Notice is hereby given that the U.S. International Trade Commission has received a complaint entitled Certain Wireless Headsets, DN 3044; the Commission is soliciting comments on any public interest issues raised by the complaint or complainant's filing under section 210.8(b) of the Commission's Rules of Practice and Procedure (19 CFR Sec. 210.8(b)).

This document amends procedural rules implemented by the Commission's 2011 determination that docketing and electronic filing be utilized in proceedings involving ``[n]ewly filed formal common carrier complaints and newly filed pole attachment complaints before the Enforcement Bureau.'' The rule changes also apply to future filings made in existing Section 208 formal complaints and pole attachment complaints. In addition, the amendments make a few procedural changes to existing Section 208 formal complaint and pole attachment complaint filing rules to create uniformity among them and ease of administration for parties and staff when initiating service of pleadings or filing confidential matters with the Commission. The rules further establish a single electronic inbox within Electronic Comment Filing System (ECFS) to handle the initial filing of the above-identified new complaints. Accepted complaints will receive a distinct ECFS docket number; rejected complaints will remain on ECFS but will be stored within the Inbox.

The SBA is issuing this notice to announce the location, date, time and agenda for the 1st quarter meetings of the National Small Business Development Center (SBDC) Advisory Board.

The Small Business Administration (SBA) intends to request approval, from the Office of Management and Budget (OMB) for the collection of information described below. The Paperwork Reduction Act (PRA) of 1995, 44 U.S.C Chapter 35 requires federal agencies to publish a notice in the Federal Register concerning each proposed collection of information before submission to OMB, and to allow 60 days for public comment in response to the notice. This notice complies with that requirement.

The U.S. Nuclear Regulatory Commission (NRC) is issuing an exemption in response to a July 18, 2014, request from Entergy Operations, Inc. (EOI) which requested an exemption from Final Safety Analysis Report (FSAR) updates included in their Combined License (COL) application. The NRC staff reviewed this request and determined that it is appropriate to grant the exemption with the stipulation that the updates to the FSAR must be submitted the earlier of the resumption of the COL application review or December 31, 2015.

The Commission is noticing a recent Postal Service filing concerning an additional Foreign Postal Operators 1 negotiated service agreement with Royal PostNL BV. This notice informs the public of the filing, invites public comment, and takes other administrative steps.

The U.S. Nuclear Regulatory Commission (NRC) is issuing an exemption in response to a July 18, 2014, request from Entergy Operations, Inc. (EOI), which requested an exemption from addressing enhancements to the Emergency Preparedness (EP) rules in their Combined License (COL) application. The NRC staff reviewed this request and determined that it is appropriate to grant the exemption but stipulated that the revised application must be submitted the earlier of either the NRC's resumption of EOI's application review or by December 31, 2015.

On August 15, 2014, the Commission released a Report and Order, ``Expanding the Economic and Innovation Opportunities of Spectrum Through Incentive Auctions.'' This document announces an effective date for several sections in the final regulations that appeared in the Federal Register on August 15, 2014 (79 FR 48442).

The U.S. Nuclear Regulatory Commission (NRC) is noticing the termination of Facility Operating License No. R-61 for the Leslie C. Wilbur Nuclear Reactor Facility (LCWNRF). The NRC has terminated the license of the decommissioned LCWNRF at the Worcester Polytechnic Institute (WPI or the licensee) in Worcester, Massachusetts, and has released the site for unrestricted use.

The U.S. Nuclear Regulatory Commission (NRC) is making available a final plant-specific supplement, Supplement 50, to NUREG- 1437, ``Generic Environmental Impact Statement for License Renewal of Nuclear Plants'' (GEIS), regarding the renewal of Entergy Operations, Inc. (Entergy) operating license NPF-29 for an additional 20 years of operation for Grand Gulf Nuclear Station, Unit 1 (GGNS).

In accordance with the Federal Advisory Committee Act, the Federal Communications Commission (Commission) announces its intent to establish a Federal Advisory Committee, known as the ``Disability Advisory Committee'' (hereinafter ``the Committee'' or ``DAC''), and to solicit nominations for membership to the Committee.

The consent agreement in this matter settles alleged violations of federal law prohibiting deceptive acts or practices. The attached Analysis to Aid Public Comment describes both the allegations in the draft complaint and the terms of the consent orderembodied in the consent agreementthat would settle these allegations.
