Endangered Species Act of 1973, as
amended (Act; 16 U.S.C. 1531 et seq.),
we, the U.S. Fish and Wildlife Service,
published the following proposed rules:
• On December 12, 2024, we
published a proposed rule to list the
monarch butterfly as a threatened
species with protective regulations
under section 4(d) of the Act and to
designate critical habitat for the species
(89 FR 100662). The proposed rule
opened a 90-day comment period,
which ended March 12, 2025.
• On December 17, 2024, we
published a proposed rule to list the

endangered species (89 FR 102074). The
proposed rule opened a 60-day
comment period, which ended February
18, 2025.
• On January 8, 2025, we published a
proposed rule to list the bleached
sandhill skipper as an endangered

opened a 60-day comment period,
which ended March 10, 2025.
To give all interested parties an
additional opportunity to comment on
all of these proposed rules, we are
reopening the comment periods for each
