportunity to comment on the following information collection. Pursuant to the Small Business Paperwork Relief Act of 2002, the FCC seeks specific comment on how it can further reduce the information collection burden for small business concerns with fewer than 25 employees.
Information Collection Being Reviewed by the Federal Communications Commission
As part of its continuing effort to reduce paperwork burdens, and as required by the Paperwork Reduction Act of 1995 (PRA), the Federal Communications Commission (FCC or Commission) invites the general public and other Federal agencies to take this opportunity to comment on the following information collections. Comments are requested concerning: whether the proposed collection of information is necessary for the proper performance of the functions of the Commission, including whether the information shall have practical utility; the accuracy of the Commission's burden estimate; ways to enhance the quality, utility, and clarity of the information collected; ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology; and ways to further reduce the information collection burden on small business concerns with fewer than 25 employees. The FCC may not conduct or sponsor a collection of information unless it displays a currently valid Office of Management and Budget (OMB) control number. No person shall be subject to any penalty for failing to comply with a collection of information subject to the PRA that does not display a valid OMB control number.

All-Digital AM Broadcasting, Revitalization of the AM Radio Service
In this document, the Commission announces that the Office of Management and Budget has approved a revision to the information collection requirements under OMB Control Number 3060-1034 associated with new or amended rules adopted in the Federal Communications Commission's All-Digital AM Broadcasting Report and Order, FCC 20-154, governing the contents of all-digital notifications submitted using the Digital Notification Form, FCC Form 335-AM, and that compliance with these rules is now required. This document is consistent with the All- Digital AM Broadcasting Report and Order, which states that the Commission will publish a document in the Federal Register announcing the effective date for these new or amended rule sections and revise the rules accordingly.
Disruptions to Communications
In this document, the Federal Communications Commission (Commission) adopts final rules to provide direct, read-only access to Network Outage Reporting System (NORS) and Disaster Outage Reporting System (DIRS) filings to agencies of the 50 states, the District of Columbia, tribal nations, territories, and Federal Government that have official duties that make them directly responsible for emergency management and first responder support functions, including by: Allowing these agencies to share NORS and DIRS information with agency officials, first responders, and other individuals with a ``need to know'' who cannot directly access NORS and DIRS and yet play a vital role in preparing for, or responding to, events that threaten public safety; allowing participating agencies to publicly disclose aggregated and anonymized information derived from NORS or DIRS filings; conditioning a participating agency's direct access to NORS and DIRS filings on their agreement and ability to preserve the confidentiality of the filings and not disclose them absent a finding by the Commission allowing the disclosure; and establishing an application process that would grant eligible agencies access to NORS and DIRS after those agencies certify to certain requirements related to maintaining the confidentiality of the data and the security of the databases.
