The Pension Benefit Guaranty Corporation (PBGC) administers a program to hold retirement benefits for missing participants and beneficiaries in terminated retirement plans and to help those participants and beneficiaries find and receive the benefits being held for them. The existing program is limited to single-employer defined benefit pension plans covered by the pension insurance system under the Employee Retirement Income Security Act of 1974 (ERISA). With this final regulation, PBGC revises the existing program to simplify procedures and remove unnecessary rules and, as authorized by the Pension Protection Act of 2006, establishes similar programs for most defined contribution plans, multiemployer plans covered by the pension insurance system, and certain defined benefit plans that are not covered.

The Board of Governors of the Federal Reserve System (Board) is repealing its Regulation C, which was issued to implement the Home Mortgage Disclosure Act (HMDA). Title X of the Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank Act) transferred rulemaking authority for a number of consumer financial protection laws, including HMDA, from the Board to the Bureau of Consumer Financial Protection (Bureau). HMDA requires covered financial institutions to collect and report loan data in connection with residential mortgage applications and loans. Although the Board retains authority to issue some consumer financial protection rules, all rulemaking authority under HMDA concerning mortgage loan transactions was transferred to the Bureau. In December 2011, the Bureau published an interim final rule establishing its own Regulation C to implement HMDA, which superseded the Board's Regulation C. In October 2015, the Bureau revised its own Regulation C to expand and revise the data collection and reporting regime required under HMDA, as amended by the Dodd-Frank Act. In April 2016, the Bureau published a final rule adopting the December 2011 interim final rule, as revised by the October 2015 final rule. Accordingly, the Board is repealing its Regulation C and the Official Staff Commentary that accompanies the regulation.

The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment a draft project plan, ``Draft Project Plan to Prepare the U.S. Nuclear Regulatory Commission to License and Regulate Accident Tolerant Fuel.'' The NRC has established a steering committee of senior managers to oversee and set direction for a staff working group to prepare the agency for the anticipated licensing and use of accident tolerant fuel (ATF) in U.S. commercial power reactors. This draft project plan lays out the tasks that must be completed by the agency ahead of licensing submittals in order to conduct meaningful and timely reviews of ATF designs. The plan is expected to be a living document that may evolve as ATF concepts are more clearly defined and schedules for lead test assemblies (LTAs) and batch loading are refined.

The U.S. Nuclear Regulatory Commission (NRC) will convene a meeting of the Licensing Support Network Advisory Review Panel (LSNARP) on January 30-31, 2018, at the NRC's Headquarters Offices in Room 01C3, Three White Flint North Building, 11601 Landsdown Street, Rockville, Maryland 20852. The meeting is being held to carry out the NRC's responsibilities under the U.S. Court of Appeals for the District of Columbia Circuit's decision in the case In re Aiken County, 645 F.3d 428 (D.C. Cir. 2011), and the Commission's July 31, 2017, direction in the Staff Requirements Memorandum associated with COMSECY-17-0019 that a next step in the Yucca Mountain licensing process is for the NRC to initiate information-gathering activities regarding reinstituting or replacing the Licensing Support Network (LSN). The LSN, which was used to make documentary material associated with the Yucca Mountain adjudicatory proceeding available to hearing participants and the public, was decommissioned when the adjudication was suspended in 2011. The information being collected will assist the Commission in making efficient, informed decisions concerning appropriate means for reconstituting the LSN's functionality if the currently-suspended Yucca Mountain adjudication were to re-commence in the future. The meeting will be open to the public pursuant to the Federal Advisory Committee Act (FACA) (Pub. L. 94-463, 86 Stat. 770-776) and will be conducted as a virtual meeting with representatives of LSNARP member organizations utilizing the capabilities of GoToMeeting[supreg] and the general public having access via GoToWebinar[supreg]. Representatives of LSNARP member organizations and the public may also attend in person at the location indicated above. Agenda: The meeting will be held from 10:00 a.m. to 6:30 p.m. EST on Tuesday, January 30, 2018, and 10:00 a.m. to 5:00 p.m. EST on Wednesday, January 31, 2018. If attending the meeting in person, please plan your arrival to allow additional time (e.g., 15 to 30 minutes) for security screening. The preliminary agenda is listed below. The primary focus of the meeting will be on the options available for reconstituting the LSN's functionality. The NCUA Board (Board) is issuing this final rule to amend, in its Chartering and Field of Membership Manual, the definition of the term ``in danger of insolvency'' for emergency merger purposes. The previous definition, adopted in 2010 (2010 definition), required a credit union to fall into at least one of three net worth categories over a period of time to be ``in danger of insolvency.'' For two of those three categories, the final rule lengthens by six months the forecast horizons, the time periods in which the NCUA projects a credit union's net worth will decline to the point that it falls into one of the categories. This extends the time period in which a credit union's net worth is projected to either render it insolvent or drop below two percent from 24 to 30 months and from 12 to 18 months, respectively. Additionally, the final rule adds a fourth category to the three existing net worth categories to include credit unions that have been granted or received assistance under section 208 of the Federal Credit Union Act (FCU Act) in the 15 months prior to the NCUA regional office's determination that the credit union is in danger of insolvency.

The Board of Governors of the Federal Reserve System (``Board'') is amending Regulation D (Reserve Requirements of Depository Institutions) to revise the rate of interest paid on balances maintained to satisfy reserve balance requirements (``IORR'') and the rate of interest paid on excess balances (``IOER'') maintained at Federal Reserve Banks by or on behalf of eligible institutions. The final amendments specify that IORR is 1.50 percent and IOER is 1.50 percent, a 0.25 percentage point increase from their prior levels. The amendments are intended to enhance the role of such rates of interest in moving the Federal funds rate into the target range established by the Federal Open Market Committee (``FOMC'' or ``Committee'').
