Promoting Telehealth in Rural America
In this document, the Federal Communications Commission (the Commission or FCC) addresses the current funding shortfall in the Rural Health Care (RHC) Program, including by raising the annual Program funding cap and applying it to the current funding year to fully fund eligible funding requests for funding year (FY) 2017, adjusting the funding cap to reflect inflation, and establishing a process to carry-forward unused funds from past funding years for use in future funding years.

Leased Commercial Access; Modernization of Media Regulation Initiative
In this document, the Commission seeks to update its leased access rules as part of its Modernization of Media Regulation Initiative. First, the Commission tentatively concludes that it should vacate its 2008 Leased Access Order, which the U.S. Court of Appeals for the Sixth Circuit has stayed for a decade in conjunction with several judicial appeals of the order. Second, the Commission seeks input on the state of the leased access marketplace generally and invites comment on ways to modernize its existing leased access rules.
Zion Solutions, LLC; Zion Nuclear Power Station, Units 1 and 2
The U.S. Nuclear Regulatory Commission (NRC) is considering an amendment to nuclear reactor licenses DPR-39 and DPR-48 to add a license condition that reflects the NRC's approval of the license termination plan (LTP) and provides criteria for when NRC approval is needed for LTP changes. The NRC has prepared a final environmental assessment (EA) and finding of no significant impact (FONSI) for this licensing action.
Certain Earpiece Devices and Components Thereof; Institution of Investigation
Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on May 24, 2018, under section 337 of the Tariff Act of 1930, as amended, on behalf of Bose Corporation of Framingham, Massachusetts. A supplemental exhibit was filed on June 8, 2018. The complaint alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain earpiece devices and components thereof by reason of infringement of U.S. Patent No. 9,036,852 (``the '852 patent''); U.S. Patent No. 9,036,853 (``the '853 patent''); U.S. Patent No. 9,042,590 (``the '590 patent''); U.S. Patent No. 8,311,253 (``the '253 patent''); U.S. Patent No. 8,249,287 (``the '287 patent''); and U.S. Patent No. 9,398,364 (``the '364 patent''). The complaint further alleges that an industry in the United States exists as required by the applicable Federal Statute. The complainant requests that the Commission institute an investigation and, after the investigation, issue a general or limited exclusion order, or in the alternative a limited exclusion order, and cease and desist orders.
Data Collection Available for Public Comments
The Paperwork Reduction Act (PRA) requires federal agencies to publish a notice in the Federal Register concerning each proposed collection of information before submitting it to OMB for approval, and to allow 60 days for public comment in response to the notice. SBA initially published this required notice on April 2, 2018. SBA is republishing the notice to address the two comments it received requesting greater detail on the information to be collected and to provide an additional 60 days for public comment.
Updating the Intercarrier Compensation Regime To Eliminate Access Arbitrage
In this document, the Commission proposed to adopt rules to curb the financial incentive to engage in access stimulation by giving access-stimulating LECs two choices for receiving calls. The access- stimulating LEC can choose either: To be financially responsible for the delivery of calls to its network, in which case intermediate access providers would charge the access-stimulating LEC for the delivery of calls; or to accept direct connections from long distance carriers seeking to terminate telephone calls to the LEC or from intermediate access providers of the long distance carriers' choosing, which would allow the long distance carriers to bypass intermediate access providers chosen by the access-stimulating LEC. This document seeks comment on several alternatives, including requiring LECs engaged in access stimulation to immediately transition their terminating access charges to bill-and-keep. This document also seeks comment on the effect the proposed rules will have on specific arbitrage schemes described in the record. Finally, it seeks comment on how to curb other arbitrage schemes.
Adaptation of Regulations to Incorporate Swaps; Correction
On November 2, 2012, the Commodity Futures Trading Commission revised its rules. That document inadvertently failed to remove several obsolete provisions in the regulation. This document corrects the final regulations.
Amendments to the Commission's Freedom of Information Act Regulations
The Securities and Exchange Commission (``Commission'' or ``SEC'') is adopting amendments to the Commission's regulations under the Freedom of Information Act (``FOIA''). The Commission is amending the FOIA regulations to reflect changes required by the FOIA Improvement Act of 2016 (``Improvement Act'') and to clarify, update, and streamline the regulations.
Proposed Priorities for Amendment Cycle
As part of its statutory authority and responsibility to analyze sentencing issues, including operation of the federal sentencing guidelines, and in accordance with Rule 5.2 of its Rules of Practice and Procedure, the United States Sentencing Commission is seeking comment on possible policy priorities for the amendment cycle ending May 1, 2019.

In view of upcoming vacancies in the voting membership of the Practitioners Advisory Group, the United States Sentencing Commission hereby invites any individual who is eligible to be appointed to one of the vacancies to apply. The voting memberships covered by this notice are the circuit memberships for the Third, Fifth, Tenth, and Eleventh Circuits. Southern Nuclear Operating Company, Inc.; Vogtle Electric Generating Plant, Units 3 and 4; Technical Specifications for Reactor Coolant System Vacuum Fill and Inspections, Tests, Analyses, and Acceptance Criteria for Containment Floodup
The U.S. Nuclear Regulatory Commission (NRC) is granting an exemption to allow a departure from the certification information of Tier 1 of the generic design control document (DCD) and is issuing License Amendment Nos. 118 and 117 to Combined Licenses (COL), NPF-91 and NPF-92, respectively. The COLs were issued to Southern Nuclear Operating Company, Inc., and Georgia Power Company, Oglethorpe Power Corporation, MEAG Power SPVM, LLC, MEAG Power SPVJ, LLC, MEAG Power SPVP, LLC, and the City of Dalton, Georgia (the licensee); for construction and operation of the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, located in Burke County, Georgia. The granting of the exemption allows the changes to Tier 1 information asked for in the amendment. Because the acceptability of the exemption was determined in part by the acceptability of the amendment, the exemption and amendment are being issued concurrently.
Records Schedules; Availability and Request for Comments
The National Archives and Records Administration (NARA) publishes notice at least once monthly of certain Federal agency requests for records disposition authority (records schedules). Once approved by NARA, records schedules provide mandatory instructions on what happens to records when agencies no longer need them for current Government business. The records schedules authorize agencies to preserve records of continuing value in the National Archives of the United States and to destroy, after a specified period, records lacking administrative, legal, research, or other value. NARA publishes notice in the Federal Register for records schedules in which agencies propose to destroy records they no longer need to conduct agency business. NARA invites public comments on such records schedules.

Miscellaneous Corrections
The U.S. Nuclear Regulatory Commission (NRC) is amending its regulations to make miscellaneous administrative updates and corrections. The amendments update descriptions of agency organization and functions, correct cross-reference, typographical, and grammatical errors, and add a certification recipient and clarifying language. This document is necessary to inform the public of these non-substantive amendments to the NRC's regulations.
Monitoring the Effectiveness of Maintenance at Nuclear Power Plants
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment draft regulatory guide (DG), DG-1336, ``Monitoring the Effectiveness of Maintenance at Nuclear Power Plants.'' This proposed guide, Revision 4, has been revised to addresses new issues identified since Revision 3 of RG 1.160 was issued and endorses with clarification NUMARC 93-01, ``Industry Guidelines for Monitoring the Effectiveness of Maintenance at Nuclear Power Plants,'' Revision 4F. The proposed revision describes methods that are acceptable to the NRC staff for compliance with the requirements for monitoring the effectiveness of maintenance at nuclear power plants.
Tennessee Valley Authority, Browns Ferry Nuclear Plant, Units 1, 2, and 3, and Independent Spent Fuel Storage Installation; Sequoyah Nuclear Plant, Units 1 and 2, and Independent Spent Fuel Storage Installation; Watts Bar Nuclear Plant, Units 1 and 2, and Independent Spent Fuel Storage Installation
The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of amendments to Renewed Facility Operating License Nos. DPR- 33, DPR-52, and DPR-68 for the Browns Ferry Nuclear Plant (Browns Ferry), Units 1, 2, and 3, respectively; Renewed Facility Operating License Nos. DPR-77 and DPR-79 for the Sequoyah Nuclear Plant (Sequoyah), Units 1 and 2, respectively; and Facility Operating License Nos. NPF-90 and NPF-96 for the Watts Bar Nuclear Plant (Watts Bar), Units 1 and 2, respectively. The proposed amendments would revise the implementation date for the NRC-approved license amendments to upgrade the Emergency Action Level (EAL) schemes for Browns Ferry, Units 1, 2, and 3; Sequoyah, Units 1 and 2; and Watts Bar, Units 1 and 2.
Chartering and Field of Membership
The NCUA Board (Board) is amending its chartering and field of membership rules with respect to applicants for a community charter approval, expansion or conversion. The Board will allow the option for an applicant to submit a narrative to establish the existence of a well-defined local community instead of limiting the applicant to a presumptive statistical community. Also, the Board will hold a public hearing for narrative applications where the proposed community exceeds a population of 2.5 million people. Further, for communities that are subdivided into metropolitan divisions, the Board will permit an applicant to designate a portion of the area as its community without regard to division boundaries.
Bylaws; Voluntary Mergers of Federally Insured Credit Unions
The NCUA Board (Board) is revising the procedures a federally insured credit union (FICU) must follow to merge voluntarily with another FICU. The changes: Revise and clarify the contents and format of the member notice; require merging credit unions to disclose certain merger-related financial arrangements for covered persons; increase the minimum member notice period; and provide a method for members and others to submit comments to the NCUA regarding the proposed merger. In addition, the NCUA has replaced its Merger Manual with revised model forms that conform to the requirements of this rule. The regulations now includes these forms.

Radio Broadcasting Services; Desert Hills, Arizona
At the request of L. Topaz Enterprises, Inc., the Audio Division amends the FM Table of Allotments by adding Channel 292A at Desert Hills, Arizona. We find that the public interest would be served by allotting a second local service at Desert Hills, Arizona. A staff engineering analysis indicates that Channel 292A can be added at Desert Hills, Arizona, as proposed, consistent with the minimum distance separation requirements of the Commission's rules without a site restriction. The reference coordinates are 34-32-58 NL and 114-22-2 WL.
