The Medical Diagnostic Equipment Accessibility Standards Advisory Committee will hold its seventh meeting. On July 5, 2012, the Architectural and Transportation Barriers Compliance Board (Access Board) established the advisory committee to make recommendations to the Board on matters associated with comments received and responses to questions included in a previously published Notice of Proposed Rulemaking (NPRM) on Medical Diagnostic Equipment Accessibility Standards.

The National Science Foundation (NSF) has submitted the following information collection requirement to OMB for review and clearance under the Paperwork Reduction Act of 1995, Public Law 104-13. This is the second notice for public comment; the first was published in the Federal Register at 78 FR 56876, and three comments were received. Notice is hereby given that the U.S. International Trade Commission has determined not to review the final initial remand determination (``RID'') issued by the presiding administrative law judge (``ALJ'') on March 22, 2013. The Commission affirms the ALJ's final initial determination (``ID'') issued on April 23, 2012, as to the remaining patent as modified by the RID.

Effective July 28, 2013, the Postal ServiceTM proposes to revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM[supreg]) 503.13, 507.4 and 508.1 to provide new standards for the automatic holding period for Collect on Delivery (COD) articles, expand the acceptable payment methods for COD articles, and provide current options for the redirecting of COD mailpieces.

The NCUA Board (Board) is making a number of technical amendments to NCUA's regulations based on issues identified by staff and through NCUA's rolling, three-year regulatory review process. In addition, the Board is making a number of nomenclature changes to NCUA's regulations to reflect changes to NCUA's office structure, including the transfer of duties and the creation of the new Office of National Examinations and Supervision (ONES). Finally, under title X of the Dodd-Frank Wall Street Reform and Consumer Protection Act \1\ (Dodd-Frank Act), rulemaking authority for a number of consumer financial protection laws were transferred from various federal regulatory agencies, including NCUA, to the Consumer Financial Protection Bureau (CFPB). As a result, the Board is now updating certain cross citations within its regulations and rescinding NCUA's rules governing the ``Privacy of Consumer Financial Information'' under the Gramm-Leach-Bliley Act \2\ and the ``Registration of Residential Mortgage Loan Originators'' under the Secure and Fair Enforcement for Mortgage Licensing Act of 2008,\3\ which were transferred to the CFPB.

The Commodity Futures Trading Commission is adopting regulations to implement certain statutory provisions enacted by Title VII of the Dodd-Frank Wall Street Reform and Consumer Protection Act. Specifically, in accordance with section 727 of the Dodd-Frank Act, the Commission is adopting regulations that define the criteria for grouping swaps into separate swap categories and establish methodologies for setting appropriate minimum block sizes for each swap category. In addition, the Commission is adopting further measures under the Commission's regulations to prevent the public disclosure of the identities, business transactions and market positions of swaps market participants.

Summary of Application: Applicant, ASA Gold and Precious Metals Limited (``ASA''), a Bermuda closed-end management investment company registered under section 7(d) of the Act, requests an order that would permit ASA to make changes to its custodial arrangements without prior Commission approval, hold assets and conduct certain securities transactions in specified foreign countries, as well as permit ASA and certain other persons to designate CT Corporation System (``CT Corp'') in the U.S. to accept service of process.

The Corporation for National and Community Service (CNCS), as part of its continuing effort to reduce paperwork and respondent burden, conducts a pre-clearance consultation program to provide the general public and federal agencies with an opportunity to comment on proposed and/or continuing collections of information in accordance with the Paperwork Reduction Act of 1995 (PRA95) (44 U.S.C. 3506(c)(2)(A)). Currently, CNCS is soliciting comments concerning its proposed renewal of the Peer Reviewer Application (OMB Number 3045-0090), used by CNCS to recruit external reviewers to assess grant applications. The information will be provided by individuals wishing to serve as peer review participants for CNCS' grant review processes. The completion of this information collection is required to be considered as a potential reviewer for CNCS. Notice is hereby given that the U.S. International Trade Commission has determined not to review the presiding administrative law judge's (``ALJ'') initial determination (``ID'') (Order No. 9) granting in part complainant's motion for leave to amend the complaint and notice of investigation as to removing respondent Jie Sheng Technology of Tainan City, Taiwan (``Jie Sheng Taiwan'') from the investigation.

In this document, the Commission requires all commercial mobile radio service (CMRS) providers and providers of interconnected text messaging services (i.e., all providers of software applications that enable a consumer to send text messages to all or substantially all text-capable U.S. telephone numbers and receive text messages from the same) to provide an automatic ``bounce-back'' text message where a consumer attempts to send a text message to 911 in a location where text-to-911 is not available. The rules are adopted with the goal of reducing the risk of individuals sending text messages to 911 during an emergency and mistakenly believing that 911 authorities had received it, particularly during the transition to Next Generation 911 (NG911), when text-to-911 will be available in some areas sooner than others and may be supported by certain service providers but not by others.
