ACF is proposing minor updates to the form to remove a reporting line-item reference that was associated with an expired program expenditure and minor edits to the instructions and formatting to better the presentation of the document.

The Office of Planning, Research, and Evaluation (OPRE) within the Administration for Children and Families (ACF) is proposing a new information collection for the Child Welfare Study to Enhance Equity with Data (CW-SEED). The project aims to understand how and to what extent data are used to explore equity in service delivery and child and family outcomes, to identify barriers or problematic data practices, and to explore efforts by child welfare agencies and their partners to use data to reduce barriers across the continuum of child welfare services.

This information collection aims to present an internally valid description of the experiences of up to six, purposively selected case study sites, not to promote statistical generalization to different sites or service populations.

Proposed Information Collection Activity; Next Generation of Enhanced Employment Strategies Project
The Office of Planning, Research, and Evaluation (OPRE) within the Administration for Children and Families (ACF) is proposing an extension to the data collection activities conducted for the Next Generation of Enhanced Employment Strategies (NextGen) Project (Office of Management and Budget (OMB) #0970-0545). The project is rigorously evaluating innovative interventions to promote employment and economic security among low-income individuals with complex challenges. The project includes an experimental impact study, descriptive study, and cost study. This extension will allow additional time to conduct study intake, collect data from NextGen programs and staff, and to conduct participant data collections. No changes are proposed to the data collection instruments.

Reallotment of Fiscal Year 2021 Funds for the Low Income Home Energy Program-Final
The ACF, OCS, Division of Energy Assistance (DEA) announces that $323,063 of funds from the fiscal year (FFY) 2021 Low Income Home Energy Assistance Program (LIHEAP) were reallotted to States, Territories, Tribes, and Tribal Organizations that received FFY 2022 direct LIHEAP grants.

The proposed revision to conduct additional data collection is part of a research supplement that builds on the PJAC study to understand the role of bias in child support program enforcement actions.

The Office of Planning, Research, and Evaluation (OPRE), Administration for Children and Families (ACF), U.S. Department of Health and Human Services (HHS), in collaboration with the Office on Trafficking in Persons (OTIP), is proposing a new data collection activity for the Human Trafficking Youth Prevention Education (HTYPE) Demonstration Grant Program Process Evaluation. The process evaluation will explore whether the program is being implemented as intended, describe the successes and barriers that have been encountered, and highlight the changes that may be needed to support program implementation.
Allotment Percentages to States for Child Welfare Services State Grants
As required by the Social Security Act, the Department is publishing the allotment percentage for each state under the Title IV-B Subpart 1, Stephanie Tubbs Jones Child Welfare Services Grant Program. Under the Act, the allotment percentages are one of the factors used in the computation of the federal grants awarded under the Program.

A Congressional Directive is an authorization act or appropriations act that requires ACF to make an award(s) to a named recipient(s) for a particular program, project, activity, or geographic area(s).
