Proposed Information Collection Activity; Diaper Distribution Demonstration and Research Pilot Beneficiary Survey
The Office of Community Services (OCS), Administration for Children and Families (ACF), U.S. Department of Health and Human Services, is proposing to continue to collect data to understand diaper need and outcomes for beneficiaries of the Diaper Distribution Demonstration and Research Pilot (DDDRP).
Proposed Reallotment of Fiscal Year 2023 Funds for the Low Income Home Energy Assistance Program
The ACF, OCS, Division of Energy Assistance announces a preliminary determination that funds from the federal fiscal year 2023 (FY23) Low Income Home Energy Assistance Program (LIHEAP) are available for reallotment to states, territories, tribes, and tribal organizations that received FY24 direct LIHEAP awards. The purpose of this award is to redistribute FY23 annual LIHEAP funds that recipients were unable to obligate or carry over to FY24. No sub-recipients of these recipients or other entities may apply for these funds.
Submission for Office of Management and Budget (OMB) Review; 2024 National Survey of Early Care and Education Longitudinal Follow-ups (OMB #: 0970-0391)
The Administration for Children and Families (ACF), U.S. Department of Health and Human Services (HHS), is proposing a data collection activity to be conducted January 2025 through December 2025 as a follow-up of the 2024 National Survey of Early Care and Education (NSECE). The objectives of the 2024 NSECE Longitudinal Follow-ups are to build on the design and implementation of the 2024 NSECE to collect urgently needed information on the following two topics relevant to early care and education (ECE) policy: (1) how households learn about and make use of financial assistance in seeking and selecting ECE, with additional focus on paid individual care arrangements; and (2) patterns of retention and attrition among individuals in the center-based ECE workforce.
Proposed Information Collection Activity; Sexual Risk Avoidance Education Program Performance Analysis Study-Extension (Office of Management and Budget (OMB) #0970-0536)
The Office of Planning, Research, and Evaluation (OPRE) and the Family and Youth Services Bureau in the Administration for Children and Families (ACF) request an extension without changes of a currently approved information collection activity as part of the Sexual Risk Avoidance Education (SRAE) Program Performance Analysis Study (PAS). The goal of the study is to collect, analyze, and report on performance measures data for the SRAE program (OMB Control No. 0970-0536; expiration date 1/31/2025). The purpose of the requested extension is to continue the ongoing data collection and submission of the performance measures by SRAE grant recipients.
Announcement of the Intent To Award a Within Scope Awarding Agency-Initiated Non-Competitive Supplement With Extension to the American Public Human Services Association for the Association of Administrators of the Interstate Compact on the Placement of Children (AAICPC) in Washington, DC
The ACF, ACYF, CB, Division of Capacity Building announces the intent to award a within scope awarding agency-initiated non- competitive supplement with extension in the amount of up to $1,600,000, to the American Public Human Services Association for its affiliate the Association of Administrators of the Interstate Compact on the Placement of Children (AAICPC) in Washington, DC, for the further implementation and support nationally of the National Electronic Interstate Compact Enterprise (NEICE) system. The NEICE is an inter-jurisdictional electronic system to improve administrative efficiency in implementing the Interstate Compact on the Placement of Children (ICPC), a process that ensures safe and suitable interstate placements for children in foster care.
Submission for Office of Management and Budget Review; The Understanding and Expanding the Reach of Home Visiting (HV-REACH) Project (New Collection)
As part of the Understanding and Expanding the Reach of Home Visiting (HV-REACH) project, the Administration for Children and Families (ACF) within the U.S. Department of Health and Human Services is proposing to collect qualitative data to understand the features of centralized, coordinated, or collaborative intake systems used by seven purposively selected sites that refer families to early childhood home visiting (ECHV) programs.
Submission for Office of Management and Budget Review; Children's Bureau Regional Partnership Grants Final Report Outline (NEW)
The Children's Bureau (CB) is requesting a new collection effort for the Regional Partnership Grant (RPG) program, for the use of a Regional Partnership Grants Final Report Outline to collect cumulative project information. Information from the report will aid grant recipients in meeting grant management requirements as well as to support CB in gathering information on the projects to better monitor the project's use of funds, implementation successes and challenges and program and service effectiveness.
Proposed Information Collection Activity; Child Care Development Fund (CCDF) ACF-696T Financial Report for Tribes (OMB #0970-0510)
The Administration for Children and Families (ACF) Office of Child Care plans to submit revisions to an approved generic information collection (GenIC) under the umbrella generic: Generic Clearance for Financial Reports used for ACF Non-Discretionary Grant Programs (0970- 0510). The request revises ACF-696T, the annual financial report for tribal CCDF grant programs to submit financial claims. This specific form collects financial data for Tribal CCDF programs. The proposed revisions to the ACF-696T will provide reporting instructions to Tribal Lead Agencies who are approved under a temporary opportunity to retroactively request the use CCDF funds, including most COVID- relief funds, for construction and/or major renovation with the intent of offsetting increased costs of materials, labor, and other related project costs.
Proposed Information Collection Activity; State Self-Assessment Review and Report (Office of Management and Budget No.: 0970-0223)
The Administration for Children and Families (ACF), Office of Child Support Services (OCSS), is requesting the Office of Management and Budget (OMB) to approve the State Self-Assessment Review and Report (SARR) (OMB#: 0970-0223) for an additional three years with revisions to the instrument reflecting the name change from the Office of Child Support Enforcement to the Office of Child Support Services. The information collected in the reports helps state child support agencies and OCSS determine whether the agencies meet federal child support performance requirements. The current OMB approval expires on May 31, 2025.

The Office of Community Services (OCS), Administration for Children and Families (ACF), U.S. Department of Health and Human Services, is requesting an extension of approval for a recently approved information collection: OCS Affordable Housing and Supportive Services Demonstration (Office of Management and Budget (OMB) #: 0970- 0628, Expiration Date: September 30, 2024). This information collection was originally approved for 6 months as an emergency approval. In addition to extending the approval, OCS seeks to update the burden estimates to accommodate an anticipated increase in the number of grant recipients, as well as to collect additional responses to several of the instruments. OCS also seeks to make updates to approved forms.
