certificate requirements to drill a
stratigraphic test well to determine the
feasibility of developing a natural gas
storage project in Wharton County,

drilling a single stratigraphic test well to
test the salt characteristics of the
underlying salt dome formation. The
test well is necessary to determine the
technical, environmental, and economic
feasibility of developing an
underground natural gas storage facility,
