Tribal Consultation Meeting
Pursuant to the Improving Head Start for School Readiness Act of 2007, notice is hereby given of a one-day Tribal Consultation Session to be held between the Department of Health and Human Services, Administration for Children and Families, Office of Head Start leadership and the leadership of Tribal Governments operating Head Start (including Early Head Start) programs. The purpose of this Consultation Session is to discuss ways to better meet the needs of American Indian and Alaska Native children and their families, taking into consideration funding allocations, distribution formulas, and other issues affecting the delivery of Head Start services in their geographic locations.

Announcement of the Award of Single-Source Cooperative Agreement to Rubicon Programs, Inc., in Richmond, CA
The Administration for Children and Families (ACF), Office of Family Assistance (OFA), Division of State and Territory TANF Management (DSTTM) announces the award of a single-source cooperative agreement of $1,500,000 to Rubicon Programs, Inc., in Richmond, CA. The cooperative agreement will support a demonstration pilot project for responsible fatherhood activities authorized by the Claims Resolution Act of 2010 (Pub. L. 111-291). The Community-Centered Responsible Fatherhood Ex-Prisoner Reentry Pilot Project supports programs that are designed to offer community-centered, pre- and post- release responsible fatherhood and supportive services to formerly incarcerated fathers. The primary purpose of the program is to eliminate barriers to social and economic self-sufficiency for individuals preparing to reenter their communities, or those who have recently returned to their communities following incarceration. The project will implement three legislatively specified activities: Healthy marriage, responsible parenting, and economic stability. The project will implement a program that includes comprehensive case management to strengthen father, couple, and family relationships and that connect formerly incarcerated fathers to employment, housing (when necessary), and other needed support services to help reduce the likelihood of recidivism. It is expected that the full project period will be 24 months so that, based on performance; the recipient may receive an additional noncompetitive award in Fiscal Year 2013.
Office of Refugee Resettlement; Announcing the Award of a Single-Source Program Expansion Supplemental Grant for Unaccompanied Alien Children's Shelter Care to Baptist Children and Family Services (BCFS) in San Antonio, TX
The Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR) announces the award of a single-source program expansion supplement grant to Baptist Children and Family Services (BCFS) in San Antonio, TX, for a total of $22,725,223. The additional funding provided by the awards will support services to refugees through September 30, 2012.
Award of a Single Source Cooperative Agreement Grant to the Congressional Hunger Center in Washington, DC
The Administration for Children and Families (ACF), Office of the Assistant Secretary (OAS), announces the award of a single source cooperative agreement for $3,000 with the Congressional Hunger Center (CHC) in Washington, DC, to support a Bill Emerson National Hunger Fellow who will work on hunger and obesity issues for young children. The Fellow will work closely with the ACF health team on strengthening its strategic vision to improve health and nutrition in children's programs. The Fellow will work with the team to examine programs in the Office of Child Care (OCC), OCC Tribal Maternal, Infant, and Early Childhood Home Visiting (TMIECHV) Grant Program under the Affordable Care Act (ACA), and the Office of Head Start, and will communicate with other agencies on child-focused nutrition programs. There is currently no individual in ACF designated to work specifically on these nutrition- and hunger-related issues. Additionally, the Fellow will work with the ACF health team to synthesize ideas emergent from this investigative work to further develop strategies for integrating hunger- and obesity-prevention strategies into ACF's childhood programming.
Announcement of the Award of Single Source Expansion Supplement Grants to 11 Personal Responsibility Education Program Innovative Strategies (PREIS) Grantees
The Administration on Children, Youth and Families (ACYF), Family and Youth Services Bureau (FYSB), Division of Adolescent Development and Support (DADS) announces the award of single source expansion supplement grants to 11 PREIS grantees for the purpose of expanding program participation and/or sites to support the increase of data necessary to determine the level of program effectiveness. In FY 2010, FYSB awarded thirteen cooperative agreement grants under Funding Opportunity Announcement (FOA) number: OPHS/OAH/TPP PREP Tier 2-2010. Under this FOA a total of $9.7 million was made available on a competitive basis to implement and test innovative strategies. The award of 11 single source expansion supplement grants to PREIS grantees is required because of the necessary expansion of the original scope of approved activities. In the provision of evaluation related technical assistance to grantees during the first year of the project, it was determined by FYSB that all grantees needed to increase the number of program participants and/or sites for program implementation. Increased funding will help the grantee programs obtain the minimal statistical power required to report significant outcome data that can be utilized to determine the effectiveness of the implemented pregnancy prevention models. Thus, the increased number of program participants supports the evaluation requirements outlined in the FOA and by ACA. Additionally, grantees are required to report on performance measures that were specifically defined by FYSB and are pending approval by the Office of Management and Budget under the Paperwork Reduction Act (44 U.S.C. 3501-3520). The data collection will require additional staff time and other resources to compile and report on performance indicators. Performance indicators are based upon the performance measures established by HHS, to include: (a) The number of youth served and hours of service delivery; (b) fidelity to the program model or adaptation of the program model for the target population; (c) community partnerships and competence in working in working with the target population; (d) reported gains in knowledge and intentions and changes in self-reported behaviors of participants; and (e) community data, like birth rates and the incidence of sexually transmitted infections. The 11 single source expansion supplement grants will support activities from September 30, 2011 through September 29, 2012. The grantees are:
