On May 29, 2013, Exelon Generation Company, LLC (Exelon) submitted an application to the U.S. Nuclear Regulatory Commission (NRC) for renewal of Facility Operating Licenses (NPF-72 and NPF-77) for an additional 20 years of operation for Braidwood Station, Units 1 and 2. Braidwood Station is located in Will County, Illinois. The current operating licenses for Braidwood Station, Units 1 and 2, expire on October 17, 2026 and December 18, 2027, respectively. This notice advises the public that the NRC intends to gather information to prepare an EIS on the proposed license renewal.

The Securities and Exchange Commission (the Commission) is adopting revisions to the Electronic Data Gathering, Analysis, and Retrieval System (EDGAR) Filer Manual and related rules to reflect updates to the EDGAR system. The revisions are being made primarily to introduce the new EDGARLink Online submission form type SD (Specialized Disclosure Report) and SD/A; support minor updates to Form 13H. The EDGAR system is scheduled to be upgraded to support this functionality on July 22, 2013.

We are requesting information from the public regarding whether and how we should change our rules of administrative finality. These rules govern when we can reopen and revise a determination or decision that has become final and is no longer subject to administrative or judicial review. We are requesting information about several possible ways to change various aspects of our administrative finality rules. We are interested in obtaining information about issues such as whether and how we should revise the rules that govern the timeframes in which we can reopen a determination or decision, and whether and how we should revise the rules that govern the diligent pursuit of an investigation. We are also interested in obtaining information about whether we should adopt rules that would address our ability to make prospective changes to the amount of an individual's benefits without making changes for months in which the individual has already received payment. We are requesting your comments on several questions that we address below.

The National Credit Union Administration (NCUA) recognizes the importance of minority credit unions and the unique challenges they often face in serving their communities. NCUA is establishing a Minority Depository Institution Preservation Program to encourage the preservation of Minority Depository Institutions. The program, to be administered by NCUA's Office of Minority and Women Inclusion, would consist of outreach efforts, various forms of technical assistance, and educational opportunities to benefit eligible credit unions.

Following receipt of a letter from the United States Trade Representative (USTR) dated June 13, 2013 (received on June 18, 2013), under section 332(g) of the Tariff Act of 1930 (19 U.S.C. 1332(g)), the U.S. International Trade Commission (Commission) instituted investigation No. 332-541, Trade Barriers that U.S. Small and Medium- sized Enterprises Perceive as Affecting Exports to the European Union.

As part of its continuing effort to reduce paperwork burden and as required by the Paperwork Reduction Act (PRA) of 1995 (44 U.S.C. 3501-3520), the Federal Communications Commission invites the general public and other Federal agencies to take this opportunity to comment on the following information collection(s). Comments are requested concerning: Whether the proposed collection of information is necessary for the proper performance of the functions of the Commission, including whether the information shall have practical utility; the accuracy of the Commission's burden estimate; ways to enhance the quality, utility, and clarity of the information collected; ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology; and ways to further reduce the information burden for small business concerns with fewer than 25 employees. The FCC may not conduct or sponsor a collection of information unless it displays a currently valid OMB control number. No person shall be subject to any penalty for failing to comply with a collection of information subject to the Paperwork Reduction Act (PRA) that does not display a valid OMB control number.

The U.S. Nuclear Regulatory Commission (NRC) is withdrawing draft NUREG-2154, ``Acceptability of Corrective Action Programs for Fuel Cycle Facilities,'' based on receipt and review of public comments. The draft NUREG provided guidance to NRC staff on how to determine whether a submittal for a Corrective Action Program (CAP), voluntarily submitted by fuel cycle facility licensees, was acceptable. The NRC staff has reviewed public comments received on draft NUREG-2154 and has decided to withdraw the draft NUREG and to proceed with the development and issuance of a draft Regulatory Guide (RG) to describe elements of an acceptable CAP for fuel cycle facilities.

The U.S. Nuclear Regulatory Commission (NRC) is granting an exemption to allow a departure from the certification information of Tier 1 of the generic design control document (DCD) and is issuing License Amendment No. 10 to Combined Licenses (COL), NPF-91 and NPF-92. The COLs were issued to Southern Nuclear Operating Company, Inc., and Georgia Power Company, Oglethorpe Power Corporation, Municipal Electric Authority of Georgia, and the City of Dalton, Georgia (the licensee); for construction and operation of the Vogtle Electric Generating Plant (VEGP), Units 3 and 4, located in Burke County, Georgia. The amendment requests to modify the Primary Sampling System (PSS) design, including changes to Tier 1 information located in Tables 2.2.1-2, 2.3.13-1, and 2.3.13-3, Figures 2.2.1-1 ``Containment System'' and 2.3.13-1 ``Primary Sampling System,'' and Subsection 2.3.13, ``Primary Sampling System'' of the Updated Final Safety Analysis Report (UFSAR). The granting of the exemption allows the changes to Tier 1 information asked for in the amendment. Because the acceptability of the exemption was determined in part by the acceptability of the amendment, the exemption and amendment are being issued concurrently.

The Commission hereby gives notice of the scheduling of the final phase of antidumping investigation No. 731-TA-1205 (Final) under section 735(b) of the Tariff Act of 1930 (19 U.S.C. 1673d(b)) (the Act) to determine whether an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of less-than-fair-value imports from China of silica bricks and shapes, provided for primarily in statistical reporting numbers 6902.20.1020 and 6902.20.5020 of the Harmonized Tariff Schedule of the United States.\1\

Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat will be submitting to the Office of Management and Budget (OMB) a request to review and approve a previously approved information collection requirement regarding Limitations on Pass- Through Charges. A notice was published in the Federal Register at 77 FR 69440, on November 19, 2012. One comment was received.

In this document, the Wireline Competition Bureau (Bureau) notifies the public that certain publicly-available inmate calling services (ICS) contracts may be considered as part of the record in this proceeding. On June 6, 2013, the Bureau submitted a letter into the record noting that certain readily-available information may be relevant to a number of issues raised in this proceeding and may be considered as part of the record. In addition, the Bureau submitted a letter into the record on June 21, 2013, noting that certain readily- available U.S. Census data may be considered in this proceeding. A public notice announcing the submittals was released on June 26, 2013. A copy of the letters is attached.

The NRC is issuing an exemption in response to a request submitted by Duke Energy Carolinas, LLC., on August 13, 2012, for the Oconee Nuclear Station, Independent Spent Fuel Storage Installation (ISFSI).

NARA is giving public notice that the agency proposes to request use of two forms to obtain authorization from customers of the Office of Government Information Services (OGIS) to make inquiries on their behalf and to release information and records related to their Freedom of Information Act/Privacy Act requests/appeals. The public is invited to comment on the proposed information collection pursuant to the Paperwork Reduction Act of 1995.

We are extending for 2 years our rule authorizing attorney advisors to conduct certain prehearing procedures and to issue fully favorable decisions. The current rule will expire on August 9, 2013. In this final rule, we are extending the sunset date to August 7, 2015. We are making no other substantive changes.
