The Commission hereby gives notice of the institution of investigations and commencement of preliminary phase antidumping and countervailing duty investigations No. 701-TA-451 and 731-TA-1126-1128 (Preliminary) under sections 703(a) and 733(a) of the Tariff Act of 1930 (19 U.S.C. 1671b(a) and 1673b(a)) (the Act) to determine whether there is a reasonable indication that an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports from China, Germany, and Korea of certain lightweight thermal paper,\1\ provided for in subheadings 4811.90.8040 and 4811.90.9090 of the Harmonized Tariff Schedule of the United States, that are alleged to be sold in the United States at less than fair value and subsidized by the Government of China. Unless the Department of Commerce extends the time for initiation pursuant to section 702(c)(1)(B) or 732(c)(1)(B) of the Act (19 U.S.C. 1671a(c)(1)(B) or 1673a(c)(1)(B)), the Commission must reach a preliminary determination in antidumping and countervailing duty investigations in 45 days, or in this case by November 5, 2007. The Commission's views are due at Commerce within five business days thereafter, or by November 13, 2007.

L. 104-13, May 22, 1995), this notice announces that the Office of Personnel Management (OPM) has submitted to the Office of Management and Budget (OMB) a request for a new information collection. OPM 1655, Application for Senior Administrative Law Judge, and OPM 1655-A, Geographic Preference Statement for Senior Administrative Law Judge Applicant, are used by retired Administrative Law Judges seeking reemployment on a temporary and intermittent basis to complete hearings of one or more specified case(s) in accordance with the Administrative Procedures Act of 1946. Approximately 150 OPM 1655s will be processed annually. Each form takes approximately 30-45 minutes to complete. The annual estimated burden is 94 hours. Approximately 200 OPM 1655-As will be processed annually. Each form takes approximately 5-25 minutes to complete. The annual estimated burden is 67 hours. OPM received one comment and took no action because the comment was not relevant to the proposed information collection under 5 CFR 1320.8(d)(1). The Farm Credit Administration (FCA, Agency, we), issues this final rule amending the priority of claims regulations to provide priority of claims rights to Farm Credit System (System, FCS, Farm Credit) banks if they make payments under a reallocation agreement to holders of consolidated and System-wide obligations on behalf of a defaulting System bank. The final rule also clarifies that payments to a class of claims will be on a pro rata basis.
