Proposed Information Collection Activity; Behavioral Interventions To Advance Self-Sufficiency Next Generation
The Office of Planning, Research, and Evaluation (OPRE) in the Administration for Children and Families (ACF), U.S. Department of Health and Human Services (HHS), requests Office of Management and Budget (OMB) approval to extend approval of the ACF Behavioral Interventions to Advance Self-Sufficiency Next Generation (BIAS-NG) Project Overarching Generic (OMB #: 0970-0502; Expiration date: 8/31/ 2022). Under this overarching generic, ACF collects data as part of rapid cycle testing and evaluation, in order to inform the design of interventions informed by behavioral science and to better understand the mechanisms and effects of such interventions. Interventions have been and will continue to be developed in the program area domains of Temporary Assistance for Needy Families (TANF), child welfare, and Early Head Start/Head Start (EHS/HS). These interventions are intended to improve outcomes for participants in these programs. No changes are proposed.

The Children's Bureau (CB), Administration for Children and Families (ACF), U.S. Department of Health and Human Services (HHS), is requesting an extension with minor changes to the approved information collection: Regional Partnership Grants National Cross-Site Evaluation and Evaluation Technical Assistance (OMB #0970-0527). The proposed information collection will be used in a national cross-site evaluation of the fifth and sixth cohorts of CB's Regional Partnership Grants (RPG). The cross-site evaluation will use surveys, interviews, progress reports, and data on participant enrollment, services, and outcomes.

The Administration for Children and Families (ACF) is proposing to continue ongoing approved data collection activities and add additional activities for the sample enrolled in the Evaluation of Employment Coaching for TANF and Related Populations (Office of Management and Budget (OMB)#: 0970-0506). This includes (1) an extension for the previously approved second follow-up survey data collection; (2) new data collection through a third follow-up survey; and (3) new data collection through follow-up semi-structured interviews with management, staff, supervisors, and participants.
Proposed Information Collection Activity; LIHEAP Carryover and Reallotment Report

Proposed Information Collection Activity; OPRE Data Collection for State Child Welfare Data Linkages Descriptive Study (New Collection)
The Administration for Children and Families (ACF) is requesting approval from the Office of Management and Budget (OMB) for a new primary data collection about connected child welfare data. We define connected data as child welfare data that are linked or integrated with data from other systems or agencies. The State Child Welfare Data Linkages Descriptive Study (Data Linkages Descriptive Study) will gather systematic information on the extent to which states connect their child maltreatment data to other data sets; how any linked data sets are created, managed, and used; and challenges states face in linking data.
Privacy Act of 1974; System of Records
The Department of Health and Human Services (HHS) is modifying a system of records maintained by the Office of Refugee Resettlement (ORR) within HHS' Administration for Children and Families (ACF), number 09-80-0325, titled ``Internet Refugee Arrivals Data System (iRADS),'' and is renaming it ``Refugee Arrivals Data System (RADS).'' In addition, HHS is rescinding system of records number 09-80-0329, titled ``ORR Unaccompanied Refugee Minors Records,'' as duplicative of modified system of records 09-80-0325. The modifications are explained in the SUPPLEMENTARY INFORMATION section of this notice.

The Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR) is requesting an extension of the ORR-6 Performance Report (OMB #0970-0036, expiration 2/28/2022) until 8/31/ 2022. ORR published a notice in the Federal Register on 8/12/2021 requesting comments within 60-days on revisions to the ORR-6. Proposed Information Collection Activity; Evaluation of the Child Welfare Capacity Building Collaborative (0970-0576)
The Children's Bureau, Administration for Children and Families (ACF), U.S. Department of Health and Human Services (HHS), is proposing to collect additional data for an evaluation of the services provided to child welfare jurisdictions and Court Improvement Programs (CIPs) by the Child Welfare Capacity Building Collaborative. This new data collection is the second part of a data collection effort already underway (OMB #0970-0576, expiration 9/30/2024). This notice details the second group of instruments that will be used for data collection as part of this evaluation.
