The U.S. Nuclear Regulatory Commission (NRC) is considering an application for the renewal of Facility Operating License No. R-125, which authorizes the University of Massachusetts at Lowell (UML or the licensee) to operate the UML Research Reactor (UMLRR) at a maximum steady-state thermal power of 1.0 megawatt (MW). The UMLRR is a plate- type-fueled research reactor located on the campus of UML, in Lowell, Massachusetts. If approved, the renewed license would authorize the licensee to continue to operate the UMLRR up to a steady-state thermal power of 1.0 MW for an additional 20 years from the date of issuance of the renewed license. Because the license renewal application contains Sensitive Unclassified Non-Safeguards Information (SUNSI) and Safeguards Information (SGI), an included Order imposes procedures to obtain access to SUNSI and SGI for contention preparation.

NARA proposes to request an extension from the Office of Management and Budget (OMB) of a currently approved information collection used by registrants or other authorized individuals to request information from or copies of Selective Service System (SSS) records. We invite you to comment on this proposed information collection pursuant to the Paperwork Reduction Act of 1995.

The Commission is noticing a recent Postal Service filing for the Commission's consideration concerning negotiated service agreements. This notice informs the public of the filing, invites public comment, and takes other administrative steps.

Supplements to the Complaint were filed on February 13 and 28, 2018. The complaint alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain digital video receivers and related hardware and software components by reason of infringement of certain claims of U.S. Patent No. 7,779,011 (``the '011 patent''); U.S. Patent No. 7,937,394 (``the '394 patent''); U.S. Patent No. 7,827,585 (``the '585 patent''); U.S. Patent No. 9,294,799 (``the '799 patent''); U.S. Patent No. 9,396,741 (``the '741 patent''); U.S. Patent No. 9,578,363 (``the '363 patent''); U.S. Patent No. 9,621,956 (``the '956 patent''); and U.S. Patent No. 9,668,014 (``the '014 patent''). The complaint further alleges that an industry in the United States exists or is in the process of being established as required by the applicable Federal Statute. The complainants request that the Commission institute an investigation and, after the investigation, issue a limited exclusion order and cease and desist orders.

The National Labor Relations Board (the Board) published a Request for Information in the Federal Register of December 14, 2017, seeking information from the public regarding the representation election regulations (the Election Regulations), with a specific focus on amendments to the Board's representation case procedures adopted by the Board's final rule published on December 15, 2014 (the Election Rule or Rule). On January 29, 2018, the Board extended the response deadline to March 19, 2018. The Board has decided to grant an additional 30 days to file responses to the request for information.

The consent agreement in this matter settles alleged violations of federal law prohibiting unfair methods of competition. The attached Analysis to Aid Public Comment describes both the allegations in the complaint and the terms of the consent order embodied in the consent agreementthat would settle these allegations.
